{"id":769992,"date":"2024-05-01T15:00:00","date_gmt":"2024-05-01T13:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=769992"},"modified":"2024-05-01T15:00:57","modified_gmt":"2024-05-01T13:00:57","slug":"south-africas-r92-billion-sized-hole","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/769992\/south-africas-r92-billion-sized-hole\/","title":{"rendered":"South Africa&#8217;s R92 billion-sized hole"},"content":{"rendered":"\n<p>The South African government loses around R86 billion a year due to material irregularities in its financial statements, with provincial governments losing around R2.1 billion more and local governments losing another R3.9 billion (R92 billion total).\u00a0<\/p>\n\n\n\n<p>According to the <a href=\"https:\/\/www.imf.org\/en\/Publications\/technical-assistance-reports\/Issues\/2024\/04\/15\/South-Africa-Technical-Assistance-Report-Fiscal-Transparency-Evaluation-547665\" target=\"_blank\" rel=\"noreferrer noopener\">Fiscal Transparency Evaluation Report<\/a> by the International Monetary Fund (IMF) for South Africa, a team from the IMF&#8217;s Fiscal Affairs Department (FAD) conducted a Fiscal Transparency Evaluation (FTE) from 11 to 25 July 2023, at the request of the National Treasury. <\/p>\n\n\n\n<p>During the evaluation, the IMF held several meetings with senior staff of the National Treasury, including deputy director generals Edgar Sishi and Duncan Pieterse.<\/p>\n\n\n\n<p>The report noted that the National Treasury has been &#8220;commendably transparent&#8221; in its reporting practices and has maintained strict oversight of public finances despite the widespread corruption and governance issues plaguing the state.<\/p>\n\n\n\n<p>Despite the compliment, the report further noted the government&#8217;s financial reporting has been consistently marred by material irregularities that have remained unaddressed. <\/p>\n\n\n\n<p>To better understand the extent of these irregularities and their primary causes, the IMF team analysed audit reports provided by the Auditor-General, which revealed significant losses due to material irregularities.<\/p>\n\n\n\n<p>Material irregularity is a term that refers to a situation where a person fails to comply with legal requirements, engages in fraud or theft, or violates their entrusted duty. <\/p>\n\n\n\n<p>Such actions can cause significant financial loss, misuse or loss of public resources, or harm to public institutions or the general public. <\/p>\n\n\n\n<p>The Auditor General&#8217;s annual reports are a valuable source of information. <\/p>\n\n\n\n<p>They provide detailed insights into the number of material irregularities found in each government sphere and the estimated financial loss resulting from them. <\/p>\n\n\n\n<p>According to the latest report, 60 material irregularities were identified in the national government, which is a significant cause of concern. <\/p>\n\n\n\n<p>These irregularities have resulted in an estimated financial loss of R86 billion, which is a huge amount and highlights the need for better financial management and accountability within the government.<\/p>\n\n\n\n<p>At the provincial level of government, 82 instances of irregularities were identified, which amounted to a total of R2.1 billion. <\/p>\n\n\n\n<p>At the local government level, 185 irregularities were pointed out, with a total value of R3.9 billion, for an estimated R92 billion in lost funds. <\/p>\n\n\n\n<p>These irregularities included issues related to procurement, resource management, revenue management, fraud, and compliance. <\/p>\n\n\n\n<p>Material irregularities are a significant reason behind repeated qualified (unclean) audits across government entities. <\/p>\n\n\n\n<p>While unqualified (clean) audit reports have slightly improved over time, they still only make up 24% of all audit report opinions.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<p><strong>Read: <a href=\"https:\/\/businesstech.co.za\/news\/government\/769847\/r3-billion-performance-bonuses-for-government-workers\/\">R3 billion \u2018performance\u2019 bonuses for government workers<\/a><\/strong><\/p>\n","protected":false},"excerpt":{"rendered":"<p>An independent evaluation by the International Monetary Fund (IMF) quantified the billions lost to financial irregularities<\/p>\n","protected":false},"author":10,"featured_media":768311,"comment_status":"closed","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[853,17517],"class_list":["post-769992","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-south-africa","tag-the-international-monetary-fund-imf"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/769992","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=769992"}],"version-history":[{"count":4,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/769992\/revisions"}],"predecessor-version":[{"id":770205,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/769992\/revisions\/770205"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/768311"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=769992"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=769992"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=769992"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
