{"id":46865,"date":"2013-09-30T17:51:19","date_gmt":"2013-09-30T15:51:19","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=46865"},"modified":"2013-10-01T09:13:07","modified_gmt":"2013-10-01T07:13:07","slug":"e-tolls-or-fuel-levy-sanral-cant-have-both","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/46865\/e-tolls-or-fuel-levy-sanral-cant-have-both\/","title":{"rendered":"E-tolls or fuel levy: Sanral can&#8217;t have both"},"content":{"rendered":"<p>Justice Project South Africa (JPSA) says that \u00a0the SA National Roads Agency (<a title=\"Sanral\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1722-SANRAL-South-African-National-Roads-Association-Limited\">Sanral<\/a>)\u00a0can&#8217;t have toll roads and a fuel levy, and must choose which system it wants to use to fund its goals.<\/p>\n<p>This follows yet another weekend of Sanral adverts running in the Sunday papers trying to lure public opinion back into its camp.<\/p>\n<p>According to one Sanral ad in particular, the road and services company claims that using a fuel levy to finance the maintenance and building of road infrastructure is &#8220;just not sustainable&#8221;.<\/p>\n<p>When asked about the adverts previously, head of Opposition to Urban Tolling Alliance (<a title=\"Outa\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1949-OUTA-Opposition-to-Urban-Tolling-Alliance\">Outa<\/a>), <a title=\"Wayne Duvenage\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1723-Wayne-Duvenage\">Wayne Duvenage<\/a>, called the ads completely misleading, and demeaning to the intellect of road users.<\/p>\n<p>JPSA chairman, <a title=\"Howard Dembovsky\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/10330-Howard-Dembovsky\">Howard Dembovsky<\/a>, said in a statement on Monday (30 September 2013) that Sanral&#8217;s argument against fuel levies in the ads &#8211; that they&#8217;re outdated and modern technology such as hybrid and electric vehicles are becoming more prolific &#8211; was deeply flawed.<\/p>\n<p>&#8220;The last time we looked, heavy goods vehicles, which do the most damage to roads infrastructure, consume a large proportion of fuel sold in South Africa and there are currently no hybrid or electric heavy goods vehicles in use in South Africa,&#8221; Dembovsky said.<\/p>\n<p>The JPSA chairman pointed out further that of the 56,112 new cars sold in August 2013, only three were Toyota Prius hybrids.<\/p>\n<div id=\"attachment_45204\" style=\"width: 590px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45204\" class=\"size-full wp-image-45204\" alt=\"Sanral Ad\" src=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad.png\" width=\"580\" height=\"832\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad.png 580w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad-209x300.png 209w\" sizes=\"auto, (max-width: 580px) 100vw, 580px\" \/><\/a><p id=\"caption-attachment-45204\" class=\"wp-caption-text\">Sanral Fuel Levy Ad<\/p><\/div>\n<p>According to JPSA, South Africa consumed approximately 11.7 billion litres of petrol and 11.3 billion litres of diesel in 2012 &#8211; representing an increase of around 3.5% in petrol sales and a whopping 24.2% increase in diesel sales over a three year period.<\/p>\n<p>&#8220;Therefore, Sanral\u2019s claim that collections based on a fuel levy are &#8216;unsustainable&#8217; since they are declining is nonsensical at best and an outright lie at worst.&#8221;<\/p>\n<h3 class=\"my-4\">Scrapping the fuel levy<\/h3>\n<p>By Sanral&#8217;s own argument that fuel levies are unsustainable, JPSA said it &#8211; and South Africans in general &#8211; would be happy to see it scrapped altogether, &#8220;given the fact that it has been acutely demonstrated that our fuel levy is not being used for roads infrastructure as it should be&#8221;.<\/p>\n<p>If the fuel levy were to be scrapped altogther, Dembovsky argued, South African motorists would see a relief of as much as R2.13 off of the petrol price &#8211; and R1.98 off the diesel price.<\/p>\n<p>&#8220;This relief would be most welcome by most, if not all motorists &#8211; and then Sanral could go forward with their policy of raising bonds to secure loans to fund infrastructure development and charge users to drive on the roads they build,&#8221; Dembrovsky said.<\/p>\n<p>However, JPSA said that Sanral and the National Treasurey could not have it both ways as was currently being forced on the populous.<\/p>\n<p>&#8220;We call upon Sanral and Treasury to make a choice \u2013 either it\u2019s going to be a fuel levy or tolls\/e-tolls,&#8221;
