{"id":689269,"date":"2023-05-18T13:29:24","date_gmt":"2023-05-18T11:29:24","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=689269"},"modified":"2023-05-19T13:36:16","modified_gmt":"2023-05-19T11:36:16","slug":"critical-deadline-for-all-buildings-in-south-africa-is-approaching-fast","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/689269\/critical-deadline-for-all-buildings-in-south-africa-is-approaching-fast\/","title":{"rendered":"Update: No critical deadline for buildings in South Africa in 2023"},"content":{"rendered":"<p><strong>Update:<\/strong> The South African Property Owners\u2019 Association (SAPOA) has responded to Eco Audit&#8217;s assertions, dismissing an apparent deadline set for November 2023.<\/p>\n<p>In a media release this week, independent energy performance group Eco Audit SA warned that an extension granted to regulations around the display of a new\u00a0Energy Performance Certificate (EPC) to December 2025, did not apply to other aspects of the regulations.<\/p>\n<p>Specifically, the group said that the amended regulations required commercial building owners to &#8220;register the type and size of a building and its energy performance to the National Building Energy Performance Register maintained by SANEDI within 12 months of the promulgation of these regulations,\u201d \u2013 which it said is 25 November 2023.<\/p>\n<p>However, SAPOA has refuted this, pointing out that regulations in question are still in draft form and being commented on, with industry bodies still consulting with the DMRE.<\/p>\n<p>The final regulations in this regard have not yet been published, it said, thus the November 2023 deadline does not exist.<\/p>\n<hr \/>\n<p><strong>Original story<\/strong><\/p>\n<p>While businesses in South Africa have been given a three-year reprieve to obtain and display a new Energy Performance Certificate (EPC) &#8211; time is running out to register building details, which needs to happen before the end of this year.<\/p>\n<p>All non-residential buildings in South Africa will soon be required to show an Energy Performance Certificate (EPC), with non-compliance resulting in building owners or accounting officers facing up to five years imprisonment, a R5 million fine, or both.<\/p>\n<p>An EPC is aimed at helping building owners and accounting officers identify areas that need to improve energy efficiency. This is to ensure that a building remains more economically sustainable while also lowering the energy use of the building.<\/p>\n<p>Last year, the deadline to display an EPC was extended from 7 December 2022 to 7 December 2025.<\/p>\n<p>Although commercial owners were relieved by the extension, Minister of Mineral Resources and Energy Gwede Mantashe only extended the cut-off date to\u00a0obtain and display a valid EPC to 7 December 2025.<\/p>\n<p>The amended regulations said that commercial building owners \u201cmust register the type and size of a building and its energy performance to the National Building Energy Performance Register maintained by SANEDI within 12 months of the promulgation of these regulations,&#8221; &#8211; which is 25 November 2023.<\/p>\n<p>\u201cThe deadline of 7 December 2025 applies only to the display of the certificate. Commercial building owners who might have been under the impression that they now have three years to deal with their building\u2019s energy performance, should take note of the 25 November 2023 deadline,&#8221; Pauline Fisher, Operations Director of ECO AUDIT SA, said.<\/p>\n<p>\u201cThe first step for building owners is to submit their building\u2019s current energy performance to SANEDI by 25 November 2023. The initial energy performance calculation doesn\u2019t need to be based on the outcome of a building inspection. It also doesn\u2019t require the review and sign-off by a technical signatory from an accredited inspection body.&#8221;<\/p>\n<p>\u201cBut it would benefit building owners to involve an accredited inspection body.
