{"id":49737,"date":"2013-11-20T10:34:56","date_gmt":"2013-11-20T08:34:56","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=49737"},"modified":"2013-11-20T13:15:30","modified_gmt":"2013-11-20T11:15:30","slug":"e-tolls-get-a-start-date","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/49737\/e-tolls-get-a-start-date\/","title":{"rendered":"E-tolls get a start date"},"content":{"rendered":"<p>Transport Minister <a title=\"Dipuo Peters\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/10177-Dipuo-Peters\">Dipuo Peters<\/a> has announced that\u00a0e-tolls will commence on 3 December 2013 on Gauteng&#8217;s highways.<\/p>\n<p>In September, President <a title=\"Jacob Zuma\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/2611-Jacob-Zuma\">Jacob Zuma<\/a> signed into law the Transport Laws and Related Matters Amendment Bill, giving <a title=\"Sanral\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1722-SANRAL-South-African-National-Roads-Association-Limited\">Sanral<\/a> the nod to start e-tolling on Gauteng\u2019s freeways.<\/p>\n<p><a title=\"DA\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1696-DA-Democratic-Alliance\">DA<\/a> Premier Candidate for Gauteng,\u00a0<a title=\"Mmusi Maimane\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/7228-Mmusi-Maimane\">Mmusi Maimane<\/a>, on Tuesday (19 November) outlined his\u00a0plan to fight e-tolling in Gauteng as part of an election campaign ahead of \u00a0the 2014 elections.<\/p>\n<p>\u201cWe will continue to fight against this system at every turn,\u201d Maimane said.<\/p>\n<p>Last week, the DA submitted papers to the High Court. The party\u00a0is of the view that the \u201ce-tolling\u201d Bill was incorrectly passed by Parliament and signed into law by President Jacob Zuma.\u00a0The party believes that it was incorrectly tagged and should be declared unconstitutional.<\/p>\n<p>The SA National Roads Agency Ltd (Sanral) has in excess of 1.4 million unsold e-tags, according to Transport Minister Peters.<\/p>\n<p>\u201cSanral procured 2,107,000 e-tags over the past three years; [a total of] 1,427,900 have not been allocated,\u201d she said in a written reply to a parliamentary question.<\/p>\n<p>The figures imply 679,100 e-tags have been sold, though\u00a0<a title=\"Wayne Duvenage\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1723-Wayne-Duvenage\">Wayne Duvenage<\/a>, head of <a title=\"Opposition to Urban Tolling Alliance\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1949-OUTA-Opposition-to-Urban-Tolling-Alliance\">Opposition to Urban Tolling Alliance<\/a> &#8211; who has long fought against the tolling system &#8211; believes even that figure is questionable.<\/p>\n<p>&#8220;Sanral have misled the public on e-tag sales in the past,&#8221; Duvenage said. &#8220;Clearly the low uptake is a message from society and the system will fail unless they achieve sufficient e-tags use and buy in from the people.&#8221;<\/p>\n<p>&#8220;We are aware that once they announce e-tolls commencement, there will be a number of people going out to buy tags, but we believe this will not be enough and the system will fail &#8211;
