{"id":817845,"date":"2025-03-23T07:59:49","date_gmt":"2025-03-23T05:59:49","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=817845"},"modified":"2025-03-23T07:59:55","modified_gmt":"2025-03-23T05:59:55","slug":"alarm-bells-for-driving-licence-renewals-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/817845\/alarm-bells-for-driving-licence-renewals-in-south-africa\/","title":{"rendered":"Alarm bells for driving licence renewals in South Africa"},"content":{"rendered":"\n<p>The Department of Transport has been advised that cancelling the smart card drivers&#8217; licence tender could have dire consequences\u2014with the current card printer on its last legs and a backlog in renewals growing since January. <\/p>\n\n\n\n<p>At the beginning of March 2025, Transport Minister Barbara Creecy initiated legal action to block the awarding of a contract for new printing driving licence printing machines following an investigation into the tendering process.<\/p>\n\n\n\n<p>Despite the investigation, <strong><a href=\"https:\/\/www.news24.com\/citypress\/politics\/transport-minister-in-smart-card-licence-tender-dilemma-cancel-it-or-approve-contract-20250323\" target=\"_blank\" rel=\"noreferrer noopener\">City Press has reported<\/a><\/strong> that the Department of Transport&#8217;s lawyers have since advised against cancelling the tender.<\/p>\n\n\n\n<p>Advocate Adam Masombuka, the department&#8217;s chief director of legal service, said cancelling the R500 million smart card driver&#8217;s licence tender awarded to French company Idemia would have serious consequences. <\/p>\n\n\n\n<p>&#8220;It will lead to an interdict and a protracted review legal process that can take years, compared with appointing the preferred bidder.&#8221;<\/p>\n\n\n\n<p>The Auditor-General (AGSA) found that the tender was irregularly handled, including instances of non-compliance with required processes.<\/p>\n\n\n\n<p>South Africa is trying to move to new smart driving licence cards with enhanced security features to combat fraud and counterfeiting.<\/p>\n\n\n\n<p>Additionally, the new driving licence cards would be produced at a faster rate, reducing motorists\u2019 waiting times to renew their licences.<\/p>\n\n\n\n<p>This is desperately needed, as South Africa\u2019s current driver\u2019s licence card printing machine is 26 years old and has experienced 159 breakdowns.<\/p>\n\n\n\n<p>There is no backup printing machine, which means a breakdown can significantly delay motorists getting their new licence cards.<\/p>\n\n\n\n<p>Among the proposals under the new tender was procuring three driving licence card printing machines.<\/p>\n\n\n\n<p>The new machines would also be maintained and repaired in South Africa, unlike the current machine, which must be shipped overseas for repairs.<\/p>\n\n\n\n<p>However, insiders have told City Press that driver&#8217;s licence printing stopped in January, and the backlog was growing. Sources said the printing machine had broken down and needed to be fixed again.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The problem <\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/creecy.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/creecy-1024x576.jpg\" alt=\"\" class=\"wp-image-817848\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/creecy-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/creecy-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/creecy-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/creecy.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>Transport Minister Barbara Creecy initiated legal action to block the tender award after receiving a letter from the Organisation Undoing Tax Abuse (Outa) highlighting several irregularities. <\/p>\n\n\n\n<p>On 5 September 2024, Minister Creecy <strong><a href=\"https:\/\/businesstech.co.za\/news\/motoring\/811101\/bad-news-about-driving-licences-in-south-africa\/\" target=\"_blank\" rel=\"noreferrer noopener\">requested<\/a> <\/strong>the Auditor-General to expedite and broaden the investigation into this tender. <\/p>\n\n\n\n<p>The inquiry focused on whether supply chain management regulations were followed, personal data safety specifications were met, and Idemia\u2019s technical capacity was sufficient.<\/p>\n\n\n\n<p>In January 2025, the Auditor-General submitted the investigation report to Minister Creecy. <\/p>\n\n\n\n<p>On 5 March, the department <strong><a href=\"https:\/\/businesstech.co.za\/news\/trending\/815453\/major-blow-for-new-driving-licence-cards-in-south-africa\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a><\/strong> that it had approached the High Court to block the tender, citing the Auditor-General&#8217;s review of the process.<\/p>\n\n\n\n<p>The report revealed that the tender had been irregularly handled, including notable instances of non-compliance with established procedures.<\/p>\n\n\n\n<p>The Auditor-General stated that the tender process failed to comply with supply chain management regulations, the Public Finance Management Act (PFMA), Treasury Regulations, and the Driving Licence Card Account (DLCA) policies. <\/p>\n\n\n\n<p>According to Outa, the bid would have cost South African taxpayers just under R900 million, which the Auditor-General stated was inconsistent with the approved DLCA budget of R490 million. <\/p>\n\n\n\n<p>The report indicated that the DLCA submitted outdated pricing and budget information to the Cabinet for approval. <\/p>\n\n\n\n<p>&#8220;The budget they submitted to the Cabinet did not include all the contract costs, resulting in the Cabinet approving a memo that did not accurately reflect the total cost,&#8221; the Auditor-General noted.<\/p>\n\n\n\n<p>Additionally, there were inconsistencies in the application and scoring processes and issues related to technical evaluations, site visits, capacity assessments, and deviations from the bid specifications. <\/p>\n\n\n\n<p>Given these findings, the department could not overlook the identified irregularities.
