municipalities"},"content":{"rendered":"\n<p>Out of South Africa&#8217;s 257 municipalities, 66 (~26%) of them are defined as being &#8220;distressed.&#8221;<\/p>\n\n\n\n<p>This is according to a recent <a href=\"https:\/\/pmg.org.za\/committee-question\/25955\/\">parliamentary response<\/a> by Velenkosini Hlabisa, Minister of Cooperative Governance and Traditional Affairs (CoGTA), to a question posed to him by the DA&#8217;s Anna Maria Van Zyl. <\/p>\n\n\n\n<p>Broadly, a distressed municipality in South Africa refers to a local government that is facing severe financial, operational, or administrative challenges, often leading to an inability to provide basic services to its residents. <\/p>\n\n\n\n<p>According to the minister, the number of distressed municipalities per province are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Eastern Cape \u2013 11;<\/li>\n\n\n\n<li>Free State \u2013 11;<\/li>\n\n\n\n<li>Gauteng \u2013 2;<\/li>\n\n\n\n<li>KwaZulu Natal \u2013 12;<\/li>\n\n\n\n<li>Limpopo \u2013 3;<\/li>\n\n\n\n<li>Mpumalanga \u2013 6;<\/li>\n\n\n\n<li>Northern Cape \u2013 9;<\/li>\n\n\n\n<li>North West \u2013 10;<\/li>\n\n\n\n<li>Western Cape \u2013 2.<\/li>\n<\/ul>\n\n\n\n<p>&#8220;Generally, municipalities that are classified as distressed fail all the pillars of sustainability,&#8221; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;The best and worst-run municipalities in South Africa&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/763417\/the-best-and-worst-run-municipalities-in-south-africa\/embed\/#?secret=r71UFnBQnq#?secret=SnXGbNRPlK\" data-secret=\"SnXGbNRPlK\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>South Africa\u2019s Constitution mandates local government to provide democratic, accountable governance, deliver sustainable essential services, promote development and a healthy environment, and involve communities in local matters.<\/p>\n\n\n\n<p>However, \u201clocal government is inadequately equipped to fulfil its developmental agenda.\u201d<\/p>\n\n\n\n<p>The South African Local Government Association (Salga) presented this view in its recent presentation to Parliament\u2019s Portfolio Committee on CoGTA.<\/p>\n\n\n\n<p>Salga further expressed concerns about the declining level of service delivery, instability, weakening capacity of municipalities, and the debt owed to municipalities that impinge on their performance.&nbsp;<\/p>\n\n\n\n<p>According to Salga, there are four root causes for the \u201cdigression and decline\u201d of the trajectory of the developmental impact of many local governments, being:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Poor political leadership capacity and weak administrative management;<\/li>\n\n\n\n<li>Inefficient and non-integrated LG delivery mechanisms, systems and processes to enable service delivery;<\/li>\n\n\n\n<li>Ineffective utilisation of financial resources (poor financial administration)&nbsp; &amp; inability to collect revenue, and insufficient fiscus allocation;<\/li>\n\n\n\n<li>Degenerating infrastructure and non-existent or poor services provided to local communities.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"WlftZ2i31Y\"><a href=\"https:\/\/businesstech.co.za\/news\/government\/790666\/south-african-municipalities-in-crisis-one-third-of-councillors-dont-have-a-matric\/\">South African municipalities in crisis &#8211; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;South African municipalities in crisis &#8211; one in three councillors don&#8217;t have a matric&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/790666\/south-african-municipalities-in-crisis-one-third-of-councillors-dont-have-a-matric\/embed\/#?secret=6eSO8i5muX#?secret=WlftZ2i31Y\" data-secret=\"WlftZ2i31Y\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<h3 class=\"wp-block-heading\">Interventions by Departments<\/h3>\n\n\n\n<p>The government may intervene in distressed municipalities through various measures, including financial assistance, administrative support, or even placing them under administration to restore functionality and service delivery.<\/p>\n\n\n\n<p>Hlabisa recently announced that, in collaboration with the National Treasury, the department will implement and enforce compliance with municipal support and intervention plans in distressed municipalities.<\/p>\n\n\n\n<p>In some cases, financial recovery plans will also be put into action.<\/p>\n\n\n\n<p>CoGTA will continue to monitor the 32 Section 139(1) interventions initiated by provinces, as well as the three Section 139(7) (municipalities under administration) interventions initiated by the national executive.<\/p>\n\n\n\n<p>In his parliamentary response, Hlabisa emphasised that CoGTA will concentrate on &#8220;the pillars of sustainability&#8221;
