{"id":645233,"date":"2022-11-22T14:54:45","date_gmt":"2022-11-22T12:54:45","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=645233"},"modified":"2022-11-23T09:57:09","modified_gmt":"2022-11-23T07:57:09","slug":"government-wants-new-hybrid-model-to-pay-off-e-tolls","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/645233\/government-wants-new-hybrid-model-to-pay-off-e-tolls\/","title":{"rendered":"Government wants new &#8216;hybrid model&#8217; to pay off e-tolls"},"content":{"rendered":"<p>The Gauteng provincial government says that it will contribute R12.9 billion towards the decommissioning of e-tolls in Johannesburg &#8211; but will do it over a longer term, using a new &#8216;hybrid model&#8217; to draw revenue.<\/p>\n<p>Gauteng premier Panyaza Lesufi met with finance minister Enoch Godongwana and road agency Sanral to hash out a plan for ending the system in the province this week.<\/p>\n<p>He said that the province would raise the R12.9 billion needed to settle the province&#8217;s portion of the debt through &#8220;different revenue streams in the form of a hybrid model&#8221;, and that it will be paid over a long-term payment period.<\/p>\n<p>The premier did not specify what the &#8220;hybrid model&#8221; would be, nor did he say how long the term of payment would be. He previously proposed that the money be paid over 20 years.<\/p>\n<p>The &#8220;hybrid model&#8221; of revenue collection will be set up through consultation with Gauteng residents, the premier, and would also provide for the future funding of the Gauteng Freeway Improvement Project and also see to the maintenance of the systems.<\/p>\n<p>&#8220;A long-term repayment period will ensure that we relieve the pressure on the provincial government fiscus, while maintaining the delivery of social services and other imperatives such as fighting crime,&#8221; Lesufi said.<\/p>\n<p>&#8220;More work still needs to be done jointly by the Gauteng government, national Department of Transport, Sanral and National Treasury to clarify maintenance and the decommissioning of e-tolls,&#8221; he said.<\/p>\n<blockquote class=\"twitter-tweet\">\n<p lang=\"en\" dir=\"ltr\">Gauteng government update on decommissioning of e-tolls <a href=\"https:\/\/t.co\/bxweJvdynk\">pic.twitter.com\/bxweJvdynk<\/a><\/p>\n<p>&mdash; Gauteng Provincial Gov (@GautengProvince) <a href=\"https:\/\/twitter.com\/GautengProvince\/status\/1595074402148036609?ref_src=twsrc%5Etfw\">November 22, 2022<\/a><\/p><\/blockquote>\n<p> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script><\/p>\n<p>The premier has been clear that the e-tolling system will be scrapped in Gauteng, but has not yet delivered timelines for when the system will be fully decommissioned.<\/p>\n<p>Treasury <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/640707\/government-clears-up-whats-happening-with-e-tolls-and-youre-not-going-to-like-it\/\">previously warned<\/a><\/strong> that until such time a notice is gazetted that says otherwise, the system is still in effect, noting that Sanral has a statutory obligation to collect any toll fees due to them.<\/p>\n<p>Godongwana announced during his mid-term budget speech that the national government would pay off around 70% of the R43 billion in debt tied to the failed system, transferring R23.736 billion. However, it would be left up to Gauteng to determine how to pay for the rest, he said.<\/p>\n<p>Opposition groups, like Outa, have raised questions about the amount of debt that is tied to the system, noting that, by its own calculations, the debt could not have climbed to more than R33 billion. It called for clarity and transparency around the decommissioning process.<\/p>\n<p>The Democratic Alliance, meanwhile, has called out Lesufi and the national government for not delivering a clear plan to end e-tolls, adding that too many questions have been left unanswered on how the province will make up the money.<\/p>\n<p>&#8220;Since 95% of the Gauteng Provincial Government\u2019s revenue is dependent on income from National Treasury, and the remaining 5% is already committed towards the province\u2019s budget, it is hard to determine where the additional funds will come from,&#8221; the party said at the <strong><a href=\"https:\/\/businesstech.co.za\/news\/government\/641041\/next-big-e-tolls-storm-brewing-in-south-africa\/\">start of the month<\/a><\/strong>.<\/p>\n<p>The party noted that one of the only ways for the province to raise revenue is through tax.<\/p>\n<p>\u201cThe Premier needs to provide clarity about what exactly this new revenue model entails. Will it be a new provincial tax imposed on the already overburdened residents of Gauteng?
