{"id":50945,"date":"2013-12-13T14:09:26","date_gmt":"2013-12-13T12:09:26","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=50945"},"modified":"2013-12-13T14:11:22","modified_gmt":"2013-12-13T12:11:22","slug":"cell-c-hits-back-at-mtn","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/mobile\/50945\/cell-c-hits-back-at-mtn\/","title":{"rendered":"Cell C hits back at MTN"},"content":{"rendered":"<p>Cell C acting CEO, Jose Dos Santos has hit back at MTN after the latter\u00a0dismissed the argument that lower mobile termination rates (MTRs) results in lower retail prices.<\/p>\n<p><a title=\"MTN\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/226943-MTN\">MTN<\/a>\u00a0South Africa CEO\u00a0<a title=\"Zunaid Bulbulia\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/341385-Zunaid-Bulbulia\">Zunaid Bulbulia<\/a>\u00a0said this week that\u00a0there is no statistical evidence of a link between rate of MTR cuts and a reduction in retail rates. He said\u00a0that the relationship between MTRs and lower call prices are tenuous at best.<\/p>\n<p>Bulbulia said that a sudden reduction in MTRs can also reduce MTN\u2019s incentive to invest heavily in its network in rural areas and continue its subsidizing of mobile phones.<\/p>\n<p>The Independent Communications Authority of South Africa\u2019s (<a title=\"Icasa\" href=\"http:\/\/mybroadband.co.za\/vb\/showthread.php\/462443-Independent-Communications-Authority-of-South-Africa-(ICASA)\">Icasa<\/a>\u2019s) new draft call termination regulations suggest a glide path for the next three years.<\/p>\n<p>The draft regulations propose a reduction from the current 40c per minute to 20c per minute in March 2014. In March 2015 the rate will be reduced to 15c per minute and in March 2016 it will be 10c per minute.<\/p>\n<p>The draft regulations also suggest significant asymmetry which will be reduced over a 5 year period.<\/p>\n<h3 class=\"my-4\">Cell C bites back<\/h3>\n<p>In an interview with <a title=\"http:\/\/mybroadband.co.za\/news\/cellular\/93541-what-is-mtn-afraid-of.html\" href=\"http:\/\/mybroadband.co.za\/news\/cellular\/93541-what-is-mtn-afraid-of.html\" target=\"_blank\">MyBroadband<\/a>,\u00a0Dos Santos rejected MTN&#8217;s argument.<\/p>\n<p>\u201cMTRs act as a floor for retail prices, so if we still had to pay a wholesale price of R1.25 to terminate calls, Cell C would not have been able to drop its retail rates to 99c,\u201d he said.<\/p>\n<p>Bulbulia\u00a0also said that he believes that Cell C could have launched a 99c per minute flat rate, even if MTRs were still R1.25. He said that if Cell C invested enough in their network, they would have enjoyed more on-net traffic which would have made these lower rates possible.<\/p>\n<p>Dos Santos said that Icasa has a mandate to fulfil the objectives of the ECA.<\/p>\n<p>These objectives include the promotion of competition and ensuring prices are affordable for consumers. \u201cMTN seems to be ignoring this in its very narrow attack on Cell C in the media,\u201d he said.<\/p>\n<p>\u201cLower termination rates are one remedy that Icasa can employ to reduce input costs making reduced prices possible,\u201d said Dos Santos.<\/p>\n<p>\u201cAsymmetry is another remedy Icasa can employ to strengthen competition in the market.
