However, restrictive policies may cause officers to hesitate in life-threatening situations.<\/p>\n\n\n\n<p>Thomas recalls that past amendments in the late 1990s and early 2000s led to confusion among police, making them wary of using force even when necessary. <\/p>\n\n\n\n<p>He stresses that hesitation in high-risk encounters\u2014such as cash-in-transit heists, ATM bombings, and contract killings\u2014could have deadly consequences. <\/p>\n\n\n\n<p>Criminals in South Africa, he warns, are heavily armed and prepared for confrontation.
