{"id":797638,"date":"2024-10-30T07:00:00","date_gmt":"2024-10-30T05:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=797638"},"modified":"2024-10-29T18:01:53","modified_gmt":"2024-10-29T16:01:53","slug":"south-africa-hits-a-1-3-trillion-wall","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/797638\/south-africa-hits-a-1-3-trillion-wall\/","title":{"rendered":"South Africa hits a $1.3 trillion wall"},"content":{"rendered":"\n<p>If countries like South Africa are to make good on their climate target objectives, annual climate financing commitments from developed countries needs to increase more than tenfold to &#8220;at least $1.3-trillion (~R23.02 trillion)&#8221; annually.<\/p>\n\n\n\n<p>This is the view presented by Forestry, Fisheries and Environment minister Dr Dion George speaking at the National Stakeholder Consultation on South Africa\u2019s negotiating mandate for the upcoming UN Climate Change Conference (COP29)&nbsp;in Baku, Azerbaijan.<\/p>\n\n\n\n<p>The funds discussed refer to the New Collective Quantified Goal (NCQG) for climate finance, where in 2009 at the Copenhagen Climate Summit, developed nations pledged $100 billion annually by 2020 to support developing countries meet climate targets.<\/p>\n\n\n\n<p>Under the Paris Agreement in 2015, this commitment was extended to 2025, with plans for a new financial target beyond that, considering developing nations&#8217; needs.<\/p>\n\n\n\n<p>It was only in 2022 when developed countries met the annual $100 billion goal for the first time provided, mobilising a total of $115.9 billion in climate finance for developing countries.<\/p>\n\n\n\n<p>&#8220;However, though the world has (recently) begun to hit this number, the efficacy of these funds in driving climate-friendly development without creating debt repayment issues is very much in question, highlighting the need for a more robust and effective financial mechanism,&#8221; <a href=\"https:\/\/www.weforum.org\/agenda\/2024\/07\/new-collective-quantified-goal-what-is-it-and-why-does-it-matter\/\"><strong>said<\/strong><\/a> the World Economic Forum.<\/p>\n\n\n\n<p>&#8220;It is very complicated, the developed countries were meant to contribute $100 billion, but they didn\u2019t. <strong>Our view is that $1.3 trillion is required<\/strong>,&#8221; said George.<\/p>\n\n\n\n<p>&#8220;But getting developed countries to make this contribution is hard because there has been a (political) shift to the right, and it&#8217;s more difficult to get countries to contribute. We have said, let&#8217;s have some honesty, say if you are going to contribute or not, so we know,&#8221; he added.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-full\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-116.png\"><img loading=\"lazy\" decoding=\"async\" width=\"811\" height=\"490\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-116.png\" alt=\"\" class=\"wp-image-797644\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-116.png 811w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-116-300x181.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-116-768x464.png 768w\" sizes=\"auto, (max-width: 811px) 100vw, 811px\" \/><\/a><figcaption class=\"wp-element-caption\">Source: OECD (2024),&nbsp;<a href=\"https:\/\/read.oecd.org\/10.1787\/19150727-en\" target=\"_blank\" rel=\"noreferrer noopener\">Climate Finance Provided and Mobilised by Developed Countries in 2013-2022<\/a>.<\/figcaption><\/figure><\/div>\n\n\n<p>During stakeholder consultations ahead of COP29, George&nbsp;argued that the current financing mechanisms had proved &#8220;insufficient in scale and effectiveness,&#8221; which he said highlighted the urgency for a&nbsp;new financing model.<\/p>\n\n\n\n<p>&#8220;There is a pressing need for large-scale financial support to enable developing economy nations to meet their climate targets and progress toward sustainable, low-carbon development,&#8221; said George.