{"id":648115,"date":"2022-12-01T16:00:50","date_gmt":"2022-12-01T14:00:50","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=648115"},"modified":"2022-12-02T09:40:50","modified_gmt":"2022-12-02T07:40:50","slug":"eskom-goes-after-municipalities-who-owe-billions-including-tshwane","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/648115\/eskom-goes-after-municipalities-who-owe-billions-including-tshwane\/","title":{"rendered":"Eskom goes after municipalities who owe billions &#8211; including Tshwane"},"content":{"rendered":"<p>Power utility Eskom says that it attaching the Emfuleni Local Municipality\u2019s assets after obtaining a R1.3 billion judgement against the municipality over the non-payment of its electricity bills.<\/p>\n<p>The court order was granted after the municipality failed to settle its debts and arrears, owing Eskom around R5.3 billion.<\/p>\n<p>Eskom, on Thursday (1 December), went about the municipality attaching assets as per the order, taking vehicles and other equipment.<\/p>\n<p>Meanwhile, the group has also approached the Department of Cooperative Governance and Traditional Affairs (Cogta) to assist in mediating its debt battle with the City of Tshwane.<\/p>\n<p>According to Eskom, the debt in Tshwane is continuing to grow &#8220;unabated&#8221;, and the municipality&#8217;s bill has grown to R1.6 billion once again.<\/p>\n<p>&#8220;Tshwane&#8217;s bill as at 30 November is R1.6 billion after it failed to pay the September bill of R887 million, which was payable on 19 October, and it is in arrears of R699 million. The October bill of R894 million, which was payable on 16 November, also remains unpaid,&#8221; it said.<\/p>\n<p>The Public Finance Management Act (PMFA) requires that institutions recover what is owed to them, it is for this reason that Eskom sought the intervention of Cogta, it said.<\/p>\n<p>&#8220;The overdue debt has contributed negatively to the liquidity, financial performance and sustainability of the organisation, where Eskom has to borrow to meet its financial commitments.&#8221;<\/p>\n<p>Eskom and Tshwane have had repeated run-ins over non-payment this year. It resolved similar issues in August by reprioritising budgets after Eskom again rejected its payment plan proposals.<\/p>\n<p>Municipalities in South Africa owe more than R50 billion to Eskom, which the group has claimed is exacerbating the ongoing power crisis in the country.<\/p>\n<p>When the power utility recently ran out of funds to pay for diesel supply, it pointed to this debt &#8211; among other factors &#8211; as being a core reason for the lack of financing.<\/p>\n<p>The group has also faced an uphill battle in borrowing the necessary capital to fund operations, with its debt ballooning to approximately R400 billion over the years. The national government is stepping in to alleviate some of this burden, with the National Treasury <a href=\"https:\/\/businesstech.co.za\/news\/trending\/638141\/government-to-take-over-significant-portion-of-eskoms-r400-billion-debt\/\">expected to take over two-thirds of this<\/a> in the next financial year.<\/p>\n<p>However, this will do little to resolve the problems.<\/p>\n<p>According to Treasury, while municipalities owe around R50 billion to Eskom, they themselves are owed more than R140 billion from residents for services rendered.
