{"id":802478,"date":"2024-12-03T07:00:00","date_gmt":"2024-12-03T05:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=802478"},"modified":"2024-12-03T09:31:05","modified_gmt":"2024-12-03T07:31:05","slug":"the-four-ways-south-africa-can-stop-its-municipalities-from-collapsing","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/802478\/the-four-ways-south-africa-can-stop-its-municipalities-from-collapsing\/","title":{"rendered":"The four ways South Africa can stop its municipalities from collapsing"},"content":{"rendered":"\n<p>South African municipalities require urgent and targeted interventions to address deeply rooted systemic issues hindering their effectiveness and ability to drive economic growth and create jobs.<\/p>\n\n\n\n<p>This is outlined in a recent research note from the Impumelelo Economic Growth Lab in Stellenbosch University&#8217;s Bureau for Economic Research.<\/p>\n\n\n\n<p>The document&#8217;s authors, Helanya Fourie and Roy Havemann, said that &#8220;municipalities are key service delivery agents, but if done right, they can do much more to accelerate economic growth and create jobs.&#8221;<\/p>\n\n\n\n<p>&#8220;Our metros and cities should become engines of economic growth and provide the scaffolding for businesses to prosper and attract investment,&#8221; they added.<\/p>\n\n\n\n<p>However, challenges undermine their effectiveness and have profound social and economic consequences.<\/p>\n\n\n\n<p>Now, local municipalities are focused on the second phase of Operation Vulindlela (OV2.0), a joint initiative by the Presidency and National Treasury aimed at accelerating structural reforms to drive rapid, inclusive growth.<\/p>\n\n\n\n<p>Consequently, Fourie and Havemann said that a &#8220;one-size-fits-all&#8221; approach to addressing poor performance in local government is unlikely to be effective. <\/p>\n\n\n\n<p>This is because municipalities face diverse challenges, shaped by factors like varying income levels and service delivery costs across urban and rural areas, requiring targeting interventions.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/07d8c663-725f-4aaa-8a19-291f89db40eb-scaled-e1733150613917.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"768\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/10\/07d8c663-725f-4aaa-8a19-291f89db40eb-1024x768.jpg\" alt=\"\" class=\"wp-image-797084\"\/><\/a><figcaption class=\"wp-element-caption\">An abandoned water repair project in South Africa&#8217;s economic hub, Johannesburg. Photo: Seth Thorne.<\/figcaption><\/figure>\n\n\n\n<p class=\"has-medium-font-size\"><strong>The problems<\/strong><\/p>\n\n\n\n<p>The report discusses several key problems challenging the effectiveness of local governance in South Africa, which include:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><div class=\"table-responsive\"><table class=\"table\"><thead><tr><th><strong>Issue<\/strong><\/th><th><strong>Description<\/strong><\/th><\/tr><\/thead><tbody><tr><td><strong>Financial distress<\/strong><\/td><td>Many municipalities face mounting debt and a culture of non-payment for services, especially electricity and water, impairing their ability to function. <br><br>Free basic electricity exceeds allocated usage, adding to unpaid bills.<\/td><\/tr><tr><td><strong>Underinvestment in infrastructure<\/strong><\/td><td>Declining capital expenditure hampers infrastructure development and maintenance. <br><br>The underutilisation of the Municipal Infrastructure Grant (MIG) due to mismanagement and weak oversight worsens the situation. <\/td><\/tr><tr><td><strong>Shortage of technical skills<\/strong><\/td><td>A lack of skilled personnel, particularly engineers, delays project implementation, reduces quality, increases costs, and undermines sustainability.<\/td><\/tr><tr><td><strong>Ineffective interventions<\/strong><\/td><td>The current intervention framework for struggling municipalities is inadequate. in engineering and finance within municipalities. <\/p>\n\n\n\n<p>This shortage has detrimental effects on infrastructure development, project implementation, and sound financial management. <\/p>\n\n\n\n<p>Fourie and Havemann recommend conducting a thorough &#8220;skills audit&#8221; to gauge the severity of the gap, followed by &#8220;targeted recruitment and training initiatives&#8221; to attract and retain qualified individuals.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Curbing political interference:<\/strong><\/li>\n<\/ul>\n\n\n\n<p>The research highlights the significant impact of political interference on effective municipal administration. <\/p>\n\n\n\n<p>Fourie and Havemann strengthened the separation of powers between elected officials and administrators, with a particular focus on &#8220;<strong>insulating the day-to-day administration &#8230; from political interference<\/strong>&#8220;.<\/p>\n\n\n\n<p>The recommendation includes promoting merit-based appointments, empowering oversight bodies, and enforcing consequences for poor governance or corruption.<\/p>\n\n\n\n<p>This would be through reforms to the Municipal Systems Act and Municipal Structures Act.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Accelerating trading services reform:<\/strong> <\/li>\n<\/ul>\n\n\n\n<p>To enhance the efficiency and sustainability of essential services like water and sanitation, as well as electricity, the BER recommends establishing &#8220;<strong>viable standalone entities for trading services<\/strong>.&#8221; <\/p>\n\n\n\n<p>These entities should operate independently from political influence, prioritizing financial sustainability, effective asset management, and a skilled workforce.<\/p>\n\n\n\n<ul class=\"has-medium-font-size wp-block-list\">\n<li><strong>Enhancing municipal intervention framework:<\/strong> <\/li>\n<\/ul>\n\n\n\n<p>Acknowledging the shortcomings of the current system for intervening in distressed municipalities, the report calls for a comprehensive overhaul. <\/p>\n\n\n\n<p>This includes implementing interventions early, clearly defining the administrator&#8217;s role and powers, and ensuring the process is depoliticized and driven by objective criteria. <\/p>\n\n\n\n<p>Fourie and Havemann also stress the need for competent administrators, context-specific intervention strategies, and well-defined exit plans to prevent the recurrence of distress.<\/p>\n\n\n\n<p class=\"has-medium-font-size\"><strong>Going forward<\/strong><\/p>\n\n\n\n<p>&#8220;If economic growth, job creation and effective service delivery are to be achieved, &#8220;municipal capacity and skills must improve, political interference must be curtailed, trading services must be reformed, and the framework for municipal interventions must be refined,&#8221; said Fourie and Havemann.<\/p>\n\n\n\n<p>&#8220;Further detailed technical assessments are necessary beyond these interventions as part of OV2.0\u2019s effort to improve municipal outcomes. <\/p>\n\n\n\n<p>&#8220;Absent these changes, the economic impact of other structural reforms included in Operation Vulindlela will remain muted,&#8221;
