{"id":615817,"date":"2022-08-11T11:31:29","date_gmt":"2022-08-11T09:31:29","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=615817"},"modified":"2022-08-11T11:31:29","modified_gmt":"2022-08-11T09:31:29","slug":"blow-to-consumer-finances-in-south-africa-as-tariff-hikes-and-living-costs-hit","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/615817\/blow-to-consumer-finances-in-south-africa-as-tariff-hikes-and-living-costs-hit\/","title":{"rendered":"Blow to consumer finances in South Africa as tariff hikes and living costs hit"},"content":{"rendered":"<p>The financial outlook for the coming months in South Africa is bleak, with inflation set to rise alongside municipal tariffs, reports Momentum&#8217;s latest Consumer Financial Vulnerability Index (CFVI).<\/p>\n<p>The CFVI is compiled in partnership with research teams from Unisa and surveys 98 key informants from relevant industries (including banks, insurers, other credit industry institutions and retailers) that are able to gauge consumers&#8217; financial perceptions and positions.<\/p>\n<p>Momentum said that the major risk factors which increased consumer financial vulnerability earlier in the year and impacted daily activities directly are expected to continue in the third quarter.<\/p>\n<p><span id=\"page33R_mcid35\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">Several risk factors were identified which affected consumer finances in Q2 2022. The highest risks<\/span><\/span><span id=\"page33R_mcid38\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\"> that contributed to higher consumer financial vulnerability in Q2 2022 included<\/span><\/span><span id=\"page33R_mcid40\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">fuel<\/span><\/span><span id=\"page33R_mcid41\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">&#8211;<\/span><\/span><span id=\"page33R_mcid42\" class=\"markedContent\"> <span dir=\"ltr\" role=\"presentation\">and food prices, load-shedding, rising interest rates, and low economic growth<\/span><\/span><span id=\"page33R_mcid43\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">. <\/span><\/span><\/p>\n<p><span id=\"page33R_mcid43\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">All these <\/span><\/span><span id=\"page33R_mcid44\" class=\"markedContent\"><span dir=\"ltr\" role=\"presentation\">factors were deemed to be high risk by more than 90% of key informants.<\/span><\/span><\/p>\n<p>And in the third quarter, Momentum noted that high increases in municipal tariffs are expected to also affect consumers negatively. Large metro&#8217;s such as Tshwane, Johannesburg, Cape Town and Ethekwini are all expected to see significant increases in property, electricity, water, sanitation and refuse tariffs.<\/p>\n<p>Some of the most significant increases are seen in the water and electricity sector ranging from around 7.5% or more.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101536-e1660205790421.png\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-615823 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101536-e1660205790421.png\" alt=\"\" width=\"953\" height=\"367\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101536-e1660205790421.png 1000w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101536-e1660205790421-300x116.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101536-e1660205790421-768x296.png 768w\" sizes=\"auto, (max-width: 953px) 100vw, 953px\" \/><\/a>The CFVI reported that the majority of surveyed respondents expect that consumer price inflation will increase rapidly in Q3 2022. Respondents also anticipate the following:<\/p>\n<ul>\n<li>Unemployment to increase;<\/li>\n<li>Domestic and international economies to perform worse;<\/li>\n<li>State of consumer finances to deteriorate (69% of respondents), while 45% expect to feel less in control of their finances, and;<\/li>\n<li>It will take more than another year for consumer finances to recover from the impact of Covid-19 and lockdown (96.8%).<\/li>\n<\/ul>\n<p>According to Momentum, fuel prices followed by food prices will pose the most significant risk to consumers&#8217; financial stability in Q3. Municipal tariffs, interestingly are positioned below load shedding in terms of risk but show no possibility of being low risk:<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101602-e1660205798622.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-615825 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101602-e1660205798622.png\" alt=\"\" width=\"1000\" height=\"490\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101602-e1660205798622.png 1000w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101602-e1660205798622-300x147.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-101602-e1660205798622-768x376.png 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/p>\n<p>&#8220;High levels of consumer financial vulnerability in the short to medium-term will in all likelihood persist, given an increasing number of structural imbalances, downside risks, political and social instabilities, increasing poverty and inequality, as well as governance and government administration deficiencies,&#8221; said Momentum.<\/p>\n<p>&#8220;This will negatively impact the economy, employment and household incomes, which will filter through to adversely affect all aspects of consumer finances.&#8221;<\/p>\n<p><strong>A look back<\/strong><\/p>\n<p>Risks in the second quarter were supported by the fact that significant increases had been recorded in, for example, fuel and food prices compared to a year ago, said Momentum.<\/p>\n<p><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-103719-e1660207065473.png\"><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-615839 aligncenter\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-103719-e1660207065473.png\" alt=\"\" width=\"1000\" height=\"241\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-103719-e1660207065473.png 1000w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-103719-e1660207065473-300x72.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2022\/08\/Screenshot-2022-08-11-103719-e1660207065473-768x185.png 768w\" sizes=\"auto, (max-width: 1000px) 100vw, 1000px\" \/><\/a><\/p>\n<p>The sudden increase in basic goods and services leads to consumers being more expenditure vulnerable, with their expenditure increasingly exceeding their income, the financial services firm said.
