{"id":797662,"date":"2024-10-29T11:36:10","date_gmt":"2024-10-29T09:36:10","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=797662"},"modified":"2024-10-29T11:39:18","modified_gmt":"2024-10-29T09:39:18","slug":"investors-hold-their-breath-ahead-of-wednesdays-budget","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/budget-speech\/797662\/investors-hold-their-breath-ahead-of-wednesdays-budget\/","title":{"rendered":"Investors hold their breath ahead of Wednesday&#8217;s budget"},"content":{"rendered":"\n<p>The new South African coalition government\u2019s resolve to control debt and expedite reforms to fire up the lackluster economy will be put to the test when it unveils its first budget on Wednesday.<\/p>\n\n\n\n<p>Finance Minister Enoch Godongwana\u2019s mid-term policy statement will provide an early glimpse at the priorities of the alliance forged between the African National Congress, the business-friendly Democratic Alliance and eight smaller rivals after elections in May failed to produce an outright winner.&nbsp;<\/p>\n\n\n\n<p>The new administration\u2019s pledge to prioritise growing the economy has driven a 4% gain in the rand, helped local-currency bonds outpace all peers in an emerging-market index and fueled successive record highs on the Johannesburg Stock Exchange over the past four months.<\/p>\n\n\n\n<p>Investors now want to see the government take real action, such as fixing logistical bottlenecks and boosting local government capacity, before they consider sinking significant amounts of capital into the country, said Casey Sprake, investment analyst for fixed income at Anchor Capital Ltd.<\/p>\n\n\n\n<p>\u201cWe\u2019ve got the sentiment; it\u2019s been priced in within the markets and we reached a point we never thought we would get within our political space,\u201d she said. \u201cWe need to see tangible reforms. We need to see this over a period of time and not just this flash in the pan.\u201d<\/p>\n\n\n\n<p>Gross domestic product has averaged less than 1% over the past decade, insufficient to keep pace with population growth, and the central bank says a recovery needs to be underpinned by a sustained increase in real net investment following years of decline. &nbsp;<\/p>\n\n\n\n<p>The National Treasury is expected to revise its growth forecasts to 1.8% next year and 2% in 2026, compared with its February estimates of 1.6% and 1.8%, the median estimate of 15 economists polled by Bloomberg shows.&nbsp;<\/p>\n\n\n\n<p>The country has had an uninterrupted power supply for the past seven months following years of rolling blackouts, the main contributor to the improved outlook. Pension reforms have also been introduced that allow individuals early access to part of their retirement savings, which along with lower interest rates should boost spending.<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-117.png\"><img loading=\"lazy\" decoding=\"async\" width=\"814\" height=\"483\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-117.png\" alt=\"\" class=\"wp-image-797663\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-117.png 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-117-300x178.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-117-768x456.png 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/figure>\n\n\n\n<p>\u201cIt\u2019s certainly not unreasonable to assume that growth is going to look healthier going forward because of the electricity situation,\u201d said Razia Khan, chief economist for Africa and the Middle East at Standard Chartered Bank. This and a lift in consumption, will provide needed \u201cwiggle room\u201d for the minister, she said.<\/p>\n\n\n\n<p>The government is also looking to bolster output by modernising and expanding the energy, rail, port and water supply networks, with President Cyril Ramaphosa vowing to turn the country into a\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-07-18\/south-africa-s-ramaphosa-signals-faster-reforms-to-boost-growth\" target=\"_blank\" rel=\"noreferrer noopener\">construction site<\/a>. \u00a0<\/p>\n\n\n\n<p>Godongwana will shed some light on how that ambition will be financed as he will have little room to maneuver if he is to meet his commitment to curtail debt and the budget deficit. The government has said it will launch a credit-guarantee facility to&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-10-04\/south-africa-plans-insurance-vehicle-for-infrastructure-projects\" target=\"_blank\" rel=\"noreferrer noopener\">boost<\/a>&nbsp;private-sector involvement and more details are expected to be revealed in the budget.<\/p>\n\n\n\n<p>\u201cUltimately, the bottom line for infrastructure spend is that a lot of it has to come from the private sector,\u201d said Sanisha Packirisamy, an economist at Momentum Investments. \u201cThere\u2019s not really all that much space in the fiscus\u201d to build these massive infrastructure projects, she said.&nbsp;<\/p>\n\n\n\n<p>The ratio of debt to GDP is expected to peak in 2025-26 and the consolidated budget deficit is likely to reach 4.5% of GDP in the year through March 2025 \u2014 in line with Treasury\u2019s targets, the economists\u2019 survey showed.\u00a0<\/p>\n\n\n\n<figure class=\"wp-block-image size-full\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-118.png\"><img loading=\"lazy\" decoding=\"async\" width=\"814\" height=\"531\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-118.png\" alt=\"\" class=\"wp-image-797664\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-118.png 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-118-300x196.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/image-118-768x501.png 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/figure>\n\n\n\n<p>Godongwana&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-07-30\/s-africa-sarb-to-finish-5-5-billion-transfer-to-treasury-soon\" target=\"_blank\" rel=\"noreferrer noopener\">tapped<\/a>&nbsp;100 billion rand ($5.6 billion) from the country\u2019s contingency reserves this fiscal year to pay back borrowing, helping keep debt and new loans in check.&nbsp;<\/p>\n\n\n\n<p>Without the drawdown, this year\u2019s deficit would have most likely widened and the \u201cgovernment would have had to increase its bond financing,\u201d said Investec Bank Ltd. Treasury Economist Tertia Jacobs. \u201cIt actually helped to stabilise the fiscal position in the context of fiscal consolidation.\u201d\u00a0<\/p>\n\n\n\n<p>In February, the Treasury&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-02-21\/south-africa-plans-new-fiscal-anchor-to-guide-debt-sustainability\" target=\"_blank\" rel=\"noreferrer noopener\">said&nbsp;<\/a>it planned to introduce a binding fiscal anchor to provide a sustainable long-term path for public finances, without providing details or a time frame.
