{"id":752823,"date":"2024-02-19T10:41:09","date_gmt":"2024-02-19T08:41:09","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=752823"},"modified":"2024-02-20T07:48:07","modified_gmt":"2024-02-20T05:48:07","slug":"another-gauteng-metro-risks-losing-r600-million-in-funding","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/752823\/another-gauteng-metro-risks-losing-r600-million-in-funding\/","title":{"rendered":"Another Gauteng metro risks losing R600 million in funding"},"content":{"rendered":"\n<p>It has come to light that a third major Gauteng metropolitan, the City of Ekurhuleni, has been warned by the National Treasury that it risks losing R607 million due to underperformance and noncompliance of grant expenditures.<\/p>\n\n\n\n<p>Last week, Ekurhuleni was amongst its provincial peers, <a href=\"https:\/\/businesstech.co.za\/news\/government\/751929\/joburg-and-tshwane-face-massive-funding-cuts\/\" data-type=\"link\" data-id=\"https:\/\/businesstech.co.za\/news\/government\/751929\/joburg-and-tshwane-face-massive-funding-cuts\/\" target=\"_blank\" rel=\"noreferrer noopener\">Johannesburg and Tshwane<\/a>, to have received letters from Treasury deputy director-general Malijeng Ngqaleni proposing to stop a portion of allocations of grants due to reported allocated expenditure sitting below 45% (Johannesburg and Ekurhuleni) and 40% (Tshwane).<\/p>\n\n\n\n<p>The letters said that the Treasury intends to invoke a section of the Division of Revenue Act which allows for it to either fully or partially stop the transfer of the grant allocations to a municipality if it anticipates that the municipality would substantially underspend the funding.<\/p>\n\n\n\n<p>The various grants are allocated for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Project preparation;<\/li>\n\n\n\n<li>Urban settlement development;<\/li>\n\n\n\n<li>Upgrading of informal settlements;<\/li>\n\n\n\n<li>Public transport;<\/li>\n\n\n\n<li>Neighbourhood development.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>As such, the three metropolitans risk losing more than R2.4 billion:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Johannesburg risks forfeiting R1.2 billion;<\/li>\n\n\n\n<li>Tshwane risks forfeiting R635 million;<\/li>\n\n\n\n<li>Ekurhuleni risks forfeiting R607 million.<\/li>\n<\/ul>\n\n\n\n<p>The EFF, which co-governs the Ekurhuleni metro and has its provincial chairperson Nkululeko Dungo holding the city&#8217;s finance portfolio, confirmed this in a letter.<\/p>\n\n\n\n<p>&#8220;The City of Ekurhuleni cannot afford to return any of the funds to the National Treasury for any reason because our people are in desperate need of service delivery,&#8221; the party said.<\/p>\n\n\n\n<p>It said that the city, along with other metropolitans, is &#8220;under serious strain due to the economic downturn&#8221; in collecting revenue and thus needs the grants. It added that expenditure &#8220;is going to improve to more than 95%&#8221;, pointing to &#8220;compliance with supply chain management policies&#8221; as the reason for the delay.<\/p>\n\n\n\n<p>These Gauteng metros, governed at times by unstable coalitions, have been plagued by financial issues, adversely impacting service delivery.<\/p>\n\n\n\n<p>Tshwane mayor Cilliers Brink said that the city \u201ctakes this risk very seriously\u201d and \u201cwill give a full account of our situation to the National Treasury and outline plans to spend our full capital allocation.\u201d<\/p>\n\n\n\n<p>City of Johannesburg spokesperson Nthatisi Modingoane said that the city wants &#8220;to assure our residents that a majority of the allocated funds have already been committed and contractors are currently working on approved projects.\u201d<\/p>\n\n\n\n<p>Recently, Ekurhuleni has been <a href=\"https:\/\/businesstech.co.za\/news\/government\/747932\/auditor-general-ekurhuleni-stand-off\/\" data-type=\"link\" data-id=\"https:\/\/businesstech.co.za\/news\/government\/747932\/auditor-general-ekurhuleni-stand-off\/\" target=\"_blank\" rel=\"noreferrer noopener\">having a stand-off with the auditor general<\/a> over its audit outcome.
