{"id":701019,"date":"2023-07-04T05:59:00","date_gmt":"2023-07-04T03:59:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=701019"},"modified":"2023-07-04T07:14:34","modified_gmt":"2023-07-04T05:14:34","slug":"major-headache-for-private-power-producers-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/701019\/major-headache-for-private-power-producers-in-south-africa\/","title":{"rendered":"Major headache for private power producers in South Africa"},"content":{"rendered":"\n<p>Eskom\u2019s new rules on allocating connections to the national transmission grid will impose greater costs on developers of new generation plants and their customers, according to the South African Independent Power Producers Association.<\/p>\n\n\n\n<p>The state-owned utility last week revised the protocol for developers to acquire connections to the grid after projects were sidelined because of a lack of access, reported Bloomberg.<\/p>\n\n\n\n<p>According to Eskom, it has developed guidelines to allocate access to the country\u2019s electricity grid, prioritising projects that are ready for development.<\/p>\n\n\n\n<p>While South Africa is in need of generation capacity to end record power outages, projects have been sidelined due to a shortage of connections to the grid. <\/p>\n\n\n\n<p>The utility has drafted rules designed to grant equal access to stations \u201cbased on a demonstrated readiness,\u201d according to Eskom officials.<\/p>\n\n\n\n<p>The practice of \u201cgrid-capacity hogging\u201d presents a challenge, the utility said in a presentation on its Interim Grid Capacity Allocation rules. \u201cAll grid connection applications shall be treated in a non-discriminatory manner to ensure a fair, transparent, equitable, open access.\u201d<\/p>\n\n\n\n<p>To obtain a grid connection, developers are now required to fulfil several additional prerequisites as per the latest regulations. These prerequisites include environmental and water usage rights, a signed power purchase agreement, and a minimum of one year&#8217;s data on the availability of sun or two years on the availability of wind.<\/p>\n\n\n\n<p>However, <strong>the new rules will increase the amount of money that developers must spend<\/strong> before they know whether they have access to the grid, Brian Day, chairman of SAIPPA, said in an interview Monday on Johannesburg-based broadcaster 702.<\/p>\n\n\n\n<p>A better solution that enables the connection of more projects is needed, Day said.<\/p>\n\n\n\n<p>South Africa depends on private investors to address load shedding through new power projects. However, the high cost associated with Eskom&#8217;s new regulations presents a significant risk.
