{"id":50520,"date":"2013-12-05T23:57:01","date_gmt":"2013-12-05T21:57:01","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=50520"},"modified":"2013-12-06T14:29:46","modified_gmt":"2013-12-06T12:29:46","slug":"fight-against-e-toll-has-just-begun","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/50520\/fight-against-e-toll-has-just-begun\/","title":{"rendered":"Fight against e-toll has just begun"},"content":{"rendered":"<p>DA premier candidate for Gauteng,\u00a0<a title=\"Mmusi Maimane\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/7228-Mmusi-Maimane\">Mmusi Maimane<\/a>\u00a0says that members of the public were never consulted by South African National Roads Agency (<a title=\"Sanral\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1722-SANRAL-South-African-National-Roads-Association-Limited\">Sanral<\/a>) over e-tolls.<\/p>\n<p>Addressing supporters outside the provincial legislature on Thursday (5 December), Maimane said:\u00a0&#8220;The public was never asked about e-tolls. In fact, only 28 people were heard, in a province of 12.3 million people.&#8221;<\/p>\n<p>Business Day recently reported how the\u00a0North Gauteng High Court heard how\u00a0Sanral failed to publish a notice of intent to toll certain sections of the Gauteng freeway network.<\/p>\n<p><a title=\"Mike Maritz\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/7024-Mike-Maritz\">Mike Maritz<\/a> SC, representing The Opposition to Urban Tolling Alliance (<a title=\"Outa\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1949-OUTA-Opposition-to-Urban-Tolling-Alliance\">Outa<\/a>)\u00a0told the court that Sanral failed to comply with the South African National Roads Agency Limited and National Roads Act.<\/p>\n<p>The act requires all affected parties be given a chance to comment before a decision over tolling is made.<\/p>\n<p>Maritz argued that Sanral only published a notice of intent to toll in the government gazette and in five newspapers. The response, as a result, was &#8220;extremely limited&#8221;.<\/p>\n<p>According to Business Day, he also said the act required Sanral to get comment from the premier of the province, which did not happen.<\/p>\n<p>Both Sanral and the\u00a0Department of Transport have insisted\u00a0\u00a0that adequate consultation was done.<\/p>\n<p>&#8220;The fact is that we can maintain and build every road we need from the fuel levy we already have in place.&#8221;<\/p>\n<p>&#8220;Yes democrats, we have already paid for the freeway improvements, through the fuel levy since 1998,&#8221;\u00a0Maimane said.<\/p>\n<p>The DA lead for Gauteng said that e-tolls would halt job creation. &#8220;E-tolls will take jobs away. Etolls will halt job creation. And Etolls will shut small businesses down.&#8221;<\/p>\n<p>He also warned that Sanral would be selective in who they choose to prosecute, &#8220;they will prosecute high-profile people in every court they can,&#8221; he said.<\/p>\n<div id=\"attachment_50592\" style=\"width: 610px\" class=\"wp-caption alignleft\"><a  data-lightbox=\"post-image\" href=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/12\/DA-e-tolls-rally.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-50592\" class=\"size-full wp-image-50592\" alt=\"DA e-tolls rally\" src=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/12\/DA-e-tolls-rally.png\" width=\"600\" height=\"400\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/12\/DA-e-tolls-rally.png 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/12\/DA-e-tolls-rally-300x200.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-50592\" class=\"wp-caption-text\">DA e-tolls rally<\/p><\/div>\n<p><strong>e-tolls a week in review:<\/strong><\/p>\n<p>The controversial Gauteng e-toll system went live on 3 December; but, according to Outa chairman <a title=\"Wayne Duvenage\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1723-Wayne-Duvenage\">Wayne Duvenage<\/a>, this merely signals the beginning of the fight against e-tolls.<\/p>\n<p>Shortly before e-tolls went live, Transport Minister <a title=\"Dipuo Peters\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/10177-Dipuo-Peters\">Dipuo Peters<\/a> criticised those who opposed e-tolling and said it was time they moved on.<\/p>\n<p>Sanral chairperson Tembakazi Mnyaka said that motorists will be surprised at how little their pocket has been affected by e-tolls, and will ultimately wonder what the fuss and noise was all about.<\/p>\n<p>Despite these comments, many Gauteng motorists are openly expressing their unhappiness with e-tolls, and have vowed to not purchase e-tags.<\/p>\n<p>Another blow against e-tolls came from Cosatu-affiliated unions in the Post Office and Gauteng metro police, who have vowed to directly and indirectly help motorists against e-tolling.<\/p>\n<p>&#8220;They must work extremely slow[ly] when dealing with those Sanral letters. If they have to sort out 100 a day, they should make it one a day,&#8221; CWU Gauteng secretary Aubrey Tshabalala said.<\/p>\n<p>Outa\u2019s Duvenhage reiterated these views in a column on The Daily Maverick, saying that e-toll defiance hasn\u2019t failed \u2013 it\u2019s barely started.<\/p>\n<p>\u201cSo tolling has started and yes, a few hundred thousand citizens have tagged up, many forced to do so under \u2018corporate fleet\u2019 instructions. This merely drags the campaign of defiance on for several months longer, that\u2019s all,\u201d said Duvenhage.<\/p>\n<p>\u201cThe active citizens who didn\u2019t [get e-tags] will remain resilient and sufficient in numbers to get the job done. routes for those who cannot afford the tolls.<\/p>\n<p>However, the political party stressed that &#8220;these alternative roads do not offer viable alternative routes to the highways&#8221;.<\/p>\n<p>&#8220;The lack of safe, reliable and affordable public transport alternatives should have been addressed prior to the concept of e-tolls to provide commuters with real alternatives,&#8221; said\u00a0<a title=\"Neil Campbell\" href=\"http:\/\/businesstech.co.za\/forum\/showthread.php\/1736-Neil-Campbell\">Neil Campbell<\/a>, DA Gauteng spokesperson on Roads and Transport.<\/p>\n<p>&#8220;One of the roads on this list of alternatives is Witkoppen Road which already carries a huge volume of traffic and has a collapsing bridge on a section of the road which severely narrows the already inadequate width.&#8221;<\/p>\n<p>The DA said that several prominent engineers had expressed serious concerns regarding motorists&#8217; safety and the weakened bridge&#8217;s ability to withstand the run-off of the frequent Highveld thunderstorms.<\/p>\n<p>&#8220;When I inquired as to the reasons for the delay, I was told it would be going out to tender \u2018soon&#8217;,&#8221;
