{"id":713678,"date":"2023-08-27T09:00:00","date_gmt":"2023-08-27T07:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=713678"},"modified":"2023-08-25T13:43:35","modified_gmt":"2023-08-25T11:43:35","slug":"the-latest-load-shedding-lie-and-blame-game","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/713678\/the-latest-load-shedding-lie-and-blame-game\/","title":{"rendered":"The latest load shedding lie and blame game"},"content":{"rendered":"\n<p>In 1998, the government was warned that Eskom\u2019s generation capacity surplus would be fully utilised by about 2007 and that urgent action was needed to prevent a shortfall.<\/p>\n\n\n\n<p>This does not align with former President Thabo Mbeki\u2019s claim this week that the reason for load-shedding was not a lack of generation capacity.<\/p>\n\n\n\n<p>On Thursday (24 August), Mbeki said, \u201cThe argument was that Eskom had told the government in 1998 that there must be investment in new generation capacity and infrastructure.\u201d<\/p>\n\n\n\n<p>\u201cThe narrative was that the government did not listen, which caused the blackouts in January 2008. That story was false. That story was cooked up.\u201d<\/p>\n\n\n\n<p>He said the true reason for load-shedding in January 2008 was that the people in charge of the power stations did not do what they were supposed to \u2013 replenish coal.<\/p>\n\n\n\n<p>\u201cThe power stations ran out of coal. It was not because there was no coal in the country. The people inside Eskom decided, \u2018let\u2019s shut it down\u2019,\u201d Mbeki said.<\/p>\n\n\n\n<p>However, the facts dispute Mbeki\u2019s version of events and point to government failure as the cause of load-shedding.<\/p>\n\n\n\n<p>In December 1998, the Department of Minerals and Energy under Penuell Maduna wrote, \u201cEskom\u2019s present generation capacity surplus will be fully utilised by about 2007\u201d.<\/p>\n\n\n\n<p>This warning formed part of a White Paper on the Energy Policy of the Republic of South Africa, which is&nbsp;<a href=\"https:\/\/www.energy.gov.za\/files\/policies\/whitepaper_energypolicy_1998.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">still available on the department\u2019s website<\/a>.<\/p>\n\n\n\n<p>The White Paper stated that Eskom was the world\u2019s fourth largest electricity utility, with an installed generating capacity of about 39,000 MW in 1997.<\/p>\n\n\n\n<p>The maximum demand in 1997 was about 28,330 MW. Eskom forecasted that for an assumed demand growth of 4.2%, its generation capacity surplus would run out by about 2007.<\/p>\n\n\n\n<p>\u201cTimely steps will have to be taken to ensure that demand does not exceed available supply capacity and that appropriate strategies, including those with long lead times, are implemented in time,\u201d it said.<\/p>\n\n\n\n<p>\u201cThe next decision on supply-side investments will probably have to be taken by the end of 1999 to ensure that the electricity needs of the next decade are met.\u201d<\/p>\n\n\n\n<p>The White Paper from the Department of Minerals and Energy provides proof that the government was warned about the energy crisis.<\/p>\n\n\n\n<p>Even more perplexing about Mbeki\u2019s recent claim was that&nbsp;<a href=\"https:\/\/mybroadband.co.za\/news\/telecoms\/2582-mbeki-takes-eskom-blame.html\" target=\"_blank\" rel=\"noreferrer noopener\">he admitted in December 2007<\/a>&nbsp;that the government was warned about an energy shortage.<\/p>\n\n\n\n<p>He said his government should have heeded pleas by Eskom several years ago to invest more in electricity generation to keep up with the country\u2019s economic growth.<\/p>\n\n\n\n<p>\u201cWhen Eskom said to the government, \u2018We think we must invest more in electricity generation\u2019, we said no, but all you will be doing is just to build excess capacity,\u201d he said in a speech.<\/p>\n\n\n\n<p>\u201cWe said, \u2018Not now, later\u2019. We were wrong. Eskom was right. We were wrong.\u201d<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/08\/Thabo-Mbeki.png\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/08\/Thabo-Mbeki-1024x683.png\" alt=\"\" class=\"wp-image-713682\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/08\/Thabo-Mbeki-1024x683.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/08\/Thabo-Mbeki-300x200.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/08\/Thabo-Mbeki-768x512.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/08\/Thabo-Mbeki.png 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">Former president, Thabo Mbeki<\/figcaption><\/figure>\n\n\n\n<p><strong>Former Eskom COO Jan Oberholzer\u2019s feedback<\/strong><\/p>\n\n\n\n<p><a href=\"https:\/\/dailyinvestor.com\/energy\/22412\/load-shedding-warning-from-former-eskom-coo\/\">Former Eskom COO Jan Oberholzer also said<\/a>&nbsp;the government was warned about the looming energy crisis long before it happened.<\/p>\n\n\n\n<p>He said the government did not follow Eskom and the Energy Department\u2019s advice to increase Eskom\u2019s generation capacity, and the result was predictable.<\/p>\n\n\n\n<p>In 2007, South Africa\u2019s electricity demand exceeded supply for the first time, and Eskom was forced to implement load-shedding to prevent a national blackout.<\/p>\n\n\n\n<p>One would have expected the government to learn from its mistakes, but not much has changed fifteen years after the first blackouts hit the country.<\/p>\n\n\n\n<p>Oberholzer told Biznews\u2019 Alec Hogg that South Africa still lacks a comprehensive plan to prevent load-shedding.<\/p>\n\n\n\n<p>\u201cSouth Africa\u2019s failure to develop a plan to avoid future load-shedding is concerning,\u201d the former Eskom COO said.<\/p>\n\n\n\n<p>He said it is essential for policymakers to accurately predict demand in the short- and long-term, from the next three months to 50 years ahead.<\/p>\n\n\n\n<p>\u201cUnderstanding the future demand profile and how technological innovations will shape industries is crucial for planning,\u201d he said.<\/p>\n\n\n\n<p>\u201cWithout a clear understanding of future needs, it\u2019s impossible to determine the necessary infrastructure requirements.\u201d<\/p>\n\n\n\n<p>He said the country is still facing a future shortfall, and urgent action is needed to address it.<\/p>\n\n\n\n<p>Eskom has 14 coal-fired power plants with an average age of 44 years.
