{"id":791629,"date":"2024-09-18T16:14:31","date_gmt":"2024-09-18T14:14:31","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=791629"},"modified":"2024-11-19T16:48:32","modified_gmt":"2024-11-19T14:48:32","slug":"criminal-mafias-are-going-after-these-7-targets-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/791629\/criminal-mafias-are-going-after-these-7-targets-in-south-africa\/","title":{"rendered":"Criminal mafias are going after these 7 targets in South Africa"},"content":{"rendered":"\n<p>The escalation of the prevalence and severity of criminal extortion groups targeting increasing segments South Africa continues to impede the country\u2019s potential.<\/p>\n\n\n\n<p>Despite 6,056 extortion cases reported between April 2019 and March 2024, only 178 resulted in convictions, which some say reflects a systemic issue in both cases themselves and the nature of the crimes, as many complainants withdraw their cases due to fear of retaliation from extortionists.<\/p>\n\n\n\n<p>This was outlined by the National Joint Operational and Intelligence Structure (Natjoints), which appeared before Parliament&#8217;s Portfolio Committee on Police on 18 September to provide an update on interventions and plans to curb extortions in the country. <\/p>\n\n\n\n<p>&#8220;These [extortion] groupings have organised themselves into units known as &#8216;local business forums&#8217; and have invaded various sector sites across the country, demanding money or a stake in development projects,&#8221; said Natjoints.<\/p>\n\n\n\n<p>\u201cWe acknowledge that it is not a new phenomenon. However, it is continuously migrating and increasing,\u201d Lieutenant General HK Senthumule told MPs.&nbsp;&nbsp;<\/p>\n\n\n\n<p>According to the presentation, some prevalent sectors in South Africa which have been badly bruised by extortionists include (but are far from limited to):<\/p>\n\n\n\n<figure class=\"wp-block-table\"><div class=\"table-responsive\"><table class=\"table\"><thead><tr><th><strong>Sector<\/strong><\/th><th><strong>Extortion Typology<\/strong><\/th><\/tr><\/thead><tbody><tr><td><strong>Construction Sector<\/strong><\/td><td>Construction mafias disrupt sites, posing as business forums and demanding money or stakes in development projects.<\/td><\/tr><tr><td><strong>Transport Sector<\/strong><\/td><td>Chairpersons of associations demand a share from taxi drivers or owners for scholar transport services, per load.<\/td><\/tr><tr><td><strong>Municipalities<\/strong><\/td><td>Groups invade boardrooms during Bid Evaluation Committee meetings, demanding tenders and threatening supply chain officials.<\/td><\/tr><tr><td><strong>Security Sector<\/strong><\/td><td>Security companies are targeted, with demands for up to 30% of contracts or threats made to guards and managers.<\/td><\/tr><tr><td><strong>Mining Sector<\/strong><\/td><td>Mining companies like Anglo American and Glencore face demands for up to 30% of procurement contracts, with threats to executives for non-compliance.<\/td><\/tr><tr><td><strong>Business Sector<\/strong><\/td><td>Protection money is extorted from foreign-owned businesses, spaza shops, petrol stations, and backyard dwellers in townships.<\/td><\/tr><tr><td><strong>Vulnerable Communities<\/strong><\/td><td>Extortionists target vulnerable groups, including the disabled, RAF recipients, and informal farmers, demanding protection fees.<\/td><\/tr><\/tbody><\/table><\/div><\/figure>\n\n\n\n<p>They said that the most common modus operandi of these extortionists seen has been through:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Invasion of construction sites by armed individuals threatening workers and families.<\/li>\n\n\n\n<li>Demand for community employment and a 30% share for SMMEs in projects.<\/li>\n\n\n\n<li>Forceful demands for tenders and protection fees.<\/li>\n\n\n\n<li>Intimidation of contractors to halt work.<\/li>\n\n\n\n<li>Threats to businesses for security payments to avoid disruption.<\/li>\n\n\n\n<li>Murders and attempted murders.<\/li>\n\n\n\n<li>Road barricades and forced shutdowns of construction sites.