{"id":757507,"date":"2024-03-05T11:53:14","date_gmt":"2024-03-05T09:53:14","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=757507"},"modified":"2024-03-05T11:53:20","modified_gmt":"2024-03-05T09:53:20","slug":"changes-for-school-uniforms-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/757507\/changes-for-school-uniforms-in-south-africa\/","title":{"rendered":"Changes for school uniforms in South Africa"},"content":{"rendered":"\n<p>The Department of Basic Education (DBE) says it will consider reviewing the need for different summer and winter school uniforms in response to the SAHRC&#8217;s investigation into the affordability of uniforms in the country.<\/p>\n\n\n\n<p>The South African Human Rights Commission (SAHRC) undertook an assessment of critical issues surrounding various issues that impacted the rights and well-being of school learners across the country, raised in a report published in October 2023.<\/p>\n\n\n\n<p>The main issues flagged by the commission included the necessity to cap the costs of school uniforms to alleviate the financial burden on families. The DBE was tasked with setting a &#8220;reasonable&#8221; cap on this.<\/p>\n\n\n\n<p>However, presenting its response to the SAHRC&#8217;s report on Tuesday (5 March), the department said that it was not within its ambit to do so, saying that school uniform pricing is the domain of the Competition Commission.<\/p>\n\n\n\n<p>It said it has been consulting with various stakeholders on the matters raised by the commission, with the feedback generally indicating that the SAHRC has over-extended its designated powers to make various orders to the sector.<\/p>\n\n\n\n<p>Despite this, the department said it would consider revisions that are within its scope &#8211; such as possibly <strong>reviewing the necessity of different summer and winter uniforms and special uniforms for grade 12 learners<\/strong> in some cases.<\/p>\n\n\n\n<p><strong>Hair and expression<\/strong><\/p>\n\n\n\n<p>The SAHRC also flagged two other issues relating to the &#8220;over-regulation&#8221; of appearances at schools.<\/p>\n\n\n\n<p>These include rules around hair &#8211; especially where certain racial, gender and cultural groups are disproportionally affected &#8211; and permissions for gender-non-confirming learners to use gender-affirming uniforms.<\/p>\n\n\n\n<p>The department said that direction for learner appearances is expressed in School Codes of Conduct &#8211; and incidents in the past (circa 2016) have already led to conclusions that this code is updated and revised as soon as it is clear that it infringes on learners&#8217; rights.<\/p>\n\n\n\n<p>It noted that a protocol for the elimination of unfair discrimination in schools is being finalised, and sector guidance will be provided once that is done.<\/p>\n\n\n\n<p>&#8220;In the context of gender identities, the DBE has worked with (various bodies) and other stakeholders to consider a Draft Guideline for the Socio-educational Inclusion of Diverse Sexual Orientation, Gender Identity, Expression and Sex Characteristics (SOGIESC) in Schools, which will provide sector guidance on the matter of school uniforms among other aspects,&#8221; it said.<\/p>\n\n\n\n<p>The SOGIESC guidelines will provide sector guidance regarding school uniforms in relation to gender-diverse learners in school, it said.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/lifestyle\/752365\/trouble-for-private-school-fees-in-south-africa\/\">Trouble for private school fees in South Africa<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Department of Basic Education says it will consider reviewing rules around uniforms for schools across South Africa.<\/p>\n","protected":false},"author":10,"featured_media":653567,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[26],"class_list":["post-757507","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-headline"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/757507","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=757507"}],"version-history":[{"count":1,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/757507\/revisions"}],"predecessor-version":[{"id":757527,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/757507\/revisions\/757527"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/653567"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=757507"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=757507"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=757507"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
