{"id":47808,"date":"2013-10-17T23:13:49","date_gmt":"2013-10-17T21:13:49","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=47808"},"modified":"2013-10-18T09:18:36","modified_gmt":"2013-10-18T07:18:36","slug":"stop-e-toll-negativity-sanral-ceo","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/47808\/stop-e-toll-negativity-sanral-ceo\/","title":{"rendered":"Stop e-toll negativity: Sanral CEO"},"content":{"rendered":"<p><a title=\"Sanral\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1722-SANRAL-South-African-National-Roads-Association-Limited\">Sanral<\/a>&#8216;s CEO, <a title=\"Nazir Alli\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1735-Nazir-Alli\">Nazir Alli<\/a> says that South African\u2019s have a propensity to focus on the downside, rather than focus on the upside of a project like Gauteng&#8217;s e-tolling sytem.<\/p>\n<p>Speaking on SABC News, Alli said: \u201cLet\u2019s talk about the kind of jobs we\u2019ve created\u2026these are first-time jobs, and if you come to the centre in Midrand you will see there is something like 1,300 people which have been employed directly on this particular project.&#8221;<\/p>\n<p>\u201cThat is something we need to take into account \u2013 the benefits which accrue, other than to the motorists in terms of time saving etc, rather than us always being negative about these things&#8230;&#8221;<\/p>\n<p>\u201cWe\u2019ve got a propensity in South Africa to look at the downside, and not look at the upside of this (e-tolling). There\u2019s huge benefits as well to the motorists that will happen,\u201d he said.<\/p>\n<p><b>Public comment<\/b><\/p>\n<p>The proposed tariffs for e-tolling have been published in the Government Gazette and the public has 30 days to comment.<\/p>\n<p>Alli said: \u201cI think the minister (Transport Minister <a title=\"Dipuo Peters\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/10177-Dipuo-Peters\">Dipuo Peters<\/a>) will consider all the inputs that have been made.&#8221;<\/p>\n<p>&#8220;Comments that were made, submissions that she may have received or may not have received, and thereafter the minister will pronounce on the actual start date,\u201d Alli said.<\/p>\n<p>\u201cAs the minister has also confirmed previously, toll collection will start before the end of the year.&#8221;<\/p>\n<p>\u201cThis is the law in the country, it has always been since the Sanral Act has come into being way back in 1998 \u2013 that if you do travel on a toll road and if you do not pay\u2026 it is an offense not to pay because you disobey the law.&#8221;<\/p>\n<p>\u201cI believe, generally, that our citizens will pay at the end of the day,\u201d the chief executive said.<\/p>\n<p><b>Non paying citizens<\/b><\/p>\n<p>For non-complying citizens, Alli said: \u201cFirst of all we will follow a normal debt collection process. Only after the debt collection process has been exhausted, will the non-payers, the violators &#8211; be served with a summons, then the usual and normal course of justice will take place.&#8221;<\/p>\n<p><b>Technical glitches<\/b><\/p>\n<p>Sanral has admitted to technical glitches on the e-toll system for Gauteng, where people who have paid for e-tags have been billed before its\u00a0implementation.<\/p>\n<p>\u201cThere has been a couple of instances,&#8221; Alli admitted, &#8220;and we apologise for any inconvenience that may have been caused.&#8221;<\/p>\n<p>&#8220;At one time it was the banking system, what they call the hyphen system\u2026which was the culprit.
