{"id":698731,"date":"2023-06-25T07:20:00","date_gmt":"2023-06-25T05:20:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=698731"},"modified":"2023-06-25T13:06:02","modified_gmt":"2023-06-25T11:06:02","slug":"storm-brewing-over-south-africas-renewable-push-report","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/698731\/storm-brewing-over-south-africas-renewable-push-report\/","title":{"rendered":"Storm brewing over South Africa&#8217;s renewable push: report"},"content":{"rendered":"\n<p>Senior government officials are at loggerheads over South Africa&#8217;s proposed transition to renewable energy. <\/p>\n\n\n\n<p>According to <a href=\"https:\/\/www.timeslive.co.za\/sunday-times\/news\/politics\/2023-06-25-gwede-mantashe-snubs-ramaphosas-green-energy-signing\/\" target=\"_blank\" rel=\"noreferrer noopener\">The Sunday Times<\/a>, Minister of Mineral Resources and Resources Gwede Mantashe snubbed a meeting with the prime ministers from Denmark and the Netherlands to launch a $1 billion (R18 billion) green-energy project.  <\/p>\n\n\n\n<p>The fund will look at Green Hydrogen energy, with South Africa&#8217;s wind and solar resources and industrial capacity positioning it as a key producer of green fuel, which will ultimately replace natural gas. <\/p>\n\n\n\n<p>It is also believed Netherlands and Denmark could soon join the $8.5 billion Just Energy Transition project with Germany, the US, the UK, France and South Africa that is set to launch soon. <\/p>\n\n\n\n<p>However, instead of attending the event to sign a Memorandum of Understanding (MOU) with President Cyril Ramaphosa and the two international leaders, Mantashe was in Boksburg at a Cosatu event &#8211; with International Relations Minister Naledi Pandor signing the MOU in his stead. <\/p>\n\n\n\n<p>Mantashe, a firm supporter of coal-based electricity generation, said that he did not attend the event as he had not read the MOU. <\/p>\n\n\n\n<p>\u201cI didn\u2019t say I\u2019m not available to sign. I said I don\u2019t sign an agreement I have not seen, that\u2019s all I said. For me, that is a principle issue. You want me to sign an MOU, you give me that MOU to read and understand then I sign it,\u201d Mantashe said.<\/p>\n\n\n\n<p>\u201cLeave the presidential minute; I\u2019m told the morning of the meeting that \u2018at 11am you are signing an MOU\u2019. I ask: \u2018What is the MOU? I am not signing an MOU I have not read.\u2019\u201d<\/p>\n\n\n\n<p>Despite Presidential spokesperson Vincent Magwenya&#8217;s attempts to play down the situation, Presidency insiders said that the President was furious with Mantashe for not attending the event. <\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Too many ministers in the kitchen <\/strong><\/p>\n\n\n\n<p>The latest incident is yet another example of senior government officials not being on the same page regarding South Africa&#8217;s energy transition and load shedding crisis. <\/p>\n\n\n\n<p><a rel=\"noreferrer noopener\" href=\"https:\/\/businesstech.co.za\/news\/business-opinion\/680789\/government-was-warned-this-would-happen\/\" target=\"_blank\">In April<\/a>, the Bureau for Economic Research (BER) warned that there were too many cooks in the kitchen in regard to South Africa&#8217;s energy matters, and Eskom in particular. <\/p>\n\n\n\n<p>Following the appointment of electricity minister Kgosientsho Ramokgopa earlier this year, Eskom has to deal with three separate ministers directly, including Mantashe and Public Enterprises Minister Pravin Gordhan. <\/p>\n\n\n\n<p>Moreover, the entity also has to deal with Finance Minister Enoch Godongwana for its debt relief package and Environment Minister Barbara Creecy for adding new generation capacity to the grid. <\/p>\n\n\n\n<p>However, even Pandor is now also involved in dealing with energy matters. <\/p>\n\n\n\n<p>Although a large number of senior government officials dealing with a single matter is not inherently wrong, the government&#8217;s messaging has regularly contradicted itself. <\/p>\n\n\n\n<p>Following a widespread tour of South Africa&#8217;s power stations, Ramokopga said that it was vital that the lifespan of coal stations be extended to resolve the energy crisis.<\/p>\n\n\n\n<p>At the same time, the energy department gazetted a new phase of renewable energy procurement as per the Integrated Resource Plan for 2019 (IRP19)  &#8211; which aims to eventually decommission all coal power stations. <\/p>\n\n\n\n<p>In addition, although the transition to green energy should bring in large billions worth of investment in South Africa, Public Enterprises Minister has said that these plans should be <a rel=\"noreferrer noopener\" href=\"https:\/\/businesstech.co.za\/news\/energy\/680267\/south-africas-big-energy-plan-needs-to-adapt-to-the-new-reality-gordhan\/\" target=\"_blank\">reviewed and potentially renegotiated. <\/a><\/p>\n\n\n\n<p>\u201cThis incoherence is a predictable outcome of too many ministers being tasked with finding solutions for arguably South Africa\u2019s biggest crisis,\u201d the BER said.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Read<\/strong>: <a href=\"https:\/\/businesstech.co.za\/news\/energy\/696015\/the-key-beating-load-shedding-expert\/\">The key to beating load shedding: expert<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Minister Gwede Mantashe refused to attend an event for a $1 billion green hydrogen fund.  <\/p>\n","protected":false},"author":95,"featured_media":641219,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[9874],"tags":[26],"class_list":["post-698731","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-energy","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/698731","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/95"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=698731"}],"version-history":[{"count":3,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/698731\/revisions"}],"predecessor-version":[{"id":698809,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/698731\/revisions\/698809"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/641219"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=698731"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=698731"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=698731"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
