{"id":820261,"date":"2025-04-21T07:16:02","date_gmt":"2025-04-21T05:16:02","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=820261"},"modified":"2025-04-21T07:16:09","modified_gmt":"2025-04-21T05:16:09","slug":"good-news-for-people-with-medical-aid-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/820261\/good-news-for-people-with-medical-aid-in-south-africa\/","title":{"rendered":"Good news for people with medical aid in South Africa"},"content":{"rendered":"\n<p>Due to the significant amount of money needed to implement National Healthcare Insurance (NHI) and the lack of a comprehensive funding model, medical aids are expected to stay around for a long time.<\/p>\n\n\n\n<p>At a roundtable discussion, the Mail &amp; Guardian<a href=\"https:\/\/mg.co.za\/business\/2025-04-07-treasury-reassures-private-sector-over-national-health-insurance-fears\/\"> <strong>reported<\/strong><\/a> that Mark Blecher, chief director of health and social development at the Treasury, said medical aids are not going anywhere soon.\u00a0<\/p>\n\n\n\n<p>He explained that the Treasury cannot fund the NHI system alone, and private-sector healthcare will remain vital to support the country\u2019s needs.&nbsp;<\/p>\n\n\n\n<p>\u201cThe possibility of the NHI squeezing out medical schemes is very unlikely for a very long time, if at all,\u201d Blecher said.&nbsp;<\/p>\n\n\n\n<p>\u201cIt\u2019s not easy to raise taxes, and the role of private financing is very important in our context. It\u2019s difficult for the government to take on that private financing.\u201d<\/p>\n\n\n\n<p>\u201cSo we\u2019re going to continue to see a role for private medical schemes and a multi-scheme arrangement for many years,\u201d he added.<\/p>\n\n\n\n<p>This message is not surprising given the slow and complicated process of implementing healthcare reforms that involve the private sector.\u00a0<\/p>\n\n\n\n<p>While sections of the NHI Act and the Minister of Health have<a href=\"https:\/\/businesstech.co.za\/news\/government\/788042\/the-end-of-medical-aid-in-south-africa-non-negotiable-motsoaledi\/\"> <strong>made it clear<\/strong><\/a> that the end goal is to limit the role of private healthcare, practical realities have pushed that future far into the distance.<\/p>\n\n\n\n<p>According to section 33 of the NHI Act, once the NHI is \u201cfully implemented,\u201d medical schemes will no longer be allowed to cover services that the NHI pays for.&nbsp;<\/p>\n\n\n\n<p>However, the Act does not define &#8220;fully implemented,&#8221; what services the NHI will actually cover, or when this section will come into effect.&nbsp;<\/p>\n\n\n\n<p>These unknowns create significant uncertainty and effectively delay any real threat to medical aids&#8217; role for the foreseeable future.<\/p>\n\n\n\n<p>Despite this, Health Minister Aaron Motsoaledi has been firm about the government&#8217;s intention to eventually restrict medical aid schemes.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Health Minister Aaron Motsoaledi&#8217;s views on NHI<\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Motsoaledi-.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Motsoaledi--1024x576.jpg\" alt=\"\" class=\"wp-image-820283\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Motsoaledi--1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Motsoaledi--300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Motsoaledi--768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Motsoaledi-.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Health Minister Aaron Motsoaledi<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>Speaking to Bhekisisa in 2024, he said that proposals to the government that do not involve changing the way healthcare is financed would be a \u201cwaste of time.\u201d<\/p>\n\n\n\n<p>Despite this stance, the vague wording of the Act, the lack of a clear timeline, and the government&#8217;s limited capacity to raise funds for the NHI mean that the status quo will likely remain for years to come.<\/p>\n\n\n\n<p>When the NHI eventually comes into effect, medical aid will be limited to providing coverage only for services not funded by the NHI.
