{"id":53876,"date":"2014-03-04T13:41:40","date_gmt":"2014-03-04T11:41:40","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=53876"},"modified":"2014-03-04T13:44:15","modified_gmt":"2014-03-04T11:44:15","slug":"mtrs-spat-tarnishing-mobile-industry-vodacom","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/mobile\/53876\/mtrs-spat-tarnishing-mobile-industry-vodacom\/","title":{"rendered":"MTR spat tarnishing mobile industry: Vodacom"},"content":{"rendered":"<p>Shameel Joosub, Vodacom Group CEO, says that the current spat between mobile operators over mobile termination rates (MTRs)\u00a0is making\u00a0the industry look bad.<\/p>\n<p>MTRs are the fees operators charge one another when calls from one network have to be routed to another.<\/p>\n<p>The Independent Communications Authority of South Africa (Icasa) is expected to implement new call termination rates on 1 April 2014, however, both Vodacom and MTN have initiated court proceedings against Icasa.<\/p>\n<p>Vodacom believes that Icasa has not followed a fair and objective process to determine the final termination rates in its call termination regulations 2014.<\/p>\n<p>Speaking to CNBC Africa,\u00a0Joosub said:\u00a0\u201cBy law, the regulator has to go and do a proper cost study to come up with the result.&#8221;<\/p>\n<p>\u201cWe know a proper cost study hasn\u2019t been done because, to be able to do it, you have to request certain information with us, and you also have to share the information, the cost principles with the industry beforehand. None of that has happened.&#8221;<\/p>\n<p>Joosub said that the strategy that the group was currently undertaking included heavy investment into the group\u2019s network. He said that implementation of the new MTRs would cost the company billions per year.<\/p>\n<p>\u201cSomething has got to give\u2026our level of investment that we are putting in, slows down.\u201d<\/p>\n<p>The new regulations aim to significantly reduce mobile termination rates from its current level of 40c\/minute to 10c\/minute by 1 March 2016, with high levels of asymmetry for smaller operators.<\/p>\n<p>This means Cell C and Telkom Mobile would be able to charge Vodacom and MTN more for sending calls to their networks than the larger networks could charge them.<\/p>\n<p>The argument between the major operators &#8211; including\u00a0Telkom, MTN SA, Cell C, and Vodacom &#8211; has\u00a0escalated\u00a0to a point where the chief executives have made their voices heard\u00a0publicly, either via an\u00a0&#8216;open letter&#8217; or, in Cell C&#8217;s case, an advertising campaign questioning the &#8220;greed&#8221; of giant cellular networks.<\/p>\n<p>\u201cGoing into the papers, taking out full paid ads, it\u2019s just making the industry look bad.
