{"id":823658,"date":"2025-05-09T17:17:27","date_gmt":"2025-05-09T15:17:27","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=823658"},"modified":"2025-05-09T17:17:34","modified_gmt":"2025-05-09T15:17:34","slug":"long-wait-ahead-for-driving-licence-renewals-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/823658\/long-wait-ahead-for-driving-licence-renewals-in-south-africa\/","title":{"rendered":"Long wait ahead for driving licence renewals in South Africa"},"content":{"rendered":"\n<p>Civil action group Outa has warned motorists that they could be waiting two months or more for their driving licence cards, now that South Africa&#8217;s only printing machine is finally back in action.<\/p>\n\n\n\n<p>The Department of Transport confirmed this week that the card printer was back up and running after a three-month outage that hit in February.<\/p>\n\n\n\n<p>However, the outage has caused a significant backlog in cards being processed, with almost 750,000 applications waiting in the queue.<\/p>\n\n\n\n<p>The department said that it would be extending office hours to address the backlog.<\/p>\n\n\n\n<p>Responding to the news, Outa noted that the printer can only process between 14,000 and 19,000 cards in a 14-hour shift.<\/p>\n\n\n\n<p>It would thus take<strong> 40 to 53 days to clear that backlog<\/strong>, it said\u2014<strong>excluding the addition of any new card applications.<\/strong><\/p>\n\n\n\n<p>Unfortunately for those waiting on new cards, new applications will definitely be coming, and the department itself has warned that applicants could expect further delays as a result.<\/p>\n\n\n\n<p>This means that motorists who have applied for cards will have a long wait ahead of them.<\/p>\n\n\n\n<p>In the meantime, they have been urged by the department to get temporary licences while they wait\u2014conveniently netting a significant amount of revenue for the state in the process.<\/p>\n\n\n\n<p>Outa previously criticised the state of affairs, saying that South Africans were effectively funding the government&#8217;s inefficiencies.<\/p>\n\n\n\n<p>Outa lead Wayne Duvenage said that the backlog was also a self-made mess that the department could easily resolve.<\/p>\n\n\n\n<p>One option, he said, would be to outsource the printing to the country&#8217;s national printing works, which have the means and technology to do so.<\/p>\n\n\n\n<p>Another option would be to extend the validity of driving licence cards.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Solutions falling on deaf ears<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/07\/Transport-minister-Barbara-Creecy-e1721052729385.jpg\"><img decoding=\"async\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/07\/Transport-minister-Barbara-Creecy-1024x683.jpg\" alt=\"\" class=\"wp-image-782606\"\/><\/a><figcaption class=\"wp-element-caption\">Transport Minister Barbara Creecy has not given an update on what&#8217;s happening with the new driving licence tender.<\/figcaption><\/figure>\n\n\n\n<p>Outa said that it has repeatedly offered solutions for the card printing mess, but nothing has landed with the Department of Transport.<\/p>\n\n\n\n<p>A key proposal is to at least double the validity of licences to 10 years to be in line with international standards.<\/p>\n\n\n\n<p>This is something that the government has investigated and researched, with findings agreeing with the move. However, plans to extend validity to 8 years have been scrapped.<\/p>\n\n\n\n<p>Outa said it is concerned that the refusal to extend the card validity period is linked to the tender to buy a new card printing machine and the money to be made from reprinting cards every five years.<\/p>\n\n\n\n<p>It noted that the card machine has been in use since 1998, seeing 27 years of service despite the fact it should have been replaced in about 2009.<\/p>\n\n\n\n<p>&#8220;The DLCA has been trying to procure another machine for years, but repeatedly cancelled and reissued the tender,&#8221; it said.<\/p>\n\n\n\n<p>The latest tender process has been a mess, with a R900 million tender awarded to a company, only to be pulled into an Auditor General (AGSA) investigation over irregularities.<\/p>\n\n\n\n<p>In March 2025, Transport Minister Barbara Creecy announced that she had instructed her department to lodge a high court application for a declaratory order on the tender award, for guidance on how to proceed in the light of the AGSA findings.<\/p>\n\n\n\n<p>Outa said that the matter has since fallen silent, and queries seeking clarity have gone unanswered.<\/p>\n\n\n\n<p>&#8220;It appears that the high court application which the Minister promised did not go ahead,&#8221; it said.<\/p>\n\n\n\n<p>Most recently, the DLCA\u2019s annual performance plan for 2025\/26 and its strategic plan for 2025-2030 submitted in April only make mention of the delay in rolling out a new driving licence card, and to minimise the &#8220;disruptions&#8221; experienced by motorists as a result of the printing machine.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Civil action group Outa has warned motorists that they will be waiting a long time for their driving licence cards, now that South Africa&#8217;s only printing machine is finally back in action.<\/p>\n","protected":false},"author":10,"featured_media":817846,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[18243,1988],"class_list":["post-823658","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-driving-licence","tag-outa"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/823658","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=823658"}],"version-history":[{"count":1,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/823658\/revisions"}],"predecessor-version":[{"id":823659,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/823658\/revisions\/823659"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/817846"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=823658"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=823658"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=823658"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
