{"id":515940,"date":"2021-08-25T14:48:55","date_gmt":"2021-08-25T12:48:55","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=515940"},"modified":"2021-08-25T14:48:55","modified_gmt":"2021-08-25T12:48:55","slug":"this-map-shows-the-best-and-worst-run-municipalities-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/515940\/this-map-shows-the-best-and-worst-run-municipalities-in-south-africa\/","title":{"rendered":"This map shows the best and worst run municipalities in South Africa"},"content":{"rendered":"<p>A report prepared for parliament&#8217;s portfolio committee on Cooperative Governance and Traditional Affairs (Cogta) shows that the vast majority of South Africa&#8217;s municipalities are in dire financial straits.<\/p>\n<p>In a presentation on Wednesday (25 August), officials from the department categorised the country&#8217;s major municipalities into four main categories:<\/p>\n<ul>\n<li>High-risk dysfunctional (Red);<\/li>\n<li>Medium risk (Orange);<\/li>\n<li>Low risk (Yellow);<\/li>\n<li>Stable (Green).<\/li>\n<\/ul>\n<p>These categories are further considered alongside a number of indicators including their political situation, the state of their governance, their financial management and the level of service delivery.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-515946\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities.png\" alt=\"\" width=\"1283\" height=\"771\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities.png 1283w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-300x180.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-1024x615.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-768x462.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-1200x721.png 1200w\" sizes=\"auto, (max-width: 1283px) 100vw, 1283px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>Using these metrics, 64 municipalities (24.9%) are considered high-risk and dysfunctional, while 111 municipalities are considered medium-risk (111).<\/p>\n<p>By comparison, only 16 municipalities (5.45%) are considered stable &#8211; with the vast majority of these municipalities located in the Western Cape, led by the Democratic Alliance.<\/p>\n<p>Other concerning data from the presentation shows that:<\/p>\n<ul>\n<li>163 municipalities are under financial duress;<\/li>\n<li>108 municipalities have unfunded budgets;<\/li>\n<li>29 municipalities have been placed under administration.<\/li>\n<\/ul>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-515948\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2.png\" alt=\"\" width=\"1407\" height=\"810\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2.png 1407w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2-300x173.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2-1024x590.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2-768x442.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-2-1200x691.png 1200w\" sizes=\"auto, (max-width: 1407px) 100vw, 1407px\" \/><\/a> <a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3.png\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-515954\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3.png\" alt=\"\" width=\"1445\" height=\"804\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3.png 1445w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3-300x167.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3-1024x570.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3-768x427.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/08\/Municipalities-3-1200x668.png 1200w\" sizes=\"auto, (max-width: 1445px) 100vw, 1445px\" \/><\/a><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><strong>District model<\/strong><\/p>\n<p>South Africa&#8217;s declining municipalities have long been a source of concern for the government, with Cogta minister Nkosazana Dlamini-Zuma championing a district-based model to close the \u2018disconnect\u2019 between government at a national and local level.<\/p>\n<p>Dlamini-Zuma said that the model seeks to strengthen the local sphere of governance \u2013 moving away from silo planning, budgeting and implementation.<\/p>\n<p>She said that the new model will provide for a &#8220;more tangible, common vision for development&#8221;
