{"id":48041,"date":"2013-10-22T13:00:57","date_gmt":"2013-10-22T11:00:57","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=48041"},"modified":"2013-10-22T14:17:51","modified_gmt":"2013-10-22T12:17:51","slug":"sanral-rubs-outas-nose-in-defeat","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/48041\/sanral-rubs-outas-nose-in-defeat\/","title":{"rendered":"Sanral rubs Outa\u2019s nose in defeat"},"content":{"rendered":"<p>SA National Roads Agency Limited (Sanral) communications manager Vusi Mona has questioned why Outa has not called on its members &#8211; including banks and rental\u00a0companies &#8211; to fund a continued legal battle over the e-tolling system in Gauteng.<\/p>\n<p>Opposition To Urban Tolling Alliance (<a title=\"Outa\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1949-OUTA-Opposition-to-Urban-Tolling-Alliance\">Outa<\/a>)<em>\u00a0<\/em>chair\u00a0<a title=\"Wayne Duvenage\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1723-Wayne-Duvenage\">Wayne Duvenage<\/a>\u00a0announced last week that he will not continue a legal battle, citing\u00a0a lack of funds.<\/p>\n<p>It follows the Supreme Court of Appeal\u2019s dismissal of an appeal by Outa to scrap the\u00a0controversial\u00a0system earlier this month (October).<\/p>\n<p>In an interview on Jacaranda FM on Tuesday (22 October), Mona said: &#8220;We hear they (Outa) have run into financial difficulties&#8230;from where I sit, I think it\u2019s a very graceful way of exiting and conceding defeat.&#8221;<\/p>\n<p>He noted that Outa&#8217;s members include banks, rental companies and manufacturers. \u201cI assert that it will take less than a five minute telecom conference among those few\u2026to raise the required money.\u201d<\/p>\n<p>He added that the DA could also contribute.<\/p>\n<p>Duvenage responded: \u201cWe can\u2019t afford it, we don\u2019t have the luxury that Sanral and government have of dipping into taxpayers money to pay for their costs.\u201d<\/p>\n<p>He said that Outa\u2019s members had already contributed with R2.5 million, &#8220;and the public have contributed 90% of our costs and we are still R1.8 million short.\u201d<\/p>\n<p>&#8220;Why doesn\u2019t Sanral pay for our case if they want to have this out?\u201d<\/p>\n<p>Mona said that Sanral did not want to take a legal route as it would only be the lawyers who profited.<\/p>\n<p>He said that there were lessons out of the e-toll debacle\u2026&#8221;Democracy does work when people take the opportunity to say hell, we don\u2019t want this. Lets not beat about the bush, you (Gauteng citizens) were given an opportunity.&#8221;<\/p>\n<p>He said that the court ruled that Sanral had done everything it was expected to do according to the law. \u201cThe boxes were ticked.\u201d<\/p>\n<p>However, Mona then conceded: \u201cMost probably we could have done more, but in terms of what we are required, in terms of the law, there is a judgement, and if anybody disputes that, they can go to court.\u201d<\/p>\n<p>Duvenage, however, said that if Sanral really wanted to engender a meaningful communications process, they would not have put one advert in six newspapers, and hidden them in the business section, and in some instances, in the international business section.<\/p>\n<p>He said that Sanral received 30 responses out of 3.5 million motorists in Gauteng.<\/p>\n<p>\u201cShort of us going door to door, I don\u2019t know what we were expected to do,&#8221; Mona said, adding: &#8220;If you are saying it was not meaningful, I am saying to you, there is the ConCourt to decide, let\u2019s not behave like anarchists\u2026&#8221;<\/p>\n<p>&#8220;We accepted in 1994 when we embarked on this journey, that where there are disputes, we are not going to resort to the laws of the jungle. There are courts that must settle disputes.\u201d<\/p>\n<p>The Sanral spokesman said that the e-toll courts as reported in the media &#8220;is absolutely rubbish\u2026there is nothing like that.
