{"id":689413,"date":"2023-05-19T08:45:48","date_gmt":"2023-05-19T06:45:48","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=689413"},"modified":"2023-05-19T08:45:48","modified_gmt":"2023-05-19T06:45:48","slug":"ramaphosa-talks-up-progress-on-corruption-reforms-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/689413\/ramaphosa-talks-up-progress-on-corruption-reforms-in-south-africa\/","title":{"rendered":"Ramaphosa talks up progress on corruption reforms in South Africa"},"content":{"rendered":"<p>President Cyril Ramaphosa has welcomed the recent work of the National Anti-Corruption Advisory Council to inquire further into allegations of state capture, fraud and corruption in organs of state.<\/p>\n<p>As recommended by the Constitutional Court and the Zondo Commission, the country is developing anti-corruption institutional architectures, said Ramaphosa.<\/p>\n<p>He said the council has been creating out to academia, civil society groups and anti-corruption institutions outside of South Africa as part of its plan to make a conducive environment for whistleblowers, safeguard public procurement and identify legislative gaps that enable bad faith actors.<\/p>\n<p>&#8220;The Council is due to propose legislative reforms spanning the current Public Procurement Bill, the Protected Disclosures Act and the Political Party Funding Act, to enrich the country&#8217;s prevention of corruption and action against crimes involving corruption,&#8221; said Ramaphosa.<\/p>\n<p>Ramaphosa said that fight against corruption remains a critical task in South Africa.<\/p>\n<p>The president said that the fight against corruption is not simply about preventing and prosecuting criminal acts but fixing institutional culture and processes that enable unethical behaviour.<\/p>\n<p>He added that the Council has also begun to coalesce around the insight that the building of a corruption-free society demands a shift from the current focus on individual acts of criminality to one on combating systemic corruption.<\/p>\n<p>Recent data from the civil society group Corruption Watch (CW) has revealed that South Africa remains a highly corrupt country despite efforts by both government and the private sector.<\/p>\n<p>In this latest annual report for 2022, the group found that South Africa has a Corruption Perceptions Index of 43\/100. The index rands 180 countries across the globe, with 100 being corruption free and zero being highly corrupt.<\/p>\n<p>According to CW, the main reports of corruption relate to the following:<\/p>\n<ul>\n<li>Maladministration (25%)<\/li>\n<\/ul>\n<ul>\n<li>Fraud (17%)<\/li>\n<\/ul>\n<ul>\n<li>Nepotism and favouritism (13%)<\/li>\n<\/ul>\n<ul>\n<li>Bribery and extortion (11%)<\/li>\n<\/ul>\n<ul>\n<li>Dereliction of duty (9%)<\/li>\n<\/ul>\n<ul>\n<li>Procurement irregularities (9%)<\/li>\n<\/ul>\n<p><strong>Special Investigating Unit\u00a0<\/strong><\/p>\n<p>On the same day that Ramaphosa welcomed upcoming reforms cracking down on corruption, the Special Investigating Unit (SIU) provided an update on the Infrastructure Built Anti-Corruption Forum (IBACF).<\/p>\n<p>The group said that the IBACF is continuing its role in the fight against fraud, corruption and maladministration, specifically in the construction sector.<\/p>\n<p>South Africa&#8217;s construction sector has been hamstrung by widespread corruption, specifically in procurement processes.<\/p>\n<p>The head of the SIU, Andy Mothibi, said that approved government Infrastructure Investment Plans are being protected by the forum.<\/p>\n<p>Mothibi added that the IBACF is aiming to further develop initiatives to stop corruption, including the use of data analytics &#8211; mining through data to highlight corruption risk exposures in the sector and identify key strategic interventions.<\/p>\n<p>Through the IBACF, the SIU has identified the following factors as the root causes of weak infrastructure delivery and service delivery in general:<\/p>\n<ul>\n<li>Lack of effective project planning and adequate coordination<\/li>\n<\/ul>\n<ul>\n<li>Shortage of project management skills and capacity at the departmental level<\/li>\n<\/ul>\n<ul>\n<li>Action plans on non-performance not enforced and consequences not applied.<\/li>\n<\/ul>\n<ul>\n<li>Inadequate coordination and collaboration and deliverables not synchronised.<\/li>\n<\/ul>\n<ul>\n<li>Inspection and maintenance not done and insufficient budget<\/li>\n<\/ul>\n<hr \/>\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/finance\/688901\/the-rands-nose-dive-over-the-past-decade\/\" target=\"_blank\" rel=\"noopener\">The rand&#8217;s nose-dive over the past decade<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The National Anti-Corruption Advisory Council continues its work on cracking down on corruption with plans to introduce new reforms.<\/p>\n","protected":false},"author":10,"featured_media":655353,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[26,18075,4706,18077],"class_list":["post-689413","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-headline","tag-ramahposa","tag-siu","tag-the-presidency"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/689413","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=689413"}],"version-history":[{"count":5,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/689413\/revisions"}],"predecessor-version":[{"id":689449,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/689413\/revisions\/689449"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/655353"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=689413"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=689413"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=689413"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
