{"id":755449,"date":"2024-02-27T15:16:56","date_gmt":"2024-02-27T13:16:56","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=755449"},"modified":"2024-02-27T15:17:02","modified_gmt":"2024-02-27T13:17:02","slug":"government-not-blacklisting-companies-caught-up-in-corruption","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/755449\/government-not-blacklisting-companies-caught-up-in-corruption\/","title":{"rendered":"Government not blacklisting companies caught up in corruption"},"content":{"rendered":"\n<p>The Special Investigating Unit (SIU) has told parliament&#8217;s Standing Committee on Public Accounts (SCOPA) that despite some evident progress, government remains slow in implementing some of its recommendations pertaining to corruption.<\/p>\n\n\n\n<p>This is particularly to do with barring implicated suppliers from receiving future public funds.<\/p>\n\n\n\n<p>&#8220;The poor response to recommendations for restricting suppliers highlights the need for reforms,&#8221; said the SIU in an investigations progress report update.<\/p>\n\n\n\n<p>This statement stems from its Covid-19 tender procurement investigations &#8211; which has seen 70 guilty convictions since June 2021. <\/p>\n\n\n\n<p>The SIU had recommended that 91 directors and 297 companies should be restricted from doing any business with government due to their implications in various forms of corruption. <\/p>\n\n\n\n<p>However, the SIU said that its most recent data indicates that <strong>none of the referred companies or individuals appear on the National Treasury&#8217;s Database of Restricted Suppliers.<\/strong><\/p>\n\n\n\n<p>The only entities that have taken heed of the recommendations to restrict various suppliers indicated in their investigations are Eskom and Transnet, said the SIU. <\/p>\n\n\n\n<p>In hopes of changing the status quo, the SIU has backed the <a href=\"https:\/\/www.gov.za\/sites\/default\/files\/gcis_document\/202312\/b18b2023publicprocurement.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">Public Procurement Bill<\/a> that is in the pipeline, saying that it would &#8220;simplify the current system for restricting suppliers and will allow for clear lines of accountability for taking action.&#8221;<\/p>\n\n\n\n<p><strong>Other important SIU updates<\/strong><\/p>\n\n\n\n<p>Since 2011, the SIU has recovered R3.35 billion in stolen state funds. &#8220;This is cash in hand and excludes the value of contracts set aside,&#8221; it said.<\/p>\n\n\n\n<p>In November 2019, President Ramaphosa established a Special Tribunal to fast track recoveries of public funds. &#8220;This intervention has significantly increased the ability of the state to recover misappropriated public funds,&#8221; said the SIU. <\/p>\n\n\n\n<p>The largest portion of recoveries from SIU investigations are from Eskom and Transnet &#8211; recovering over R2.06 billion from those two state-owned.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/02\/image-105.png\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"552\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/02\/image-105-1024x552.png\" alt=\"\" class=\"wp-image-755459\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/02\/image-105-1024x552.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/02\/image-105-300x162.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/02\/image-105-768x414.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/02\/image-105.png 1294w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">Government departments and amount recovered (as of February 2024).
