{"id":774241,"date":"2024-05-29T12:00:00","date_gmt":"2024-05-29T10:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=774241"},"modified":"2024-05-28T17:14:33","modified_gmt":"2024-05-28T15:14:33","slug":"tax-revolt-in-south-africa-is-already-happening","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business-opinion\/774241\/tax-revolt-in-south-africa-is-already-happening\/","title":{"rendered":"Tax revolt in South Africa is already happening"},"content":{"rendered":"\n<p>South African taxpayers have historically been successful at resisting forced government policies they deem unjust\u2014and failing that, thousands have just called it quits on the country altogether.<\/p>\n\n\n\n<p>South African taxpayers are already significantly overburdened &#8211; with the government&#8217;s demands for more revenue piling added pressure onto a strained and tiny tax base.<\/p>\n\n\n\n<p>While the country has over 24 million registered taxpayers in a population of over 60 million people, only a fraction of this\u2014around 5 million\u2014account for the bulk of taxes.<\/p>\n\n\n\n<p>Despite this, the ANC-led government has promised that this tax base will foot the bill free &#8216;quality&#8217; and &#8216;comprehensive&#8217; healthcare and a monthly stipend in the form of a basic income grant. This is over and above paying for the plethora of other deteriorating public services.<\/p>\n\n\n\n<p>One of these promises has already been followed through by President Cyril Ramaphosa, who signed the National Health Insurance (NHI) into law in May. The <a href=\"https:\/\/businesstech.co.za\/news\/government\/770319\/basic-income-grant-for-south-africa-is-coming\/\"><strong>foundation for the BIG has already been laid<\/strong><\/a> with the R370 Social Relief of Distress grant, which has been extended to 2025 (and likely beyond).<\/p>\n\n\n\n<p>Both of these ambitions will require billions of rands to implement, with the NHI estimated to cost at least R200 billion a year to run (conservatively) and the SRD grant costing close to R40 billion a year to maintain on an already-strained budget.<\/p>\n\n\n\n<p>The government has made it clear that taxpayers will cover this. <\/p>\n\n\n\n<p>The NHI foresees tax hikes down the line in the form of<a href=\"https:\/\/businesstech.co.za\/news\/business-opinion\/771995\/nhi-triple-tax-and-the-end-of-medical-aids-what-you-need-to-know\/\"><strong> payroll taxes, income tax surcharges and removing medical aid tax credits<\/strong><\/a>. It has been proposed that a wealth tax be implemented to fund the BIG.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"k1DmNBwWXU\"><a href=\"https:\/\/businesstech.co.za\/news\/government\/773921\/big-tax-hikes-for-south-africa-are-coming\/\">Big tax hikes for South Africa are coming<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Big tax hikes for South Africa are coming&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/773921\/big-tax-hikes-for-south-africa-are-coming\/embed\/#?secret=A1qveB2xc3#?secret=k1DmNBwWXU\" data-secret=\"k1DmNBwWXU\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>The government may find, though, that taxpayers might not be happy to cover these costs\u2014and some may not stick around to see them become a reality.<\/p>\n\n\n\n<p>Especially not while the government continues to <a href=\"https:\/\/businesstech.co.za\/news\/business-opinion\/773541\/the-number-thats-killing-south-africa\/\"><strong>spend collected taxes so poorly that it actively damages the economy<\/strong><\/a> and fails to create any value.<\/p>\n\n\n\n<p><strong>Tax revolt<\/strong><\/p>\n\n\n\n<p>South African taxpayers have successfully revolted against what they perceive to be unjust government tax collections on several occasions.<\/p>\n\n\n\n<p>The most recent tax revolt that proved a success was the snuffing out of e-tolls in Gauteng, where almost 90% of motorists\u2014who were obligated by law to pay toll fees for using critical main routes on Joburg&#8217;s freeways\u2014simply did not.<\/p>\n\n\n\n<p>This led to the failure of the system on a fundamental level, where the toll collectors were unable to pursue motorists for not paying, and the Constitutionality of the system was never fully tested in court.<\/p>\n\n\n\n<p>After 11 long years of pushback since its launch\u2014and the ANC government&#8217;s refusal to accept defeat\u2014the system was finally killed off in early 2024, leaving a massive dent in the country&#8217;s budget, and the Gauteng provincial government saddled with billions of rands in debt.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"c16UtCkuST\"><a href=\"https:\/\/businesstech.co.za\/news\/government\/767720\/e-tolls-go-dark-in-south-africa-its-finally-over\/\">E-tolls go dark in South Africa \u2013 it&#8217;s finally over<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;E-tolls go dark in South Africa \u2013 it&#8217;s finally over&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/767720\/e-tolls-go-dark-in-south-africa-its-finally-over\/embed\/#?secret=niJnZYyC1n#?secret=c16UtCkuST\" data-secret=\"c16UtCkuST\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>A much longer tax revolt is still ongoing with the SABC and TV Licences. All TV owners are required to have a licence and pay the annual fee of R265.<\/p>\n\n\n\n<p>As with e-tolls, though, around only 13% of South Africans are actually compliant, and historical TV licence debt has also climbed to over R44 billion, with at least 9.2 million defaulters as of last year.<\/p>\n\n\n\n<p>Despite the outright rejection of this taxing policy, the SABC and the national government are still seeking ways to extract funding from TV users.<\/p>\n\n\n\n<p>In 2020, the SABC controversially proposed requiring a TV licence for all devices that can access its services, including Internet-connected products like smartphones, tablets, and laptops.<\/p>\n\n\n\n<p>In 2021, it changed its stance. Instead, the broadcaster proposed replacing the TV licence with a household broadcasting levy as part of its submission on amendments to the Broadcasting Act, otherwise referred to as the SABC Bill.<\/p>\n\n\n\n<p>As it stands, this is still the supported proposal, but how it aims to actually collect this fee is still up in the air.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"eVkUBNeOwG\"><a href=\"https:\/\/businesstech.co.za\/news\/government\/742693\/warning-over-tv-licences-in-south-africa\/\">Warning over TV Licences in South Africa<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;Warning over TV Licences in South Africa&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/742693\/warning-over-tv-licences-in-south-africa\/embed\/#?secret=GY8FYzE8wx#?secret=eVkUBNeOwG\" data-secret=\"eVkUBNeOwG\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p><strong>The biggest tax revolt<\/strong><\/p>\n\n\n\n<p>However, the biggest and most impactful tax revolt in South Africa has been taxpayers simply calling it quits and leaving.<\/p>\n\n\n\n<p>Close to 1 million South African citizens have emigrated to other countries, with over 170,000 having left in the past decade.<\/p>\n\n\n\n<p>Worryingly, these leavers represent a significant number of wealthy and skilled individuals.
