{"id":825747,"date":"2025-05-27T09:37:06","date_gmt":"2025-05-27T07:37:06","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=825747"},"modified":"2025-05-27T09:37:23","modified_gmt":"2025-05-27T07:37:23","slug":"vat-increase-warning-for-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/825747\/vat-increase-warning-for-south-africa\/","title":{"rendered":"VAT increase warning for South Africa"},"content":{"rendered":"\n<p>Analysts and tax experts say that Finance Minister Enoch Godongwana is betting big on the South African Revenue Service (SARS) resolving his budget problems.<\/p>\n\n\n\n<p>But if the gamble doesn&#8217;t pay off, taxpayers should prepare themselves for more tax pain in 2026, including a possible VAT increase.<\/p>\n\n\n\n<p>According to Jordan Mulindi, Tax Attorney at Latita Africa, the budget tabled on 21 May 2025 abandoned the previous VAT increase due to political pressure and public backlash.<\/p>\n\n\n\n<p>This left the National Treasury with a R62 billion loss of revenue over the next three years.<\/p>\n\n\n\n<p>To compensate for this revenue loss, Godongwana cut some spending in the outer years of the MTEF and hiked the fuel levy to raise additional cash.<\/p>\n\n\n\n<p>He also noted that R20 billion will need to be collected through additional tax measures in 2026.<\/p>\n\n\n\n<p>While small adjustments were made to the budget on both sides of book, the real focus was on boosting SARS&#8217; capacity, in the hopes that the taxman can collect more.<\/p>\n\n\n\n<p>The budget allocates R7.5 billion to SARS over the medium term to increase its debt collection effectiveness, which could raise an additional R20 to R50 billion per year.<\/p>\n\n\n\n<p>It will also further modernise SARS\u2019 operations, including targeting illicit trade in tobacco and other products that rob the country of customs, excise and VAT.<\/p>\n\n\n\n<p>The minister said he believed the investment could achieve at least R35 billion, enough to meet the fiscus\u2019 R20 billion shortfall.<\/p>\n\n\n\n<p>However, Mulindi warned that \u201cif this move doesn\u2019t pay off, it begs the question of whether or not a VAT increase could be on the cards next year and how the public would receive it.&#8221;<\/p>\n\n\n\n<p>&#8220;Minister Godongwana has certainly shown creativity in developing an optimistic budget, promising to increase non-interest expenditure by 5.4% over three years and the primary surplus from 0.8% of GDP to 2.1% in 2027\/28, thereby dropping the deficit by R8 billion,&#8221; the expert said.<\/p>\n\n\n\n<p>\u201cRealistically, though, South Africans need to prepare for ever-harder economic times as tariffs start to bite and they come under more pressure from SARS to settle their taxes quickly.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">The money has to come from somewhere<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/godongwana-kieswetter.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/godongwana-kieswetter-1024x576.jpg\" alt=\"\" class=\"wp-image-820023\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/godongwana-kieswetter-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/godongwana-kieswetter-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/godongwana-kieswetter-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/godongwana-kieswetter.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">Finance Minister Enoch Godongwana has already warned of R20 billion in additional tax measures coming in 2026.<\/figcaption><\/figure>\n\n\n\n<p>Old Mutual Wealth Investment Strategist, Izak Odendaal, expressed a similar view, noting in his budget review that the R20 billion in &#8220;unspecified tax hikes&#8221; will have to come from somewhere.<\/p>\n\n\n\n<p>He said a VAT hike in 2026 could still be on the table, &#8220;but Treasury will be sure to get political buy-in beforehand&#8221;.<\/p>\n\n\n\n<p>As with other assessments, Odendaal said it may all come down to SARS. &#8220;If SARS improves collection, (tax hikes) might not be necessary,&#8221;
