{"id":693919,"date":"2023-06-05T15:40:01","date_gmt":"2023-06-05T13:40:01","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=693919"},"modified":"2023-06-05T15:40:01","modified_gmt":"2023-06-05T13:40:01","slug":"government-finalising-big-change-for-businesses-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/693919\/government-finalising-big-change-for-businesses-in-south-africa\/","title":{"rendered":"Government finalising big change for businesses in South Africa"},"content":{"rendered":"<p>Trade and Industry Minister Ebrahim Patel says his department will finalise the Companies Amendment Bill in Cabinet within three months, which aims to narrow the gap between the highest-paid and lowest-paid employees at listed companies.<\/p>\n<p>The proposed Bill, published for public comment in 2021, said that listed companies would have to disclose the ratio of the top-paid to the bottom-paid 5% of workers.<\/p>\n<p>Speaking before Parliament, Patel said that finalising the Bill will help to address South Africa&#8217;s inequality issues.<\/p>\n<p>According to the 2021, <a href=\"https:\/\/www.statista.com\/statistics\/264627\/ranking-of-the-20-countries-with-the-biggest-inequality-in-income-distribution\/#:~:text=The%20Gini%20coefficient%20measures%20the,value%20of%20100%20absolute%20inequality.\" target=\"_blank\" rel=\"noopener\">Gini Index<\/a>, which measures inequality via income distribution, South Africa had the worst income inequality in the world.<\/p>\n<p>The Bill also aims to ensure stronger governance on excessive director pay and enhanced transparency on ownership and financial records, <a href=\"https:\/\/businesstech.co.za\/news\/finance\/491471\/new-wage-law-planned-for-south-africa-wants-to-clamp-down-on-excessive-director-pay\/\" target=\"_blank\" rel=\"noopener\">the minister previously said.<\/a><\/p>\n<p>In April 2023, the average nominal take-home pay was R14,534, which marks a major decline from the R15,170 recorded a year prior.<\/p>\n<p>\u201cAs companies come under strain from the harsh load shedding, high production costs, rising interest rates and moderating demand, the environment remains unfavourable for comfortable wage increases or job creation,\u201d <a href=\"https:\/\/businesstech.co.za\/news\/finance\/692791\/salaries-in-south-africa-take-a-dive-this-is-the-average-take-home-pay-right-now\/\" target=\"_blank\" rel=\"noopener\">BankservAfrica<\/a> said.<\/p>\n<p>\u201cOrganisations will likely remain in \u2018survival model\u2019 for an extended period of time.\u201d<\/p>\n<p>However, executives at South Africa&#8217;s major mining and banking companies continue to earn significantly more.<\/p>\n<p><a href=\"https:\/\/businesstech.co.za\/news\/wealth\/684241\/meet-the-south-african-ceos-who-earn-over-r240000-a-day\/\" target=\"_blank\" rel=\"noopener\">In 2022<\/a>, the CEOs of Anglo-American, BHP Billiton, Sibanye-Stillwater, Thungela Resources, and African Rainbow Minerals (ARM) earned an average salary of R131.64 million per year &#8211; or R10.93 million per month.<\/p>\n<p>BHP Billiton&#8217;s CEO, Mike Henry, took home R269.22 million ($14.7 million) in 2022, including a base salary, short-term incentives, cash bonuses, and long-term incentive plans.<\/p>\n<p>This figure is over four times more than Capitec CEO Gerrie Fourie (R62 million) and five times more than Nedbank&#8217;s Mike Brown (R43.6 million.)<\/p>\n<p><strong>Fors and againsts\u00a0<\/strong><\/p>\n<p>The Congress of South African Trade Unions (Cosatu), the country&#8217;s largest trade union, previously said that the new Bill is a necessity for South Africa.<\/p>\n<p>\u201cThis will help to begin to address the apartheid wage gap still prevalent in many companies, in the mining, banking and retail sectors,&#8221; Cosatu said.<\/p>\n<p>&#8220;(Cosatu) wants the Public Investment Corporation and other investment funds who manage workers\u2019 pension and insurance funds need to play a more activist role in placing limits on what chief executive officers earn and the wage gaps in companies where they are shareholders,\u201d it said.<\/p>\n<p>However, Business Leadership South Africa (BLSA) chief executive Busi Mavuso previously said that the new laws would hurt South Africa&#8217;s image as a place to do business.<\/p>\n<p>\u201cTaken together, these elements diminish the attractiveness of South Africa as a place for companies to do business by adding to all the other onerous compliance requirements,\u201d she said.<\/p>\n<p>\u201cWhy would a company, local or foreign, want to list on a South African bourse when we\u2019re putting up so many obstacles while others are doing all they can to attract them?
