{"id":570148,"date":"2022-03-23T11:00:40","date_gmt":"2022-03-23T09:00:40","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=570148"},"modified":"2022-03-23T11:00:40","modified_gmt":"2022-03-23T09:00:40","slug":"tax-hikes-are-looming-for-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/570148\/tax-hikes-are-looming-for-south-africa\/","title":{"rendered":"Tax hikes are looming for South Africa"},"content":{"rendered":"<p>Any large permanent increases in spending, such as a new basic income grant, cannot be accommodated without matching permanent increases in revenue, says the National Treasury.<\/p>\n<p>Presenting to parliament on Tuesday (22 March), Treasury&#8217;s Ismail Momoniat explained that this type of recurring spending cannot be funded by borrowing money, but would have to be drawn from new revenues in the tax system.<\/p>\n<p>He added that permanent tax increases will also be necessary to fund other social programmes such as the planned National Health Insurance (NHI) scheme &#8211; meaning the government will have to carefully consider who and what it taxes.<\/p>\n<p>Momoniat said that the country&#8217;s fiscal outlook is already subject to significant risks, even before accounting for Russia&#8217;s invasion of Ukraine and its impact on global markets.<\/p>\n<p>&#8220;These include weakening of global or domestic economic growth, rising global borrowing costs, the possibility of higher public\u2010service wage costs, and the poor financial condition of several major state\u2010owned companies,&#8221; he said.<\/p>\n<p>He added that economic growth remains low, with Treasury projecting real economic growth of 2.1%\u00a0 in 2022, the year in which the economy is expected to return to pre- Covidpandemic production levels. GDP growth is further expected to average 1.8%\u00a0 over the next three years, he said.<\/p>\n<p><iframe loading=\"lazy\" title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/_Es-WOctOcg\" width=\"640\" height=\"430\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>While it is not clear how the government will fund a permanent basic income grant, experts and economists have indicated that it will almost certainly require tax increases.<\/p>\n<p>A report published by an\u00a0<strong><a href=\"https:\/\/businesstech.co.za\/news\/finance\/546290\/panel-recommends-basic-income-grant-for-south-africa\/\" target=\"_blank\" rel=\"noopener\">expert panel<\/a><\/strong>\u00a0on basic income support in December 2021 mooted possible VAT or income tax hikes to pay for the additional costs.<\/p>\n<p>A separate\u00a0<strong><a href=\"https:\/\/businesstech.co.za\/news\/finance\/553628\/how-much-more-tax-you-would-have-to-pay-to-fund-a-basic-income-grant-in-south-africa\/\" target=\"_blank\" rel=\"noopener\">report<\/a>\u00a0<\/strong>by the National Economic Development and Labour Council (Nedlac) in January found that a solidarity or wealth tax could be introduced as a long-term generator, but that income tax, corporate tax, and VAT hikes would likely be needed in the short-term for the BIG to be feasible if it plans to raise additional revenue more immediately.<\/p>\n<p>&#8220;Given the significance of the cost of a universal BIG, alternative sources of taxation such as those mentioned above, should be assessed for viability in financing partially or wholly the implementation of a BIG,\u201d Nedlac said.<\/p>\n<p>&#8220;However, such alternative sources of taxation may only be practically implemented over the medium term, therefore PIT, CIT and VAT remain the alternatives over the short-term if the implementation of a BIG takes place within the short-term.&#8221;<\/p>\n<p>There is also no clarity on how the proposed NHI will be funded &#8211; or even what it will cost the country&#8217;s ficus.<\/p>\n<p>Finance minister Enoch Godongwana says the government has not updated the cost model of the proposed National Health Insurance (NHI) scheme since the 2019\/2020 financial year.<\/p>\n<p>Responding in a recent written parliamentary Q&amp;A, Godongwana said this means the economic impact of the Covid-19 pandemic has thus not been factored into the cost model for the scheme.<\/p>\n<p>The most recent data, published in section 8 of the explanatory memorandum to the NHI Bill and the 2019 Medium Term Budget Policy Statement, modelled the medium-term cost of specific NHI interventions at approximately\u00a0R33 billion per annum by the fifth year.<\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/finance\/569884\/experts-warn-that-a-wealth-tax-in-south-africa-is-coming\/\" target=\"_blank\" rel=\"noopener\">Experts warn that a wealth tax in South Africa is coming<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Any large permanent increases in spending, such as a new basic income grant, cannot be accommodated without matching permanent increases in revenue, says the National Treasury.<\/p>\n","protected":false},"author":10,"featured_media":558682,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11121],"tags":[26],"class_list":["post-570148","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-finance","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/570148","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=570148"}],"version-history":[{"count":10,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/570148\/revisions"}],"predecessor-version":[{"id":570668,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/570148\/revisions\/570668"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/558682"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=570148"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=570148"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=570148"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
