{"id":654881,"date":"2023-01-10T07:25:38","date_gmt":"2023-01-10T05:25:38","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=654881"},"modified":"2023-01-10T07:25:38","modified_gmt":"2023-01-10T05:25:38","slug":"ramaphosa-clears-up-anc-plans-for-reserve-bank","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/654881\/ramaphosa-clears-up-anc-plans-for-reserve-bank\/","title":{"rendered":"Ramaphosa clears up ANC plans for Reserve Bank"},"content":{"rendered":"<p>South African President Cyril Ramaphosa played down suggestions that an amendment to the central bank\u2019s mandate is imminent while confirming that a possible change remains under discussion.<\/p>\n<p>Any change to the mandate of the South African Reserve Bank, which focuses on curbing inflation, will take time, Ramaphosa, told reporters in Johannesburg on Monday.<\/p>\n<p>Last week Gwede Mantashe, the chairman of the ruling African National Congress, said the party had agreed at its national conference to change the mandate, prompting a decline in the value of the rand.<\/p>\n<p>\u201cIt requires a constitutional amendment; it\u2019s not just a matter you embark on,\u201d Ramaphosa said. \u201cIt\u2019s not something that\u2019s about to happen, it\u2019s something that\u2019s being debated.\u201d<\/p>\n<p>South Africa\u2019s economy is being held back by regular power cuts and the nation has one of the world\u2019s highest unemployment rates. The Reserve Bank has repeatedly said bolstering economic growth, and job creation fall outside the scope of monetary policy.<\/p>\n<p>The ANC\u2019s previous attempts to make ownership changes at the bank have stalled and it won\u2019t be able to effect a constitutional change to its mandate on its own because it doesn\u2019t have the requisite two-thirds majority in parliament.<\/p>\n<p>Mantashe said the mandate needed to be expanded to \u201cmeet the needs of the economy,\u201d while Mmamoloko Kubayi, the head of the ANC\u2019s economic transformation committee, said various options needed to be explored to ensure the bank does more to encourage job creation.<\/p>\n<p>One of those was a constitutional amendment, she said, while stressing that the party is committed to protecting the bank\u2019s independence.<\/p>\n<p>The US and Australian central bank mandates, among others, include promoting employment, Ramaphosa said.<\/p>\n<p>He also indicated a resolution the ANC adopted in 2017 for the government take ownership of the Reserve Bank, one of the few privately owned central banks in the world, is unlikely to be implemented because the government can\u2019t afford it, and in any event that money would be better spent on economic development.<\/p>\n<p>The central bank is seen by investors, businesses and ratings companies as one of the few pillars of institutional strength in an economy hollowed out by state graft during former President Jacob Zuma\u2019s rule.<\/p>\n<p>A 2017 proposal by now-suspended graft ombudsman Busisiwe Mkhwebane to change the bank\u2019s constitutional mandate and curtail its independence sparked concern before the courts blocked it.<\/p>\n<p>A change to the mandate, given the likely reaction in the markets, may not be pursued, Eurasia Group said in a note to clients.<\/p>\n<p>\u201cNeither Ramaphosa nor his allies are likely to expend political capital on a policy that is unpopular in the domestic business community and among foreign investors,\u201d the political risk consultancy said.<\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/lifestyle\/654727\/these-are-the-most-expensive-private-schools-in-south-africa-in-2023\/\" target=\"_blank\" rel=\"noopener\">These are the most expensive private schools in South Africa in 2023<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>President Cyril Ramaphosa has clarified what was meant by recent comments about the South African Reserve Bank, made during the ANC&#8217;s latest inaugural conference.<\/p>\n","protected":false},"author":59,"featured_media":651017,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[11121],"tags":[1850,26],"class_list":["post-654881","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-finance","tag-bloomberg","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/654881","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/59"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=654881"}],"version-history":[{"count":4,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/654881\/revisions"}],"predecessor-version":[{"id":654891,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/654881\/revisions\/654891"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/651017"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=654881"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=654881"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=654881"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
