{"id":50729,"date":"2013-12-10T00:32:54","date_gmt":"2013-12-09T22:32:54","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=50729"},"modified":"2013-12-10T10:50:52","modified_gmt":"2013-12-10T08:50:52","slug":"south-africans-short-sighted-on-e-tolls-economist","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/50729\/south-africans-short-sighted-on-e-tolls-economist\/","title":{"rendered":"South Africans short sighted on e-tolls: economist"},"content":{"rendered":"<p>An economist says that South Africans are short-sighted when it comes to the implementation of e-tolls on Gauteng&#8217;s freeways, stating that it enables world class infrastructure.<\/p>\n<p>In a recent interview with SABC News, Dr Roelof Botha, economic advisor at PwC,\u00a0said he conducted his own survey among\u00a045 economists in SA in 2012 &#8211; with 85% agreeing with pretty much everything\u00a0regarding\u00a0the implementation of e-tolls.<\/p>\n<p>&#8220;This is a classic example of people not being able to see the wood for the trees, because we should concentrate on the roads, and think about what it was before these roads were improved,&#8221;\u00a0Botha said.<\/p>\n<p>He stressed that the system enabled upwards 600kms of additional freeway lanes, with 34 interchanges upgraded, 47 new bridges were built, and lighting was provided for 186 kilometres.<\/p>\n<p>&#8220;If Sanral were not able to prove that it had a funding mechanism, user charge principal on these roads, it would not have been able to secure the credit rating, and the loan required to build it,\u201d the economist said.<\/p>\n<p>He noted that at the height of the construction phase of the project, South Africa went into its worst recession in 40 years. He said that government did not have money for upgrading modern urban highways \u2013 with their priorities elsewhere, namely building schools, clinics etc.<\/p>\n<p>\u201cIf it\u00a0hadn&#8217;t\u00a0been for the tolling of these highways, they would not have been upgraded, and we would have battled to get anywhere.<\/p>\n<p>\u201cIf you want electricity, by and large, you have to pay for it. If you want bread, by and large you have to pay for it. If we want these modern roads, we have to pay for them,&#8221; Botha said.<\/p>\n<div id=\"attachment_45204\" style=\"width: 590px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-45204\" class=\"size-full wp-image-45204\" alt=\"Sanral Ad\" src=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad.png\" width=\"580\" height=\"832\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad.png 580w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/09\/Sanral-Ad-209x300.png 209w\" sizes=\"auto, (max-width: 580px) 100vw, 580px\" \/><\/a><p id=\"caption-attachment-45204\" class=\"wp-caption-text\">Sanral Fuel Levy Ad<\/p><\/div>\n<p>The economist said that if a fuel levy was used to fund the Gauteng freeways, then road users in other provinces\u00a0would\u00a0have had to cross\u00a0subsidize\u00a0the roads.<\/p>\n<p>Botha said that for every R1 paid for the roads, users would get the equivalent of R10 worth of benefit based on the time that users would save. \u201cTime is the most precious commodity in the world\u2026these roads are helping us to save time.\u201d<\/p>\n<p><strong>Offshore drain<\/strong><\/p>\n<p>He said that the argument that money from e-tolls would go offshore to Austria, were &#8220;flimsy&#8221;.