<\/p>\n\n\n\n<p>&#8220;CoP29 presents an opportunity to advocate for innovative and improved financial frameworks that can mobilise substantial resources more efficiently.<\/p>\n\n\n\n<p>&#8220;Such a model must ensure predictable, accessible, and adequate funding, and address the shortcomings of existing systems and empowering countries like South Africa to implement ambitious climate actions,&#8221; added the minister.<\/p>\n\n\n\n<p>He said that CoP28 marked a pivotal moment in international climate diplomacy, as we transitioned from negotiations to implementing commitments.&nbsp;<\/p>\n\n\n\n<p>In Dubai in 2023, nearly 200 countries  committed to transitioning from fossil fuels to renewable energy to combat climate change. <\/p>\n\n\n\n<figure class=\"wp-block-embed is-type-wp-embed is-provider-businesstech wp-block-embed-businesstech\"><div class=\"wp-block-embed__wrapper\">\n<blockquote class=\"wp-embedded-content\" data-secret=\"0GuQAzjztA\"><a href=\"https:\/\/businesstech.co.za\/news\/government\/738545\/south-africa-backs-global-climate-deal-to-kiss-fossil-fuels-goodbye\/\">South Africa backs global climate deal to kiss fossil fuels goodbye<\/a><\/blockquote><iframe loading=\"lazy\" class=\"wp-embedded-content\" sandbox=\"allow-scripts\" security=\"restricted\" style=\"position: absolute; clip: rect(1px, 1px, 1px, 1px);\" title=\"&#8220;South Africa backs global climate deal to kiss fossil fuels goodbye&#8221; &#8212; BusinessTech\" src=\"https:\/\/businesstech.co.za\/news\/government\/738545\/south-africa-backs-global-climate-deal-to-kiss-fossil-fuels-goodbye\/embed\/#?secret=28vgagkPA5#?secret=0GuQAzjztA\" data-secret=\"0GuQAzjztA\" width=\"500\" height=\"282\" frameborder=\"0\" marginwidth=\"0\" marginheight=\"0\" scrolling=\"no\"><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Former DFFE Minister Barbara Creecy hailed this as a significant step, as &#8220;for the first time, we have language which calls for transitioning away from fossil fuels in energy systems in a just, orderly and equitable manner so as to achieve net zero by 2050 in keeping with the science.\u201d<\/p>\n\n\n\n<p>The agreement focused on a \u201cglobal stocktake\u201d to assess progress on climate targets. It aims for a 43% reduction in global greenhouse gas emissions by 2030 and encourages tripling renewable energy capacity, doubling energy efficiency, phasing out coal power, and eliminating fossil fuel subsidies.<\/p>\n\n\n\n<p>While these commitments looked pretty on paper, the proved a nearly impossible task if developed nations did not pull the weight they promised to.<\/p>\n\n\n\n<p>George said that the upcoming conference from 11 to 22 November presents an opportunity to rectify this.<\/p>\n\n\n\n<p>&#8220;The new collective quantified goal on finance must provide a clear and ambitious quantification of the financial support needed by developing economy countries to implement their climate commitments and development plans,&#8221; said George.<\/p>\n\n\n\n<p>&#8220;Access to finance must be significantly scaled up to offer new, additional, and predictable funding that is fit for purpose. [and] specifically, we need grants and highly concessional financing that can be effectively allocated to create enabling environments for rapid investments. <\/p>\n\n\n\n<p>&#8220;By de-risking investments and creating new asset classes for clean technologies, we can unlock and leverage greater amounts of public and private finance,&#8221; said George.<\/p>\n\n\n\n<p><strong>Funders disappointed in South Africa<\/strong><\/p>\n\n\n\n<p>In 2019, South Africa piloted its Just Energy Transition Partnership at COP26, aimed at helping developing countries transition towards renewable energy. <\/p>\n\n\n\n<p>However, George pointed out that funders of South Africa&#8217;s $8.5 billion climate finance deal are &#8220;concerned&#8221; about slow progress in transitioning to greener energy.<\/p>\n\n\n\n<p>While the International Partners Group, including the UK, US, and EU, expanded the funding to $11.5 billion.
