South Africans also face the prospect of higher rice prices and increased pressure from changing weather conditions in the months ahead.

Putting a further dampener on these realities is that the country is back to stage 6 load shedding – the highest stage of load shedding so far – as the lack of maintenance at Eskom’s generating units catches up with the country.

Record fuel hikes

The Department of Mineral Resources and Energy has published the official petrol and diesel price changes for September – reflecting warnings published throughout August as motorists are in for a hefty price hike from Wednesday, 6 September.

Petrol prices will increase by R1.71 per litre, and diesel will be hiked by between R2.76 and R2.84 a litre – marking the steepest increase in petrol since July last year and a new record diesel rate.

Here is the official petrol price for September

The expected increases are primarily driven by higher international oil prices, which have risen due to slow demand and decreased output. Reuters reported that analysts expect Saudi Arabia, the world’s biggest oil exporter, to extend its voluntary output cut into October, keeping oil supply tight and prices high.

Another contributor to the massive fuel increases is the rand’s weak performance. The rand depreciated against the US Dollar during the period under review, on average, compared to the previous period.

The average Rand/US Dollar exchange rate for the period 28 July 2023 to 31 August 2023 was 18.6731 compared to 18.2801 during the previous period. This led to a higher contribution to the Basic Fuel Prices of petrol, diesel and illuminating paraffin by 29.60 c/l, 31.33 c/l and 31.58 c/l, respectively.

Notably, however, is that despite the upward pressure on fuel prices, the Minister of Mineral Resources and Energy approved a retail margin increase of 5.0 c/l to be effected in the retail price structures of all octane grades of petrol, which he said is necessary to accommodate the wage increases of pump attendants, cashiers and administrative staff at service stations.

Climbing food prices

South Africans have long been battling high food inflation, and prices continued to climb in August.

According to Pietermaritzburg Economic Justice & Dignity Group (PMBEJD)’s latest Household Affordability Index for August 2023, the cost of the average household food basket increased by R348.75 (7,3%) from R4,775.59 in August 2022 to R5,124.34 in August 2023 – reflecting a month-on-month increase of R42.40 (0,8%) since July 2023.

Food prices still hammering consumers in South Africa

These increases in staple foods are well above headline inflation recorded over the same period (4.6% in July), and this is expected to get worse due to the contributing factors of the massive hike set for fuel prices.

The AA said that the increases – especially diesel – will have negative consequences for consumers as higher input costs will be recovered through higher prices at the till.

“Motorists will feel the pinch in higher prices at the pumps, but consumers across the board can expect higher prices for goods and services,” it said.

Stage 6 load shedding is back

On Monday, power utility Eskom announced Stage 6 load shedding until further notice, making the current economic headwinds sting even more.

Addressing the media on the return of stage 6 load shedding this week, the minister explained that the country is back at the highest stage of load shedding it has hit (so far) due to a double blow of increased planned maintenance and unplanned losses.

“Overnight, a further two units at Lethabo and Matla power stations will need to be shut down for urgent repairs,” it said, while on Sunday, a generating unit each at Kriel and Medupi power stations was also taken offline for repairs.

Several other factors also came into play.
