{"id":718094,"date":"2023-09-13T06:58:15","date_gmt":"2023-09-13T04:58:15","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=718094"},"modified":"2023-09-13T06:58:15","modified_gmt":"2023-09-13T04:58:15","slug":"ramaphosas-in-a-tough-position-warned-against-higher-taxes-and-increased-debt","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/718094\/ramaphosas-in-a-tough-position-warned-against-higher-taxes-and-increased-debt\/","title":{"rendered":"Ramaphosa&#8217;s in a tough position &#8211; warned against higher taxes and increased debt"},"content":{"rendered":"\n<p>   <\/p>\n\n\n\n<p>South Africa\u2019s cash-strapped National Treasury will present President Cyril Ramaphosa with a money-saving plan to cut the number of government departments and state-owned entities.<\/p>\n\n\n\n<p>The country, weighed down by a hefty budget deficit, must either boost tax revenues or issue more debt if the government fails to trim spending, newly minted National Treasury Director-General Duncan Pieterse told reporters on Tuesday.<\/p>\n\n\n\n<p>\u201cNot dealing with inefficient spending and not reconfiguring the state means you have to borrow more or increase taxes,\u201d Pieterse said during an online briefing. \u201cBoth options have their own difficult and negative consequences in this environment, where debt-service cost is much higher than many parts of the budget.\u201d<\/p>\n\n\n\n<p>Concern over the country\u2019s tough fiscal outlook hit South African bonds earlier on Tuesday after he confirmed that the state was already facing \u201cresistance\u201d from investors to increased issuance.<\/p>\n\n\n\n<p>The plan will be presented to the president before the mini-budget scheduled for 1 November, at which Finance Minister Enoch Godongwana is expected to announce a package of measures to control spending.<\/p>\n\n\n\n<p>The recommendations will place Ramaphosa in a tough position ahead of elections next year when members of his ruling African National Congress will likely pressure him to maintain massive social-spending programs. These include the extension of a temporary grant to help cushion the impact of the Covid-19 pandemic.<\/p>\n\n\n\n<p>Opinion polls show the ANC at risk of losing its majority in the vote.<\/p>\n\n\n\n<p>Ramaphosa already sounds reluctance to bow to his Treasury\u2019s plans, saying on Sept. 2 that cutting spending was \u201cnot necessarily\u201d the solution to the nation\u2019s pending fiscal crisis.<\/p>\n\n\n\n<p>During his State of the Nation address in February, Ramaphosa said the Treasury had outlined savings of 27 billion rand ($1.4 billion) by reconfiguring the state.