<\/li>\n\n\n\n<li>Theft and armed robbery of contractors&#8217; equipment.<\/li>\n\n\n\n<li>Destruction of water infrastructure so that they continue to offer or supply water, under municipal contracts.<\/li>\n<\/ul>\n\n\n\n<p>From 1 April 2019 to 31 March 2024, a total of 6,056 extortion cases were reported, with 2,389 arrests and 178 convictions.<\/p>\n\n\n\n<figure class=\"wp-block-table\"><div class=\"table-responsive\"><table of complainants withdraw their cases as they are too scared to continue prosecuting the extortion mafia.<\/p>\n\n\n\n<p>Looking at some of the figures, Natjoints has identified four provinces and 12 districts that are &#8220;hotspots&#8221;, being:<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/09\/image-59.png\"><img loading=\"lazy\" decoding=\"async\" width=\"519\" height=\"612\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/09\/image-59.png\" alt=\"\" class=\"wp-image-791635\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/09\/image-59.png 519w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/09\/image-59-254x300.png 254w\" sizes=\"auto, (max-width: 519px) 100vw, 519px\" \/><\/a><\/figure><\/div>\n\n\n<p>Additionally, according to Natjoints there have (thus far) been 39 extortion business forums and syndicates identified, being in:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>KwaZulu-Natal \u2013 18;<\/li>\n\n\n\n<li>Western Cape \u2013 10;<\/li>\n\n\n\n<li>Eastern Cape \u2013 5;<\/li>\n\n\n\n<li>Gauteng \u2013 3;<\/li>\n\n\n\n<li>Limpopo \u2013 1;<\/li>\n\n\n\n<li>Mpumalanga \u2013 1;<\/li>\n\n\n\n<li>North West \u2013 1.<\/li>\n<\/ul>\n\n\n\n<p>Natjoints reported successes in tackling extortion, including the National Core Command Group (NCCG) and a National Strategy on Extortion, with backing from the business sector.<\/p>\n\n\n\n<p> A national database for construction projects has been set up, and hotlines for reporting extortion have launched in the Eastern and Western Cape, receiving notable community engagement.<\/p>\n\n\n\n<p> In the Eastern Cape, 1,525 calls led to 37 cases, while the Western Cape had 71 positive calls. <\/p>\n\n\n\n<p>Operation Silapha has deployed 104 members for threat stabilisation, resulting in arrests and seizures. A national hotline will launch on September 20, 2024. <\/p>\n\n\n\n<p>However, National Police Commissioner General Fanie Masemola noted that extortionists are misusing the toll-free line to confuse SAPS about real cases. SAPS is working with other sectors to enhance crime-fighting efforts.<\/p>\n\n\n\n<p>Additionally, legislation reviews are currently underway of numerous Acts; including attempts to crack the whip on parole, which Police Minister Senzo Mchunu said is often too lenient on criminals.<\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"QRLdzY6pBp\"><a href=\"https:\/\/businesstech.co.za\/news\/government\/789402\/all-hands-on-deck-to-take-out-criminal-mafias-in-south-africa\/\">&#8216;All hands on deck&#8217; to take out criminal mafias in South Africa<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;&#8216;All hands on deck&#8217; to take out criminal mafias in South Africa&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/789402\/all-hands-on-deck-to-take-out-criminal-mafias-in-south-africa\/embed\/#?secret=vleBs5Qluk#?secret=QRLdzY6pBp\" data-secret=\"QRLdzY6pBp\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Tongue lashing from MPs<\/strong><\/p>\n\n\n\n<p>MPs sitting on the Portfolio Committee on Police did not hold back their dissatisfaction with the presentation by Natjoints.<\/p>\n\n\n\n<p>The Committee said that it &#8220;is perturbed by a largely thin and unimaginative plan to counter extortion in the country [which] belies the magnitude of the problem the country is facing.&#8221;&nbsp;<\/p>\n\n\n\n<p>Chairperson of the committee, Ian Cameron, said that \u201cthe lack of detail in this presentation is somewhat concerning. As a committee, we don\u2019t expect operational specifics that could compromise law enforcement efforts.
