{"id":747052,"date":"2024-01-31T10:24:00","date_gmt":"2024-01-31T08:24:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=747052"},"modified":"2024-01-31T15:42:36","modified_gmt":"2024-01-31T13:42:36","slug":"no-win-situation-for-eskom","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business-opinion\/747052\/no-win-situation-for-eskom\/","title":{"rendered":"No-win situation for Eskom"},"content":{"rendered":"\n<p>Power utility Eskom appears to be under pressure to suspend load shedding &#8211; even if it should be obvious that energy isn&#8217;t available to do so.<\/p>\n\n\n\n<p>The latest power blackout statistics compiled by independent energy analyst Pieter Jordaan shows that South Africa&#8217;s power situation continued to deteriorate in the fourth week of the year, with full power available only 16% of the time.<\/p>\n\n\n\n<p>2024 has started off with a declining trend in power availability, with fading suspensions pointing to Eskom more frequently being unable to meet demand &#8211; despite demand being at record lows.<\/p>\n\n\n\n<p>Jordaan said this confirms that the risk of a major crisis episode is still very much present in the system.<\/p>\n\n\n\n<p>While load shedding is far less severe in January 2024 compared to January 2023, nothing much has changed on Eskom&#8217;s end in terms of energy availability.<\/p>\n\n\n\n<p>According to Jordaan, drastically lower demand compared to last year has made it possible for the utility to keep its maintenance rate above 18%, which is unprecedented for this time of year. <\/p>\n\n\n\n<p>This has given politicians room to boast about the utility&#8217;s stringent maintenance regime &#8211; even as the group struggles to meet lower levels of demand most of the time.<\/p>\n\n\n\n<p>Another huge problem that has cropped up is that maintenance is also carrying on for longer, with Eskom admitting it isn&#8217;t always able to return these units back to service on time. In these cases, the utility has opted to spin these delays as <a href=\"https:\/\/businesstech.co.za\/news\/energy\/746305\/load-shedding-pushed-higher-thanks-to-eskom-maintenance\/\"><strong>&#8220;opportunities&#8221; to do more &#8220;preventative maintenance&#8221;<\/strong><\/a>.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/Blackouts-24w04.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"473\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/Blackouts-24w04-1024x473.jpg\" alt=\"\" class=\"wp-image-747074\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/Blackouts-24w04-1024x473.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/Blackouts-24w04-300x139.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/Blackouts-24w04-768x355.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/Blackouts-24w04.jpg 1091w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p><strong>No-win scenario<\/strong><\/p>\n\n\n\n<p>Eskom&#8217;s ambitious maintenance regime carries big risks, Jordaan said. <\/p>\n\n\n\n<p>&#8220;Due to a lack of reserve coal-fired capacity, a few broken down units can change the outlook pretty fast,&#8221; he said.<\/p>\n\n\n\n<p>This was seen over the past weekend when Eskom had <a href=\"https:\/\/businesstech.co.za\/news\/energy\/745933\/forget-load-shedding-suspensions-eskom-ramps-up-outages-as-units-go-down\/\"><strong>planned to suspend load shedding<\/strong><\/a>, but was quickly forced to implement <a href=\"https:\/\/businesstech.co.za\/news\/energy\/745987\/stage-2-load-shedding-here-to-stay\/\"><strong>permanent stage 2 load shedding<\/strong><\/a> at short notice as capacity dropped.<\/p>\n\n\n\n<p>Jordaan said <strong>Eskom would have been well aware of this eventuality<\/strong> because, by Friday, it had already run down its pumped storage reserves to 25% and had to rely on independent open cycle gas turbines (OCGTs) for two days solid at a load factor of 70%. <\/p>\n\n\n\n<p>&#8220;Eskom had skimped on its own diesel generation due to the depletion of its fuel budget &#8211; but was forced into action to try and replenish the critically low pumped storage reserves,&#8221; Jordaan said.<\/p>\n\n\n\n<p>This means that the 55 GWh, of pumped storage via diesel generation, on Friday and Saturday at R10\/kWh, caused a minimum of R7\/kWh loss to Eskom &#8211; equating to R385 million, which the company may try to recoup in future tariff hikes.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/OCGT-pumphed-hydro-24w04.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"702\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/OCGT-pumphed-hydro-24w04-1024x702.jpg\" alt=\"\" class=\"wp-image-747062\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/OCGT-pumphed-hydro-24w04-1024x702.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/OCGT-pumphed-hydro-24w04-300x206.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/OCGT-pumphed-hydro-24w04-768x527.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/01\/OCGT-pumphed-hydro-24w04.jpg 1089w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p><strong>Just keep spinning<\/strong><\/p>\n\n\n\n<p>What stands out in the current energy situation is that the political spin around Eskom&#8217;s performance is completely out of step with the reality on the ground.<\/p>\n\n\n\n<p>Last week, electricity minister Kgosientsho Ramokgopa boldly told the nation that the utility was showing progress and that <a href=\"https:\/\/businesstech.co.za\/news\/business-opinion\/745335\/the-big-eskom-turnaround-lie\/\"><strong>the country was &#8220;turning a corner&#8221; on load shedding<\/strong><\/a>.<\/p>\n\n\n\n<p>All evidence, however, pointed to this not being the case.
