{"id":67374,"date":"2014-09-02T11:29:36","date_gmt":"2014-09-02T09:29:36","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=67374"},"modified":"2014-09-02T11:29:36","modified_gmt":"2014-09-02T09:29:36","slug":"e-tolls-falling-far-short-of-its-intentions-outa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/trending\/67374\/e-tolls-falling-far-short-of-its-intentions-outa\/","title":{"rendered":"E-tolls falling far short of its intentions: Outa"},"content":{"rendered":"<p>E-tolling Gauteng\u2019s highways has failed and the system falls short of its intentions, the Opposition to Urban Tolling Alliance (Outa) said on Tuesday.<\/p>\n<p>\u201cThis system is falling far short of its intentions and targets,\u201d Outa chairman Wayne Duvenage told public hearings in Midrand on the impact of e-tolls.<\/p>\n<p>\u201cWe are not saying it will fail, we are saying it has failed.\u201d<\/p>\n<p>The Gauteng Freeway Improvement Project (GFIP) was necessary, but things could have been done differently to ease congestion on the roads.<\/p>\n<p>Duvenage said the system was not thoroughly researched.<\/p>\n<p>E-tolling was launched in December and Duvenage said it was clear the public would continue to reject it.<\/p>\n<p>In 2011, before Outa was established, its founding members raised concerns, including a lack of consultation and system efficiencies.<\/p>\n<p>The fuel levy and taxes were a better option to pay for the GFIP than tolling.<\/p>\n<p>\u201cWe have encountered a lot of misleading information from Sanral (SA National Roads Agency Limited),\u201d he said.<\/p>\n<p>In order to implement tolling, one needed to start with a high level of compliance, but in Gauteng there was much opposition to the system.<\/p>\n<p>\u201cSociety is not accepting that this is the right system. Therefore we gave strong opposing mechanisms,\u201d said Duvenage.<\/p>\n<p>The hearings are intended to examine the economic and social impact of the GFIP and the electronic tolling system set up to fund it.
