{"id":593198,"date":"2022-06-03T07:31:51","date_gmt":"2022-06-03T05:31:51","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=593198"},"modified":"2022-06-03T07:31:51","modified_gmt":"2022-06-03T05:31:51","slug":"pay-hike-for-government-workers-in-south-africa-heres-how-much-mayors-and-other-top-officials-now-earn","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/593198\/pay-hike-for-government-workers-in-south-africa-heres-how-much-mayors-and-other-top-officials-now-earn\/","title":{"rendered":"Pay hike for government workers in South Africa &#8211; here&#8217;s how much mayors and other top officials now earn"},"content":{"rendered":"<p>Minister of Cooperative Governance and Traditional Affairs (Cogta) Nkosazana Dlamini-Zuma has announced the new wages for municipal workers in South Africa, with employees set for a pay rise after a wage freeze in 2021.<\/p>\n<p>&#8220;The salary and allowances of a councillor are determined by that municipal council by resolution of a supporting vote of the majority of its members, in consultation with the member of the executive council responsible for local government in each province, having regard to the upper limits as set out hereunder, the financial year of a municipality and affordability of municipality to pay within the different grades of the remuneration of councillors, including the austerity measures as approved by the national cabinet,&#8221; the minister said.<\/p>\n<p>It is estimated that there are more than 9,000 councillors in South Africa\u2019s 278 municipalities. However, the data below specifically pertains to top earners such as mayors, deputy mayors, speakers, mayoral committee members, executives of sub councils, and whips.<\/p>\n<p>Under the current system, municipal workers are paid based on a point system that factors into its municipal income and the population that falls under the municipality.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-1.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-534010 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-1.png\" alt=\"\" width=\"583\" height=\"157\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-1.png 583w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-1-300x81.png 300w\" sizes=\"auto, (max-width: 583px) 100vw, 583px\" \/><\/a> <a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-2.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-534012 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-2.png\" alt=\"\" width=\"581\" height=\"155\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-2.png 581w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-2-300x80.png 300w\" sizes=\"auto, (max-width: 581px) 100vw, 581px\" \/><\/a><\/p>\n<p>The sum of the number of points allocated to a municipal council in terms of the above table determines the grade of such municipal council as follows:<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-3.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-534014 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-3.png\" alt=\"\" width=\"586\" height=\"151\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-3.png 586w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2021\/11\/Municipal-3-300x77.png 300w\" sizes=\"auto, (max-width: 586px) 100vw, 586px\" \/><\/a><\/p>\n<p>This table is then used to determine the pay of mayors and other top municipal workers including the deputy mayor, speakers, mayoral committee members, executives of sub-councils, and whips.<\/p>\n<p>At the country&#8217;s largest and most populous municipalities, executive mayors can now earn as much as <strong>R1.4 million a year<\/strong>, while their deputies can earn <strong>R1.16 million<\/strong>. In the country&#8217;s smaller municipalities this figure drops to <strong>R806,000<\/strong> for executive mayors, and <strong>R651,000<\/strong>\u00a0for their deputies.<\/p>\n<p><strong>Other benefits\u00a0<\/strong><\/p>\n<p>In addition to their annual wages, top municipal workers in South Africa can expect a number of other benefits including:<\/p>\n<ul>\n<li><strong>Motor vehicle and travel allowance<\/strong>\u00a0 &#8211; A councillor who uses a privately-owned vehicle for the execution of official duties on behalf of the municipality, may be reimbursed for official kilometres travelled, in addition to the total remuneration package of a councillor.<\/li>\n<\/ul>\n<ul>\n<li><strong>Out of pocket expenses<\/strong> &#8211; A councillor may, in addition to the total remuneration package, be reimbursed for reasonable and actual out of pocket expenses incurred during the execution of official or ceremonial duties, in accordance with the applicable municipal council policy.<\/li>\n<\/ul>\n<ul>\n<li><strong>Upper limits of cell phone allowance for councillors <\/strong>&#8211; A councillor may be paid a cell phone allowance not exceeding R3,400 per month in accordance with the applicable municipal council policy.<\/li>\n<\/ul>\n<ul>\n<li><strong>Data bundles<\/strong> &#8211;\u00a0 A councillor may be paid an allowance on the use of data bundles not exceeding R300 per month.<\/li>\n<\/ul>\n<ul>\n<li><strong>Special risk cover &#8211; <\/strong>A municipality must take out risk insurance cover, to provide for an insurance cover, provided to a councillor by the municipality, which covers the loss of or damage to a councillor\u2019s personal immovable or moveable property and assets, excluding property used by such councillor for business purposes, as well as life and disability cover, for any loss or damage caused by riot, civil unrest, strike or public disorder. The special risk insurance on residential property will be limited to R1.5 million while on vehicles it is limited to R750,000.
