{"id":55331,"date":"2014-04-04T09:32:36","date_gmt":"2014-04-04T07:32:36","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=55331"},"modified":"2014-04-04T09:32:36","modified_gmt":"2014-04-04T07:32:36","slug":"sanrals-e-toll-hook-crook-and-spook-methods-will-backfire","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/55331\/sanrals-e-toll-hook-crook-and-spook-methods-will-backfire\/","title":{"rendered":"Sanral&#8217;s e-toll &#8216;hook, crook and spook methods&#8217; will backfire"},"content":{"rendered":"<p>Opposition to Urban Tolling Alliance (Outa) says that threats\u00a0of criminal charges by Sanral are \u201chook, crook and spook\u201d methods that will backfire.<\/p>\n<p>The anti-tolling lobby group called for Sanral&#8217;s board of directors to step in and take responsibility for the Gauteng e-tolling &#8220;fiasco&#8221;.<\/p>\n<p>It follows comments made by Sanral CFO, Inge Mulder, explaining and down-playing any cash-flow concerns at the roads agency.\u00a0Mulder said that only 9% of non-registered road users were paying for outstanding e-toll fees.<\/p>\n<p>Mulder said that while it\u2019s true that only 9% of non-registered users pay after seven days, 35% of these users do pay within seven days.<\/p>\n<p>\u201cThere is no cash-flow problem but possibly a misunderstanding,\u201d the finance lead said. \u201cIn fact, we are satisfied with both registrations and payments made by non-registered users.\u201d<\/p>\n<p>\u201cThis high level of compliance has also meant that we are on track to meet our debt obligations.\u201d<\/p>\n<p>On Wednesday (2 April) transport Minister Dipuo Peters told parliament that over R540 million in toll fees remains unpaid, while R54 million was spent on the collection of just over R50 million of debt.<\/p>\n<p>Mulder said further that Sanral had 1.2 million registered e-tag users, and collection from these is \u201cgoing fine\u201d, noting that the agency collected R250.8 million during February.<\/p>\n<div id=\"attachment_47444\" style=\"width: 610px\" class=\"wp-caption aligncenter\"><a  data-lightbox=\"post-image\" href=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/10\/Wayne-Duvenage.png\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-47444\" class=\"size-full wp-image-47444\" alt=\"Wayne Duvenage\" src=\"http:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/10\/Wayne-Duvenage.png\" width=\"600\" height=\"400\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/10\/Wayne-Duvenage.png 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2013\/10\/Wayne-Duvenage-300x200.png 300w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><p id=\"caption-attachment-47444\" class=\"wp-caption-text\">Wayne Duvenage<\/p><\/div>\n<h3 class=\"my-4\">Sanral smoke and mirrors<\/h3>\n<p>According to Outa lead, Wayne Duvenage, Mulder&#8217;s attempts to rationalise the factual answers given by Peters, &#8220;undermines parliamentary accountability&#8221;.<\/p>\n<p>\u201cWhile Minister Peters appears to be aware of her overriding accountability to her oath of office as a Cabinet minister above her membership of the governing party, Ms Mulder\u2019s attempt to \u2018explain possible misunderstanding\u2019 when there was none, inspires no confidence for anyone, least of all investors that Sanral is so anxious to impress,\u201d Duvenage said.<\/p>\n<p>&#8220;While the information she (Mulder) has provided has more detail, her interpretation of the facts do not bear professional scrutiny. Her fiduciary duty obliges her to explain rather than obfuscate.\u201d<\/p>\n<p>Responding to statements made by Mulder that not paying e-tolls will lead to criminal charges being laid against road users, Duvenage said he&#8217;s always warned that these \u201chook, crook and spook\u201d methods would backfire.<\/p>\n<p>Duvenage echoed sentiments by Justice Project South Africa head, Howard Dembovsky, that Sanral&#8217;s threatening approach to tolling has had the opposite effect on road users.<\/p>\n<p>&#8220;E-tag penetration has been dismal, with the vast majority of Gauteng freeway users have opted to take their chances as \u2018alternate users\u2019, and hold Sanral accountable to normal business practice.&#8221;<\/p>\n<p>&#8220;Sanral has failed to do so, persisting instead with excessive confidence in their own judgement and showing contempt for any advice or criticism,&#8221; the Outa lead said.<\/p>\n<p>&#8220;The time has come to call on Sanral Board of Directors to exercise professional courage, and listen instead to their consciences.
