{"id":739287,"date":"2023-12-19T15:30:00","date_gmt":"2023-12-19T13:30:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=739287"},"modified":"2023-12-20T07:34:15","modified_gmt":"2023-12-20T05:34:15","slug":"eskom-needs-more-electricity-price-hikes-to-survive-de-ruyter","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/739287\/eskom-needs-more-electricity-price-hikes-to-survive-de-ruyter\/","title":{"rendered":"Eskom needs more electricity price hikes to survive &#8211; De Ruyter"},"content":{"rendered":"\n<p>Former Eskom CEO Andre de Ruyter says that the latest Eskom bailout is not sufficient, and the power utility will be back at the National Treasury&#8217;s door begging for more money if electricity tariffs don&#8217;t match the cost of electricity generation.<\/p>\n\n\n\n<p>Earlier this year, the National Treasury allotted a R254 billion debt-relief package to deal with some of its R400 billion debt. <\/p>\n\n\n\n<p>Despite the support, Eskom\u2019s debt sits at R408.62 billion, 6% more than a year earlier.<\/p>\n\n\n\n<p>In a recent presentation to Parliament\u2019s Public Enterprises Committee, Eskom said it is forecasting a loss of R23.2 billion for the year while posting a R1.62 billion interim profit in the period through 30 September 2023, from a prior R3.8 billion profit a year earlier.<\/p>\n\n\n\n<p>Speaking to <a rel=\"noreferrer noopener\" href=\"https:\/\/www.businesslive.co.za\/bd\/national\/2023-12-18-podcast-eskom-will-be-back-at-treasurys-door-in-3-4-years-without-tariff-reform-de-ruyter-says\/\" target=\"_blank\">Business Day Spotlight<\/a>, De Ruyter stated that the bailout was essential for Eskom&#8217;s recovery, but it alone would not be enough. He mentioned that he would have included one more requirement in the debt relief package: that Eskom obtains cost-reflective tariffs from Nersa \u2013 the national energy regulator \u2013 which has often granted Eskom less than what it has asked for.<\/p>\n\n\n\n<p><strong>\u201cIf we do not get them, Eskom doesn\u2019t get cost-reflective tariffs, then in three to four years\u2019 time, the entity will be back at Treasury\u2019s door with a begging bowl, asking for more<\/strong>, because its costs will be higher than its revenues. You don\u2019t need to be a business wizard to understand that,\u201d De Ruyter said.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>How electricity tariffs have changed in South Africa<\/strong><\/p>\n\n\n\n<p>Energy regulator Nersa granted Eskom an 18.65% increase in tariffs for direct customers, effective April 2023, with another municipal electricity tariff increase of 15.1% taking effect in July 2023.<\/p>\n\n\n\n<p>The price hikes will take the average electricity tariff in South Africa from just over R1.46 per kWh to around R1.84. The average reflects the national average \u2013 urban customers who consume power in higher blocks will pay significantly more than this.<\/p>\n\n\n\n<p>In the CPI basket, electricity prices also far outstrip headline inflation, coming in at an average of 14.5% across all provinces.<\/p>\n\n\n\n<p>According to an economic bulletin <a href=\"https:\/\/businesstech.co.za\/news\/government\/716800\/why-youre-paying-450-more-for-electricity-since-load-shedding-started\/\" target=\"_blank\" rel=\"noreferrer noopener\">published<\/a> by the South African Reserve Bank (SARB) \u2013 written by economists Zaakirah Ismail and Christopher Wood \u2013 <strong>since load shedding started in 2008, electricity has increased by a shocking 450%<\/strong>, drastically outstripping CPI by 352%, with inflation recorded at 98% over the same period. <\/p>\n\n\n\n<p>Despite this, Nersa also granted Eskom a further 12.74% tariff increase effective in April 2024.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/12\/Screenshot-2023-08-30-094952.png\"><img loading=\"lazy\" decoding=\"async\" width=\"845\" height=\"539\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/12\/Screenshot-2023-08-30-094952.png\" alt=\"\" class=\"wp-image-739291\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/12\/Screenshot-2023-08-30-094952.png 845w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/12\/Screenshot-2023-08-30-094952-300x191.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2023\/12\/Screenshot-2023-08-30-094952-768x490.png 768w\" sizes=\"auto, (max-width: 845px) 100vw, 845px\" \/><\/a><\/figure>\n\n\n\n<p>According to the economists, this massive increase in tariffs results from the significant impacts on Eskom\u2019s capital expenditure (due to decades of neglect of its fleet) and declining sales as consumers move away from the utility\u2019s services.
