{"id":778446,"date":"2024-06-24T17:00:00","date_gmt":"2024-06-24T15:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=778446"},"modified":"2024-06-24T15:08:22","modified_gmt":"2024-06-24T13:08:22","slug":"the-province-in-south-africa-on-the-verge-of-having-more-people-unemployed-than-working","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business\/778446\/the-province-in-south-africa-on-the-verge-of-having-more-people-unemployed-than-working\/","title":{"rendered":"The province in South Africa on the verge of having more people unemployed than working"},"content":{"rendered":"\n<p>The Eastern Cape is on track to be the second province in South Africa with more unemployed people than working people\u2014the first being the North-West province\u2014which is causing rising tensions in some parts of the province. <\/p>\n\n\n\n<p>The latest Quarterly Labour Force Survey (QFLS), published by Statistics South Africa in February), shows that the official unemployment increased by 0.8% from 32.1% in the fourth quarter of 2023 to 32.9% in the first quarter of 2024.<\/p>\n\n\n\n<p>According to the data, the number of unemployed persons increased by 330,000 to 8.2 million over the same quarter.<\/p>\n\n\n\n<p>While the official employment rate sits at almost 33%, some provinces are far worse off than others. <\/p>\n\n\n\n<p>The Western Cape has the lowest unemployment rate (standard definition) in South Africa at 21.4%, meaning it has the most people working versus unemployed in the country.<\/p>\n\n\n\n<p>By contrast, the Eastern Cape has consistently been above the average official unemployment rate over the last ten years.<\/p>\n\n\n\n<p>However, when considering the broader definition of unemployment, which includes discouraged job seekers, the situation is much more dire for most provinces in South Africa. <\/p>\n\n\n\n<p>The extended unemployment rate in South Africa\u2019s provinces ranges from 26% to 54%. According to the expanded definition, the Western Cape is the only province with a rate below 30%. <\/p>\n\n\n\n<p>One province, <strong>the North West, has more adults out of work and not looking for work than those who are employed, with an unemployment rate of 53.6%. <\/strong><\/p>\n\n\n\n<p><strong>The Eastern Cape closely follows, with an unemployment rate of 49.1%.<\/strong><\/p>\n\n\n\n<p>This means the Eastern Cape is less than 1% away from joining the North West as having more unemployed people than working people. <\/p>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"454\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-163516-1024x454.png\" alt=\"\" class=\"wp-image-771953\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-163516-1024x454.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-163516-300x133.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-163516-768x340.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-163516.png 1463w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<figure class=\"wp-block-image\"><img loading=\"lazy\" decoding=\"async\" width=\"1021\" height=\"494\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-162952.png\" alt=\"\" class=\"wp-image-771956\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-162952.png 1021w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-162952-300x145.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/05\/Screenshot-2024-05-14-162952-768x372.png 768w\" sizes=\"auto, (max-width: 1021px) 100vw, 1021px\" \/><\/figure>\n\n\n\n<p>This reality has already resulted in rising tensions in parts of the province. <\/p>\n\n\n\n<p>The high unemployment rate in the Nelson Mandela Bay metro area in the Eastern Cape has led to intense job competition between residents and foreign nationals. <\/p>\n\n\n\n<p>Local residents feel disadvantaged as foreign nationals often offer cheap labour, making it difficult for locals to secure job opportunities. <\/p>\n\n\n\n<p>Conversely, foreign nationals believe that offering inexpensive labour increases their chances of finding employment as outsiders in the area. <\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignleft size-full is-resized\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/06\/Bagraim-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"600\" height=\"667\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/06\/Bagraim-1.jpg\" alt=\"\" class=\"wp-image-778480\" style=\"width:300px;height:auto\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/06\/Bagraim-1.jpg 600w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/06\/Bagraim-1-270x300.jpg 270w\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Michael Bagraim<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>According to Labour lawyer Michael Bagraim, blaming foreigners for the majority of the problems is misguided. <\/p>\n\n\n\n<p>He said foreign nationals\u2014legal and illegal\u2014 make up less than 1% of the labour force. &#8220;Unfortunately, this group of people is just an easy scapegoat,&#8221; he said. <\/p>\n\n\n\n<p>However, Bagraim added that South Africa still has problems related to foreigners. <\/p>\n\n\n\n<p>&#8220;The borders are mismanaged and porous, and the Department of Employment and Labour has neglected its inspectorate duties, with little being done to manage who is and isn&#8217;t meant to be employed,&#8221; he said. <\/p>\n\n\n\n<p>He also said that employers share the responsibility and should not employ anyone not registered or undocumented in South Africa, but again, there needs to be enforcement. <\/p>\n\n\n\n<p>Bagraim explained, however, that foreign nationals are a vital part of the labour force and often include highly qualified individuals who contribute positively to the economy. <\/p>\n\n\n\n<p>Nevertheless, long queues of job seekers waiting for temporary job opportunities have become a common sight at busy street corners, especially in the Eastern Cape.<\/p>\n\n\n\n<p>In response, the Department of Employment and Labour has called on unemployed South Africans to register on its database to increase their chances of finding work. <\/p>\n\n\n\n<p>&#8220;Registering will allow us [the Department of Labour] to refer job seekers to our stakeholders looking to fill positions across the country, whether it be formal or informal work,&#8221;
