{"id":548680,"date":"2022-01-05T07:35:30","date_gmt":"2022-01-05T05:35:30","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=548680"},"modified":"2022-01-05T07:35:30","modified_gmt":"2022-01-05T05:35:30","slug":"south-africa-state-capture-report-advises-on-a-way-forward","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/548680\/south-africa-state-capture-report-advises-on-a-way-forward\/","title":{"rendered":"South Africa state capture report advises on a way forward"},"content":{"rendered":"<p>A South African judicial commission that\u2019s been investigating graft identified a litany of failings by the state and made a number of suggestions on how they should be fixed.<\/p>\n<p>Evidence presented to the commission showed \u201cSouth Africa suffers from pervasive corruption in both the public and private sectors,\u201d the panel said in the first of a three-part report released on Tuesday.<\/p>\n<p>These are some of the key recommendations made by the panel:<\/p>\n<ul>\n<li>The government should publish a national charter that sets out ethical standards to be applied when buying goods and services for the state, and all public servants and officials should have to sign it.<\/li>\n<li>An independent, impartial agency should be established to guard against corruption in the issuing of state tenders and contracts.<\/li>\n<li>Laws should be amended to protect people who reveal information about corrupt practices and fraud.<\/li>\n<li>The prosecution of corporations implicated in wrongdoing could be deferred if they make full disclosure, agree to take action to ensure offenses aren\u2019t repeated and pay a fine, or are subjected to other remedial action.<\/li>\n<li>Consideration should be given to enacting a law to establish a professional body that would raise state procurement standards, and set out the qualifications and training required for responsible officials.<\/li>\n<li>The National Treasury should formulate state procurement transparency standards for public entities that are consistent with those of the Organization for Economic Cooperation and Development.<\/li>\n<li>State accounting officers should be protected from prosecution, provided they act in good faith and aren\u2019t negligent.<\/li>\n<li>Laws should be amended to criminalize grants to political parties if the donor makes them in expectation of winning tenders or contracts.<\/li>\n<li>Consideration should be given to centralizing more state procurement.<\/li>\n<li>The president must ensure the State Security Agency isn\u2019t abused to serve the interests or agenda of certain individuals.<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/trending\/548676\/south-africa-state-capture-report-makes-damning-findings-against-ruling-party-and-top-officials\/\" target=\"_blank\" rel=\"noopener\">South Africa state capture report makes damning findings against ruling party and top officials<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A South African judicial commission that\u2019s been investigating graft identified a litany of failings by the state and made a number of suggestions on how they should be fixed.<\/p>\n","protected":false},"author":59,"featured_media":503855,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[1],"tags":[26],"class_list":["post-548680","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-trending","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/548680","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/59"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=548680"}],"version-history":[{"count":4,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/548680\/revisions"}],"predecessor-version":[{"id":548708,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/548680\/revisions\/548708"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/503855"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=548680"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=548680"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=548680"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
