{"id":791875,"date":"2024-09-20T13:48:01","date_gmt":"2024-09-20T11:48:01","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=791875"},"modified":"2024-09-20T13:48:07","modified_gmt":"2024-09-20T11:48:07","slug":"discovery-hopeful-for-nhi-fix","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business-opinion\/791875\/discovery-hopeful-for-nhi-fix\/","title":{"rendered":"Discovery &#8216;hopeful&#8217; for NHI fix"},"content":{"rendered":"\n<p>Discovery, South Africa\u2019s biggest health-insurance provider, is cautiously optimistic that the government and business can find solutions to implement a contentious health law that could cut coverage by private insurers.<\/p>\n\n\n\n<p>The plan seeks to provide universal access to health care through a centrally managed government fund that buys services from public and private providers. <\/p>\n\n\n\n<p>President Cyril Ramaphosa signed the National Health Insurance bill into law two weeks before the 29 May elections after years of wrangling.<\/p>\n\n\n\n<p>Companies have criticized the law, claiming it will ban them from providing health insurance to anyone covered by the NHI. The bill doesn\u2019t spell out minimum benefits, show how much the revamped system will cost or indicate how it will be funded, they have said.<\/p>\n\n\n\n<p>Ramaphosa on Tuesday (17 September) met the leadership of Business Unity South Africa to discuss the matter, with the nation\u2019s biggest business-lobby group saying it would suggest solutions to address its concerns with the law it previously called unaffordable and unconstitutional.<\/p>\n\n\n\n<p>\u201cI got a good-faith feeling from that meeting that there\u2019s a desire to find solutions \u2014 that\u2019s a much better road than conflict and litigation,\u201d Discovery Chief Executive Officer Adrian Gore, who is also BUSA\u2019s vice president, said in an interview.<\/p>\n\n\n\n<p>If implemented, private health insurers like Discovery could lose market share because the law allows them to only pay for products and services not covered by the fund.<\/p>\n\n\n\n<p>\u201cThe new system would be an equalizer between the rich and the poor,\u201d Health Minister Aaron Motsoaledi said in an address to lawmakers in July.<\/p>\n\n\n\n<p>While the country\u2019s overburdened public facilities currently serve about 84% of the population, the remaining 16% that can afford private insurance have access to world-class treatment.<\/p>\n\n\n\n<p>\u201cI don\u2019t think anyone believes the status quo is acceptable.\u201d Gore said. \u201cI think everyone\u2019s saying, \u2018how do you make this thing operate so that it helps all South Africans?\u2019\u201d<\/p>\n\n\n\n<p>Discovery\u2019s modelling shows that South Africa will need R200 billion a year in additional funding to make the law\u2019s aim of achieving universal access workable.
