{"id":639415,"date":"2022-10-31T15:25:06","date_gmt":"2022-10-31T13:25:06","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=639415"},"modified":"2022-10-31T15:25:06","modified_gmt":"2022-10-31T13:25:06","slug":"ramaphosa-talks-up-new-tests-and-training-for-government-officials-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/639415\/ramaphosa-talks-up-new-tests-and-training-for-government-officials-in-south-africa\/","title":{"rendered":"Ramaphosa talks up new tests and training for government officials in South Africa"},"content":{"rendered":"<p>President Cyril Ramaphosa has announced a new mandatory recruitment process for public servants that ensures that they are qualified through competency tests.<\/p>\n<p>Writing in his weekly letter to the public, Ramaphosa said that a bitter lesson earnt from the state capture era is how fragile the country&#8217;s public sector can be and that it needs to be strengthened.<\/p>\n<p>As a result, he said that those seeking an appointment or promotion would need to complete compulsory courses with the National School of Government (NSG).<\/p>\n<p>&#8220;Those who are newly appointed will not be allowed to assume duty until they have successfully completed induction programmes. Long-serving public servants will also have to undergo regular refresher training.&#8221;<\/p>\n<p>Ramaphosa said that organs of state had been systematically weakened by undue political and corporate interference &#8211; further highlighting instances where individuals without necessary competence and experience were appointed to strategic positions so they could be manipulated by private interests.<\/p>\n<p>We need to build a public service that is professional, ethical and driven by merit, stated the president.<\/p>\n<p>&#8220;Building such a public service is one of the main aims of the National Framework towards Professionalisation of the Public Sector, which was made public last week.&#8221; He said that the framework is one of the most significant developments in public service reform since the advent of democracy<\/p>\n<p>The finalisation of the Framework, which will be applied across all spheres of the public sector, said Ramaphosa, and lays down, among other things:<\/p>\n<ul>\n<li>Clear requirements for recruitment and selection processes;<\/li>\n<li>Mandatory induction for new public servants and performance management;<\/li>\n<li>Compulsory pre-entry course for middle and senior management officials, including ministers;<\/li>\n<li>Competency and integrity assessments within 90 days of an officials appointment;<\/li>\n<li>Merit-based appointment for board members;<\/li>\n<li>Special training for those who run SOEs and further professional development and registration through relevant statutory councils.<\/li>\n<\/ul>\n<p>He said that those who are unfit or unwilling to serve the public should make way for those who are dedicated and capable.<\/p>\n<p>The Framework will also help to reduce the undue pressure placed on Directors-General and CEOs of public entities to carry out unlawful instructions, break public procurement rules or favour certain private sector interests, as happened during the state capture era, said Ramaphosa.<\/p>\n<p>In providing an example, Ramaphosa said that new contracts of Directors-General and Provincial Heads of Departments will immediately be guaranteed for five years, subject to meeting the requirements for the position and regular performance reviews.<\/p>\n<p>Legislative and regulatory amendments are planned to increase their tenure to 10 years to stabilise administration.<\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/banking\/639339\/where-the-rand-is-heading-over-the-next-few-months\/\" target=\"_blank\" rel=\"noopener\">Where the rand is heading over the next few months<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Cyril Ramaphosa has announced a new mandatory recruitment process for public servants that ensures that they are qualified through competency tests.<\/p>\n","protected":false},"author":10,"featured_media":638501,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[26],"class_list":["post-639415","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/639415","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=639415"}],"version-history":[{"count":9,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/639415\/revisions"}],"predecessor-version":[{"id":639461,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/639415\/revisions\/639461"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/638501"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=639415"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=639415"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=639415"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
