{"id":737449,"date":"2023-12-11T16:02:15","date_gmt":"2023-12-11T14:02:15","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=737449"},"modified":"2023-12-11T16:02:15","modified_gmt":"2023-12-11T14:02:15","slug":"governments-plan-to-fix-eskom-sized-crisis-takes-big-step","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/737449\/governments-plan-to-fix-eskom-sized-crisis-takes-big-step\/","title":{"rendered":"Government&#8217;s plan to fix Eskom-sized crisis takes big step"},"content":{"rendered":"\n<p>The Freight Logistics Roadmap \u2013 aimed at addressing the serious challenges in that industry \u2013 has been approved for publication by Cabinet.<\/p>\n\n\n\n<p>The roadmap also sets out to reform the logistics system in the long run.<\/p>\n\n\n\n<p>Over the past few weeks, Transnet \u2013 South Africa\u2019s government-owned freight rail, ports and logistics company \u2013 has been hard at work to resolve severe truck congestion challenges at its Richard\u2019s Bay port, including ramping up the number of locomotives available on its lines servicing the port.<\/p>\n\n\n\n<p>Speaking during a post-Cabinet media briefing on Monday, Minister in the Presidency Khumbudzo Ntshavheni said the current challenges in the industry \u201cpose a significant constraint\u201d on the South African economy, its growth prospects and job creation.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"Rxk3PIbT5f\"><a href=\"https:\/\/businesstech.co.za\/news\/business\/734617\/warning-over-delivery-delays-stock-shortages-and-higher-prices-hitting-south-africans-this-christmas-1\/\">Warning over delivery delays, stock shortages and higher prices hitting South Africans this Christmas<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Warning over delivery delays, stock shortages and higher prices hitting South Africans this Christmas&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/business\/734617\/warning-over-delivery-delays-stock-shortages-and-higher-prices-hitting-south-africans-this-christmas-1\/embed\/#?secret=LTZmoof3Yr#?secret=Rxk3PIbT5f\" data-secret=\"Rxk3PIbT5f\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>\u201cThe immediate priority is to stabilise and improve the operational performance of the freight rail network, which presents a severe constraint on exports.<\/p>\n\n\n\n<p>\u201cThe main implementation mechanism for the short-term interventions will oversee operational improvement through five corridors, with full alignment with the Transnet board approved turnaround plan which identifies short and medium term actions to improve operations and stabilise the company\u2019s finances,\u201d she said.<\/p>\n\n\n\n<p>The three areas of intervention proposed in the roadmap include:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Operations and rolling stock improvements: This includes returning long-standing locomotives to service through agreements with Original Equipment Manufacturers (OEMs) to ensure a supply of spares, or through the appointment of a step-in OEM.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Security and safety of the rail network: This includes collaboration with law enforcement agencies to ensure the safety of the network.<\/li>\n<\/ul>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A capital investment programme both for the expansion plans and also to sustain operations.<\/li>\n<\/ul>\n\n\n\n<p>\u201cIn addition, the roadmap outlines a path to implement the commitments made in the National Rail Policy and the National Commercial Ports Policy and plans for the reform of the freight logistics system,\u201d she said.<\/p>\n\n\n\n<p>Meanwhile, the Draft Rail Private Sector Participation (PSP) Framework has been considered and approved by Cabinet.<\/p>\n\n\n\n<p>According to Ntshavheni, the framework aims to \u201cprovide an interim approach to and a model for future decision-making to enable private sector participation in the railway infrastructure system\u201d.<\/p>\n\n\n\n<p>\u201cGiven the current challenges within the railway infrastructure, the Rail PSP Framework proposes the commencement of private sector participation through opportunities that are aimed at fixing the railway infrastructure first.<\/p>\n\n\n\n<p>\u201cThe Rail PSP Framework recommended the adoption of the cooperative governance and integrated approach to rail private sector participation for implementation.<\/p>\n\n\n\n<p>\u201cAccordingly, this approach is fully compliant to the PFMA and Company\u2019s Act and will require the PSP unit within the Department of Transport and the Rail SOC to publish a network statement for endorsement by the Rail Economic Regulatory Capacity (interim),\u201d Ntshavheni said.<\/p>\n\n\n\n<p>The Department of Transport is expected to establish a PSP unit to identify and prioritise projects and develop an implementation plan to facilitate PSP initiatives.&nbsp;<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Read<\/strong>: <a href=\"https:\/\/businesstech.co.za\/news\/government\/737077\/critical-skills-heading-to-the-exit-over-nhi\/\" target=\"_blank\" rel=\"noreferrer noopener\">Critical skills heading to the exit over NHI<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>Government is making progress in getting South Africa back &#8220;on track.&#8221;
