{"id":47790,"date":"2013-10-17T15:17:03","date_gmt":"2013-10-17T13:17:03","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=47790"},"modified":"2013-10-18T09:20:27","modified_gmt":"2013-10-18T07:20:27","slug":"eskoms-r50-billion-funding-requirements","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/47790\/eskoms-r50-billion-funding-requirements\/","title":{"rendered":"Eskom&#8217;s R50 billion funding requirements"},"content":{"rendered":"<p><a title=\"Eskom\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2987-Eskom\">Eskom<\/a> chief executive <a title=\"Brian Dames\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/6837-Brian-Dames\">Brian Dames<\/a> says he is\u00a0disappointed with the latest\u00a0<a title=\"Standard &amp; Poor\u00b4s\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1974-Standard-amp-Poor-s\">Standard &amp; Poor\u00b4s<\/a>\u00a0credit rating, which states that\u00a0the company will require additional funding of about R50 billion over the next three years.<\/p>\n<p>Earlier this week,\u00a0Standard &amp; Poor&#8217;s\u00a0(S&amp;P) affirmed Eskom&#8217;s\u00a0credit rating at BBB, however it downgraded the power utility&#8217;s Stand Alone Credit Profile by one notch to &#8216;b-&#8216;\u00a0from &#8216;b&#8217;, due to the revised business risk profile from &#8220;fair&#8221; to &#8220;weak&#8221;.<\/p>\n<p>At the same time, it also affirmed Eskom&#8217;s &#8216;zaAA\/zaA-1&#8217; long- and short-term South Africa national scale ratings.<\/p>\n<p>&#8220;The downward revision of Eskom&#8217;s SACP reflects a weakening in Eskom&#8217;s credit metrics due to its largely debt-funded capital expenditure (capex) program being insufficiently covered by tariff increases, and to rising operating costs,&#8221; S&amp;P said.<\/p>\n<p>&#8220;The downward revision of the SACP also reflects our view of rising business risk for Eskom, in light of increased regulatory and operating risk, and weakened profitability owing to an unfavorable regulatory decision.&#8221;<\/p>\n<p>The affirmation of the issuer credit ratings reflects S&amp;P&#8217;s criteria on government-related entities (GREs), and the ratings group&#8217;s view that the likelihood of extraordinary state support for Eskom remains &#8220;extremely high&#8221;.<\/p>\n<p>S&amp;P said that, while the\u00a0energy regulator&#8217;s decision for the third multi-year price determination (MYPD3) &#8211; which runs from 2013-2014 to 2017-2018 &#8211; will result in an average annual tariff increase of 8%, it is half the amount that Eskom requested to support its large capex program.<\/p>\n<p>In addition, S&amp;P said that Eskom faces continued cost pressures, due to construction delays and rising primary energy and labor costs.<\/p>\n<p>&#8220;In our opinion, Eskom is adequately funded for the next two years.
