{"id":684249,"date":"2023-05-02T11:42:57","date_gmt":"2023-05-02T09:42:57","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=684249"},"modified":"2023-05-02T11:42:57","modified_gmt":"2023-05-02T09:42:57","slug":"shameless-mantashe-shifts-the-blame-for-load-shedding","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/684249\/shameless-mantashe-shifts-the-blame-for-load-shedding\/","title":{"rendered":"&#8216;Shameless&#8217; Mantashe shifts the blame for load shedding"},"content":{"rendered":"<p>Energy minister Gwede Mantashe says a lack of interest from private companies to invest in new power plants is to blame for load shedding.<\/p>\n<p>However, opposition party, the Democratic Alliance, has called the minister out for trying to scapegoat the private sector for his own failings in the energy portfolio.<\/p>\n<p>Speaking to <a href=\"https:\/\/mybroadband.co.za\/news\/energy\/489365-mantashe-blames-private-sector-for-load-shedding.html\">702<\/a> this past weekend, Mantashe said that when South Africa&#8217;s future energy concerns were raised and the Eskom board wanted to start a build programme, the government delayed the process, hoping to bank on the private sector taking interest.<\/p>\n<p>\u201cWhen the Eskom Board said to the state, \u2018Listen, there will be the end of the electricity surplus by 2007; please start the build programme,\u2019 they [government] delayed it because they banked on the private sector taking an interest. No private sector took an interest,\u201d he said.<\/p>\n<p>\u201cIf the private sector has the appetite \u2014 well and good. But the state cannot wait for that appetite for a public good to be provided to society.&#8221;<\/p>\n<p>However, this has been characterised as disingenuous by Matashe, given that the energy portfolio, in particular, has been frustrating private participation in the electricity sector for years.<\/p>\n<p>&#8220;After spending the past five years, since his appointment as the Minister of Mineral Resources and Energy, frustrating and blocking the full participation of the private sector in the energy sector \u2013 Gwede Mantashe has made a shameless turn and is now accusing the private sector for the load-shedding crisis,&#8221; said the DA&#8217;s Kevin Mileham.<\/p>\n<p>&#8220;The reality is that no amount of blame-shifting will hide the undeniable fact that Mantashe has, since his appointment, failed to move the needle on the procurement of independent power generation and the incentivisation of private investment in the sector.&#8221;<\/p>\n<p>Mileham said that Mantashe and the ANC government, in general, have &#8220;fostered policy and regulatory uncertainty&#8221; and have been slow to remove red tape, impeding the active participation of Independent Power Producers.<\/p>\n<p>He provided five instances where this was evident.<\/p>\n<hr \/>\n<p><strong>\u201cOverreliance on the private sector will be a mistake\u201d<\/strong><\/p>\n<p>In November 2022, Gwede Mantashe insisted that electricity generation will remain largely in government hands for the foreseeable future. Mantashe said previously that overreliance on the private sector would be a mistake.<\/p>\n<p>He suggested the establishment of <strong><a href=\"https:\/\/businesstech.co.za\/news\/energy\/607228\/anc-wants-a-second-eskom-to-be-introduced-in-south-africa-report\/\">another state entity to compete with Eskom<\/a><\/strong> and boost the energy supply.<\/p>\n<hr \/>\n<p><strong>Refusing\u00a0 to increase the threshold for embedded generation<\/strong><\/p>\n<p>Since his appointment in 2018, Mantashe has been strongly opposed to the idea of increasing the threshold for embedded generation to 100MW. On one occasion, he criticized the call as \u2018academic\u2019 and argued that the market is<strong><a href=\"https:\/\/businesstech.co.za\/news\/energy\/485971\/new-energy-rules-for-south-africa-will-help-businesses-and-households-move-off-eskoms-grid\/\"> only ready for a 10MW threshold<\/a><\/strong>.<\/p>\n<p>He had to be strong-armed to increase the threshold to 100MW during the first stage 6 load shedding crisis, and ultimately the threshold was removed entirely. This only happened at the end of 2022.<\/p>\n<p>Energy experts said the move came about three years too late to make any difference to the current levels of load shedding.<\/p>\n<hr \/>\n<p><strong>Failure to remove red tape for IPP investment <\/strong><\/p>\n<p>The South African Independent Power Producers Association has long made the argument that 5,000MW to 10,000MW of plant could be built in the next two years if IPPs could be granted a waiver on power purchase agreements with private off-takers.<\/p>\n<p>&#8220;Mantashe\u2019s Department still insists that IPPs sign PPAs before building a power generation plant. It takes months and sometimes years to get to a signed PPA,&#8221; Mileham said.<\/p>\n<hr \/>\n<p><strong>Failure to update the Intergraded Resource Plan<\/strong><\/p>\n<p>Despite repeated assurances that the review of the 2019 Integrated Resource Plan (IRP) will be concluded by the end of March 2023, Mantashe has failed to meet this target.<\/p>\n<p>Without an updated IRP, South Africa will be forced to continue relying on the outdated energy assumptions of IRP 2019 do not reflect what must be done to address the ongoing electricity crisis.<\/p>\n<hr \/>\n<p><strong>Small Projects Programme has stalled <\/strong><\/p>\n<p>The Small Projects Programme (SPP), which was established in 2013 to help local independent power producers run power projects up to 5MW in size, has stalled.<\/p>\n<p>Five years after incurring costs to keep the 20 projects, which range across wind, solar and biomass technologies, on standby for government go-ahead, no power purchase agreements have been signed, and no projects have proceeded into construction.<\/p>\n<hr \/>\n<p>&#8220;Eskom\u2019s inability to maintain a regular supply of electricity, effectively subjecting the country to rolling blackouts much more frequently than any time in the past 14 years, has become the single biggest threat to livelihoods and our economy,&#8221; Mileham said.<\/p>\n<p>&#8220;Instead of taking responsibility for creating this crisis, the ANC and Gwede Mantashe have decided to shift blame to imaginary villains.&#8221;<\/p>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/energy\/684043\/load-shedding-pushed-to-stage-6-heres-the-new-schedule-2\/\" rel=\"bookmark\">Load shedding pushed to stage 6 \u2013 here\u2019s the new schedule<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Gwede Mantashe says private companies are to blame for load shedding &#8211; but history is not on his side.<\/p>\n","protected":false},"author":10,"featured_media":651107,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[9874],"tags":[26],"class_list":["post-684249","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-energy","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/684249","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=684249"}],"version-history":[{"count":1,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/684249\/revisions"}],"predecessor-version":[{"id":684255,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/684249\/revisions\/684255"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/651107"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=684249"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=684249"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=684249"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
