{"id":67990,"date":"2014-09-09T15:53:50","date_gmt":"2014-09-09T13:53:50","guid":{"rendered":"http:\/\/businesstech.co.za\/news\/?p=67990"},"modified":"2014-09-09T16:36:46","modified_gmt":"2014-09-09T14:36:46","slug":"sa-govt-secrecy-getting-worse-report","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/67990\/sa-govt-secrecy-getting-worse-report\/","title":{"rendered":"SA govt secrecy getting worse: report"},"content":{"rendered":"<p>A new report published on Tuesday (9 September) points to an increasing climate of secrecy within government.<\/p>\n<p>The Right2Know Campaign released its 2014 \u2018Secret State of the Nation\u2019 report. It noted that only 16% of requests by civil society organisations under the Promotion of Access to Information Act (PAIA) resulted in full release of information in 2012\/2013.<\/p>\n<p>This was down from 22% in 2010\/2011, and 35% in 2008\/2009.<\/p>\n<p>&#8220;There is too little proactive release of information,&#8221; Right2Know said.<\/p>\n<p>Right2Know said that PAIA enables any person to request records from a public body and get a response within 30 days.<\/p>\n<p>Citing research conducted by the PAIA Civil Society Network, Right2Know said that in over 250 requests submitted between August 2012 and July 2013, 54% were met with silence, while 62% of requests that were under \u2018internal appeal\u2019, did not get a<br \/>\nresponse in the 30 days required by law.<\/p>\n<p>In 2013, theProtection of Personal Information Act (Popi) amended PAIA to make provision for an Information Regulator, which will act as an ombud with legal powers to force compliance with information requests.<\/p>\n<p>&#8220;Though the office of the Information Regulator has not yet been established, it is hoped that this will strengthen transparency,&#8221; Right2Know said.<\/p>\n<p>Additional finding revealed signs of abuse of secrecy and continued securitisation of some parts of the state including:<\/p>\n<ul>\n<li>Increasing limitations on protest, with a sharp increase in attacks on protesters: there is a general upward trend in the number of protesters killed by police, and complaints of assault and attempted murder by police;<\/li>\n<li>Continued increase of the use of state-security policies such as the National Key Points and Strategic Installations with no public oversight;<\/li>\n<li>Lack of public oversight of surveillance capacity which remains vulnerable to abuse;<\/li>\n<li>Signs that secrecy and security-state capacity are being used to shield political actors from embarrassment and scrutiny, in particular the office of the Presidency and President Zuma himself.<\/li>\n<\/ul>\n<p>Right2Know said it is worth noting that the report has been hampered by lack of access to information; many of the metrics of secrecy, which would help inform a public debate on these issues, remain secret.<\/p>\n<h3 class=\"my-4\">More on South Africa<\/h3>\n<p><a title=\"Is South Africa economically sustainable?\" href=\"http:\/\/businesstech.co.za\/news\/general\/67530\/is-south-africa-economically-sustainable\/\"><strong>Is South Africa economically sustainable?<\/strong><\/a><\/p>\n<p><a title=\"South Africa\u2019s ICT fears becoming reality: DA\" href=\"http:\/\/businesstech.co.za\/news\/government\/65968\/south-africas-ict-fears-becoming-reality-da\/\"><strong>South Africa\u2019s ICT fears becoming reality: DA<\/strong><\/a><\/p>\n<p><a title=\"How qualified are South Africa\u2019s leaders?\" href=\"http:\/\/businesstech.co.za\/news\/government\/65660\/how-qualified-are-south-africas-leaders\/\"><strong>How qualified are South Africa\u2019s leaders?<\/strong><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>A new report points to a  pattern of increasing secrecy within government.<\/p>\n","protected":false},"author":10,"featured_media":44597,"comment_status":"open","ping_status":"open","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[25,10333,8516,5470],"class_list":["post-67990","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-active","tag-government","tag-right2know","tag-secrecy"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/67990","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=67990"}],"version-history":[{"count":4,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/67990\/revisions"}],"predecessor-version":[{"id":68000,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/67990\/revisions\/68000"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/44597"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=67990"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=67990"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=67990"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
